Mijn vakantie, in een zeer waterrijke omgeving, gebruik ik ook om zaken te lezen waar ik normaal niet aan toekom. Zo kwam ik op de website https://kraanwatergraag.nl/ Hier vond ik de tekst die alle wethouders onderwijs en duurzaamheid zouden moeten lezen. “Wereldwijd onderzoek toont aan dat kraanwater drinken gezond is: het is goed voor je hart, brein, stofwisseling, alertheid en het voorkomt hoofdpijn. Smart Rivers gaat er vanuit dat rivierverruimingsprojecten de beste resultaten geven voor wateroverlast beperking, natuur en landschap als zij aansluiten op de unieke eigenschappen en geschiedenis van dat specifieke riviertraject, ‘het DNA van de rivier’. Gebieden worden soortenrijker, zijn duurzamer ingericht en daardoor op termijn minder kostbaar in beheer.
Waterschapslasten
Waterschappen zijn de overheden die verantwoordelijk zijn voor onze bescherming tegen water, de zorg voor voldoende en schoon oppervlakte- en grondwater en de uitvoering van afvalwaterzuivering. Ze beheren 3.600 kilometer primaire waterkeringen, 14.100 kilometer overige waterkeringen, 230.000 kilometer waterlopen, 3.550 gemalen, 335 rioolwaterzuiveringen en tal van kleinere waterkunstwerken, zoals stuwen en sluizen. Jaarlijks investeren de 21 waterschappen circa 1,3 miljard euro en geven ze circa 2,7 miljard euro uit aan exploitatiekosten. Helaas moeten die kosten door de burgers en bedrijven worden opgebracht. Daartoe innen de waterschappen belastingen. Die, gezien alle investeringen, jaarlijks stijgen. De waterschappen zijn daarin terughoudender dan andere overheden. Dat blijkt uit de vergelijking met de andere regionale overheden. In de periode 2006-2017, dus de laatste 12 jaar steeg de totale belastingopbrengst van de alle gemeenten met 44 %, van alle provincies met 40 % in die van de 21 waterschappen met 35 %.
Als bestuurder van het waterschap Brabantse Delta kijk ik, als het over de belastingdruk in 2017 ga, natuurlijk in de eerste plaats naar mijn eigen waterschap Brabantse Delta en kan ik met vreugde constateren dat, ondanks dat we veel dijken hebben waarin grote bedragen moeten worden geïnvesteerd, verhoudingsgewijs we niet zulke hoge tarieven hebben. De heffing per hectare is voor onze boeren één van de laagste van Nederland en nog niet de helft van de heffing in het duurste waterschap. De heffing per ingezetene is ook één van de laagste en is een fractie meer dan de helft van het duurste waterschap. Onze zuiveringsheffing zit net in de goedkoopste helft dus in de middenmoot. Dit moet de komende jaren zo blijven is ons streven.
