Wat betekent het veranderend klimaat voor de eigen gemeente?
Investeringen in rioleringen zijn in de toekomst een forse gemeentelijke opgave. Het klimaat verandert en dat zal ook in de komende 20 tot 30 jaar, ook in Bergen op Zoom, tot een forse stijging van de lasten betekenen. Riolering is meer dan een technische zaak en vraagt om bestuurlijke keuzes, waarbij het van belang is de doelstellingen scherp op het beeldvlies te krijgen van ieder gemeenteraadslid.
In alle klimaatscenario’s nemen zware buien in aantal en hevigheid toe, maar blijven incidenteel en plaatselijk. Hoe kan de gemeente hiermee omgaan? Om die vraag te kunnen beantwoorden is het goed na te denken en invulling te geven aan de vraag: wat de gemeentelijke doelstellingen/redenen/vraagstukken zijn ten aanzien van rioleringen?
- De riolering beschermt de gezondheid en zorgt voor droge voeten
- Behalve afvalwater verwerkt de riolering ook hemel- en grondwater
- Hoe verdelen we de kosten over de generaties?
- Hoe hoog wordt de rioolheffing op termijn?
- Hoe regelen we het rioolbeheer?
- Is daarvoor een rioleringsplan (GRP) nodig?
- Welke functie vervult stedelijk oppervlaktewater daarin?
- Bewoners en bedrijven kunnen hemelwater opvangen op eigen terrein. Heeft uw gemeente vastgelegd wat zij van bewoners en bedrijven verwacht?
- Grondwater is complex en raakt de burger vaak direct. Grondwater is de verantwoordelijkheid van de grondeigenaar. De gemeente kan wel deel uitmaken van de oplossing. Wil de gemeenteraad dat en hoe dan?
- Het Bestuursakkoord Water (BAW) beoogt het heroverwegen van investeringen. Wat is écht nodig? Is een maatregel met feiten onderbouwd?
- Daarnaast moet een betere afstemming tussen gemeenten onderling en met het waterschap leiden tot besparingen. Is dat goed geregeld en worden de in het BAW afgesproken besparingen ook gerealiseerd?

Steeds meer gemeenten gaan hun inwoners verplichten om regenwater op het eigen terrein te houden en niet op de riolering te lozen. Zelfs een ’tegeltax’ wordt overwogen. Ik schreef daar eerder over. Afkoppelen van regenpijpen wordt steeds vaker door gemeenten verplicht gesteld. Sommige gemeenten gebruiken daarbij de modelverordening van de VNG, die gaat best ver. Wie niet meewerkt aan het afkoppelen van de regenpijp kan dan te maken krijgen met drie maanden cel of een boete van € 4.050,-. De verplichting tot afkoppelen geldt dan vaak voor aangewezen gebieden. In de praktijk lozen vrijwel alle huis- en perceeleigenaren het overtollige regenwater van hun perceel op de riolering. Dit terwijl zij sinds 2009 in principe zelf verantwoordelijk zijn om het regenwater op het eigen terrein te verwerken. Het is een wettelijke verplichting, waar de meeste huiseigenaren zich niet van bewust zijn. Soms is verwerken/bergen op het perceel niet mogelijk of moeilijk. Denk aan binnensteden of geheel bebouwde percelen. Toch zal men er rekening mee moeten gaan houden dat in de toekomst zij ook hun regenwaterprobleem meer zelf op moeten gaan lossen. Zeker als zij aantoonbaar medeveroorzaker zijn van wateroverlast in lager gelegen percelen/straten of wijken.
De meeste huiseigenaren kunnen zelf maatregelen treffen om de wateroverlast, deels afkomstig van hun perceel, tegen te gaan, bijvoorbeeld door het plaatsen van een regenton. Ook kunnen eigenaren van bebouwingen zelf meer structurele maatregelen nemen, zoals door opritten en terrassen lager aan te leggen dan het huis, zodat zij kunnen dienen als tijdelijke waterberging bij extreme regenval. Ook de aanleg van groen in de tuin in plaats van verharde oppervlakken of het aanleggen van een grindbed of drainagekuil kunnen een forse bijdrage leveren aan de beperking van wateroverlast. Het is tijd dat gemeenteraden gaan nadenken of de verplichting om af te koppelen niet iets is voor bepaalde delen van de eigen gemeente, te beginnen bij nieuw te bouwen wijken.

We bezochten de deelgebieden Kelsdonk/Zwermlaken, De Berk, Strijpen, Zwartenbergsche Polder en Weimeren ter oriëntatie op de meekoppelkansen voor toerisme en recreatie bij de natuurontwikkeling en hydrologisch herstel van deze natte natuurparel.
