Gemaakte afspraken
De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten.
In een publicatie van de provincie Zuid-Holland is te lezen dat: “Het ministerie van Infrastructuur en Milieu, het ministerie van Economische Zaken, de provincies Zuid-Holland, Noord-Brabant en Zeeland en de waterschappen Scheldestromen, Hollandse Delta en Brabantse Delta afspraken hebben gemaakt over het terugbrengen van getij op de Grevelingen en het zout worden van het Volkerak-Zoommeer, in combinatie met de noodzakelijke zoetwatervoorziening (‘eerst het zoet, dan het zout’). Afgesproken is de planning en financiering van de maatregelen nader uit te werken.”.
“De afspraken voor het terugbrengen van het getij en het in stand houden of verbeteren van de zoetwatervoorziening zijn vastgelegd in 2 bestuursovereenkomsten en worden voorbereid in het ‘programma Ontwikkeling Grevelingen en Volkerak-Zoommeer’. De bekostiging van het programma, waarvan de kosten worden geraamd op €168 miljoen, is nog niet rond, maar met deze overeenkomsten wordt wel een eerste stap gezet. De 3 provincies zeggen toe om gezamenlijk €20 miljoen euro bij te dragen. Het ministerie van Infrastructuur en Milieu zal zich inspannen voor een bijdrage van €30 miljoen. Verder worden Europese subsidiemogelijkheden benut en wordt bekeken hoe private partijen kunnen bijdragen”.
“De voorbereiding van het voorgenomen ‘Programma ontwikkeling Grevelingen en Volkerak-Zoommeer’ gebeurt in verschillende fasen. Elke fase wordt afgerond met een gezamenlijk besluit over de voortzetting van het programma. Door deze stapsgewijze werkwijze blijven risico’s beperkt. Met de ondertekening (van de bestuursovereenkomsten) start de voorbereidingsfase: in deze fase moet de bekostiging van het programma rond komen en wordt een private partij geselecteerd die de planuitwerking (en in een latere fase de uitvoering) van de maatregelen ter hand zal nemen. Ook voor de nodige zoetwatermaatregelen zullen samenwerkingsovereenkomsten moeten worden gesloten. De regionale partijen werken deze afspraken verder uit.”
Er moet dus nog €118 miljoen gevonden worden. De hand zal daartoe opgehouden worden bij Europa en bij private partijen. Nu is het zaak om goed in de gaten te houden onder welke voorwaarden deze gelden eventueel loskomen en hoe de regionale partijen invulling geven aan het verder uitwerken van de gemaakte afspraken. De zogenoemde gebiedsontwikkeling zal immers grote gevolgen kunnen hebben voor natuur en landschap.
