Nieuwe waterkwaliteitscheck voor stedelijk water in ontwikkeling
In veel steden en dorpen worden projecten opgezet ten behoeve van: klimaatadaptatie, duurzaam waterbeheer en de aanpak van hittestress. Voorbeelden zijn het hergebruik van afvalwater, fonteinen, (regen)waterberging, heropening grachten/singels en waterpleinen. Mensen kunnen hierdoor meer in aanraking met water in de openbare ruimte komen, met alle mogelijke gevaren van dien. Denk aan risico’s voor de gezondheid. Het RIVM pleit er daarom voor om bij het ontwerpen, plannen, beheer en realiseren van stedelijk water stil te staan bij de kwaliteit van water. Om dit te ondersteunen is de microbiologische waterkwaliteitscheck voor stedelijk water in de maak.
Financiële prikkels voor klimaatadaptatie
Recent is verschenen het rapport ‘Financiële prikkels voor klimaatadaptatie’. In dit rapport is in kaart gebracht het vergroenen van belastingen en andere mogelijke financiële prikkels om klimaatbestendigheid te stimuleren. NextGreen en Stroom en Onderstroom inventariseerden de verschillende soorten financiële prikkels in opdracht van het Deltaprogramma Ruimtelijke Adaptatie. Gemeenten en waterschappen kunnen deze middelen inzetten om inwoners en ondernemers te stimuleren tot het klimaatbestendig inrichten van hun gebouwen en tuinen. Gemeentelijk zou bijvoorbeeld het tarief van de rioolheffing afhankelijk kunnen worden van het watergebruik of het wel of niet afkoppelen van de regenpijp. In sommige gemeenten maken politieke partijen er al werk van. Als voorbeeld een initiatief van de PvdA en GrL in de vorm van een motie in de gemeente Lochem. De motie haalde het niet, maar het kan dienen als voorbeeld hoe het vergroenen van een heffing vorm kan krijgen.

Voedselvermalers worden op grote schaal op websites aangeboden om geïnstalleerd te worden in uw keuken. In de USA is het heel gewoon om voedselresten te lozen in het riool. Maar in Nederland zijn ze echter, middels artikel 6 in het “Besluit lozing afvalwater huishoudens“, verboden. Dit verbod is er niet zonder reden. Voor een goede verwerking van het afvalwater en het onderhoud van riolen en persleidingen zijn voedselresten in het afvalwater niet alleen niet goed voor het milieu, het is ook kostbaar en leidt tot hogere tarieven bij gemeenten en waterschappen. Niet doen dus en laat u niet verleiden tot de aankoop van dergelijke apparatuur. RTL nieuws wijdde er in de zomer van 2017 al eens aandacht aan.

Op de agenda van het algemeen bestuur (AB) stond de aanvraag van het uitvoeringskrediet “aanpassen watersysteem en -kering bij Waalwijk”. Het is een miljoenen project, waarbinnen een veelheid van zaken zijn gekoppeld. Nieuwe gemalen, het oplossen van een veiligheidsprobleem, nieuwe watergangen. Het watersysteem van de Buitenpolder en de Capelsche Polder wordt toekomst bestendiger gemaakt. Het project is een essentiële randvoorwaarde om de natuurdoelen van het Programma Aanpak Stikstof (PAS) te kunnen realiseren in de Westelijke Langstraat.
Als DB lid heb ik hier veel uren ingestoken. Het doet mij dan ook deugd dat dit krediet van 19 miljoen met algemene stemmen door het AB ter beschikking is gesteld. Nu komt het op een tijdige uitvoering aan om op tijd aan de eisen van de PAS te gaan voldoen.
