DE VVD WIL ééN WATERSCHAP IN NOORD-BRABANT
De VVD fractie in de Staten van Brabant laten weer eens een ballonnetje op. Ze willen een onderzoek naar ‘de positieve en negatieve effecten van een eventuele fusie’. Nu ben ik reeds jaren in het waterschapsbestuur actief en heb al veel waterschapfusies meegemaakt.
Toen ik begin jaren negentig begon waren er nog 16 waterschappen in Noord-Brabant, nu nog 3 en een stukje waterschap Rivierenland het voormalige Alm en Biesbosch. Waterschappen hebben een enorm fusietraject doorlopen. Rond 1850 waren er in Nederland ongeveer 3500 waterschappen in 1950 nog circa 2500 en nu nog 22. Minder dan 1 % van het aantal in 1950! Recordhouder is het huidige waterschap Rivierenland dat 474 rechtsvoorgangers kent. Ook in het werkgebied van mijn eigen waterschap Brabantse Delta waren in 1950 nog meer dan 200 waterschapjes. Effect van al die fusies: een meer deskundige organisatie. De fusies waren tot op zekere hoogte ook nodig vanwege de toegenomen taken en de complexiteit daarvan.
Maar de fusies kenden ook een hoge prijs: minder betrokkenheid en gebiedskennis van de bestuurders. Het werden bestuurders op afstand. En nà 2008 vooral politieke bestuurders met vaak bitter weinig kennis over de voor het waterbeheer, in mijn ogen, benodigde (technische-) en gebiedskennis. Maar wat nog erger is, de passie voor het gebied en de bijzondere taken van waterschappen ontbreekt vaak bij politici. Besturen wordt leunen op de kennis van de ambtenaren in plaats van gebaseerd op de eigen kennis en betrokkenheid bij het gebied. De drie waterschappen werken, op de onderdelen dat het een toegevoegde waarde heeft, in termen van geld of kwaliteit, al jaren goed samen. Een fusie levert dan wel de genoemde nadelen op, maar nauwelijks een besparing.
De focus op de waterschappen verbaast mij ook. Kijk eens naar gemeenten. In 1850 waren dat er in Nederland nog circa 1240, in 1950 circa 1000 en nu nog 380. 38 % van het aantal in 1950! Zeeland ging van 113 gemeenten in 1850 naar 101 in 1950 naar 13 nu. 13 % van het aantal in 1950! Noord-Brabant ging van 143 gemeenten in 1950 naar 64 nu. Bijna 45 % van het aantal in 1950! Gezien die gemeentelijke cijfers had ik het veel logischer gevonden als de VVD fractie in de Staten van Brabant voor de gemeenteraadsverkiezingen hadden gevraagd naar ‘de positieve en negatieve effecten van een eventuele fusie’ van de huidige 64 gemeenten. Of gaan er dan teveel bestuurlijke VVD posten verloren?
Zelf ben ik niet z’n voorstander van verdere fusies. De afstand tot de burger wordt alsmaar groter en de kennis van het gebied of de dorpen of stad steeds kleiner. Nu zijn er gemeenten met tientallen dorpen. Ik zou daar nooit raadslid willen zijn. Het bijhouden van wat er leeft is dan, naar mijn inzicht, schier onmogelijk. Toen ik waterschapbestuurder werd van Zoomvliet was ik nog in staat op perceelniveau te weten wat er speelde of wie en hoe er geboerd werd of wat de natuurwaarden waren. Met de opschaling naar het Scheldekwartier werd dat al heel moeilijk, maar je kende de collega bestuurders in de buurt van een perceel nog. Met de komst van het waterschap Brabantse Delta (meer dan 170.000 hectaren groot, meer dan 800.000 inwoners, meer dan 8100 kilometer aan sloten, beken, rivieren in beheer en binnen 21 gemeenten werkzaam) is dat niet meer mogelijk. Dan is passie nodig en liefde voor de taken. In godsnaam: stop nu eens met het oplaten van ballonnen en laat de waterschappen hun werk doen, zodat het veiligheidsniveau, de leefbaarheid en de natuur die aandacht krijgen en houden die nodig is.
