De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten.
In het kader van het schriftelijk overleg over de ontwerp-rijksstructuurvisie hebben Tweede Kamer fracties aanvullende schriftelijke vragen gesteld, die door de Minister van Infrastructuur en Milieu, Schultz van Haegen, aanvullend zijn op 9 maart 2015 beantwoord.
In deze aanvullende beantwoording gaat een heel hoofdstuk over de waterkwaliteit met een aantal aardige teksten, zoals: “De Commissie voor de milieueffectrapportage heeft geadviseerd om in een aanvulling op het MER een nadere, meer gekwantificeerde beschouwing te geven van de negatieve en positieve gevolgen voor de natuur. Deze aanvulling wordt conform het advies opgesteld. Het advies van de commissie laat onverlet dat met beperkt getij op de Grevelingen zout water in het Volkerak-Zoommeer met beperkt getij de waterkwaliteit op orde kan komen.”
In deze tekst is het gebruik van het woordje ‘kan’ opvallend. Het ministerie erkent met het gebruik van het woordje ‘kan’ dat ook met verzilting het bereiken van de KRW doelen niet zeker is. Want anders stond er wel het woordje ‘zal’.
Een andere opvallende tekst is die op pagina 11 en 12:
“Op grond van de monitoring in de afgelopen jaren kan een prognose worden opgesteld of de maatstaven voor de KRW kunnen worden gehaald. Die monitoring wordt voortgezet en biedt ruimte voor bijstellen van maatregelen zoals het Nitraatactieprogramma. De stand van zaken is dat in de huidige zoete situatie de prognose is dat de gehaltes aan stikstof en fosfaat in het Volkerak-Zoommeer tot 2021 te hoog blijven om te voldoen aan de eisen voor stilstaande zoete meren. De aspecten waterflora, macrofauna en vis voldoen nu niet en volgens de prognose ook niet in 2021. Voor algen en doorzicht laten de meest recente meetgegevens zien dat weliswaar op dit moment voldaan wordt aan de maatstaven van de KRW, maar dat dit vermoedelijk te danken is aan de opkomst van de quaggamossel. Omdat het volgens deskundigen onzeker is hoe het meer zich zonder ingrijpen zal ontwikkelen zijn in het MER twee scenario’s gehanteerd met meer/minder succes van de quaggamossel. Als de quaggamossel zich permanent en in voldoende mate kan vestigen kunnen de aantallen algen en het doorzicht blijvend verbeteren. Bij het scenario waarbij de quaggamossel in aantal terugloopt, lukt dit niet of onvoldoende. In beide scenario’s blijft het uitvoeren van emissiebeperkende maatregelen de komende jaren nodig.”
In deze tekst is de erkenning te vinden dat voor algen en het doorzicht het Volkerak-Zoommeer voldoet aan de maatstaven van de KRW. Helder is ook voor ondergetekende dat op het terrein van de nutriënten zoals fosfaten en nitraten de KRW doelstellingen in 2021 en vermoedelijk ook in 2027 niet zonder extra maatregelen gehaald zullen worden. Maar dat is voor misschien wel 90 % van de KRW wateren in Nederland het geval. Die gaan we dan toch niet allemaal verzilten?
Er is wel al veel gebeurd en de gehaltes nutriënten zijn al fors gedaald (zie ook Natte 15). Ondergetekende erkent dat nadere emissiebeperkende maatregelen nodig zijn om de KRW doelen te bereiken. Wel betwijfel ik ten zeerste of de KRW doelen voor het volle landje Nederland ooit bereikbaar zouden kunnen zijn. Onze deltawateren zijn het afvoerputje van Europa en de KRW doelen zijn meer fictie dan realiseerbaar. Misschien zou onze overheid ook moeten gaan werken aan de aanpassing van die KRW doelen die voor ons kleine volle landje onhaalbaar zijn in plaats van arbeid en geld steken in de verzilting van een grote zoetwatervoorraad.
