OVER WATER – 162: KENNISCONGRES OOSTERSCHELDE
Afgelopen maand was het “KennisCongres Oosterschelde” in het Ir Topshuis te Vrouwenpolder. Alleen al het gebouw is voor mij bijzonder. Het is één van de RWS gebouwen in Nederland waar het gebeurt. Vanuit dit gebouw wordt het waterbeheer van de grote wateren en de waterveiligheid van de Delta geregeld. Al bij de betreding van de centrale hal word je al trots bij het waterbeheer betrokken te zijn. Het ” EAU YEAH! Bring in the Dutch EAU YEAH! ” springt je tegemoet.
Het congres was bedoeld om samen met belanghebbenden, deskundigen en bestuurders na te denken over de toekomst van de Oosterschelde. Nu helder wordt dat de stormvloedkering, mede door de verwachte klimaatveranderingen en de zeespiegelstijging, niet de levensduur zal hebben die de ontwerpers voor ogen hadden, is het tijd om in een vroeg stadium na te gaan denken over de toekomst van het gebied met de Oosterschelde als stralend middelpunt. Het eerste wat mij aan de congresgangers opviel, is de bijna totale afwezigheid van West-Brabanders. Alsof West-Brabant geen belang heeft bij de toekomst van dit deel van onze regio.
De eerste spreker was Prof. Dr. Sybren Drijfhout van de universiteiten Utrecht en Southampton en verbonden aan het KNMI. Hij is een toponderzoeker op het gebied van de klimaatdynamica. Voor mij was zijn kern statement “hoelang zijn Holland en Zeeland nog houdbaar?”.
Daarna was de beurt aan Prof. Dr. Peter Herman van de TU Delft en Deltaris. Hij sprak als ecoloog over de veiligheid en veerkracht van de Oosterschelde en de Delta in historisch perspectief. Belangrijke wenselijkheden van zijn lezing en van de discussie daarna waren: een integrale oplossing met een breed draagvlak, respecteer en aanvaard dat de natuur, in bouwen met de natuur, een eigen tempo heeft en kweek een urgentiegevoel. Voor mij het meest aansprekend was zijn kwalificering van buitendijks bouwen: ” kruipverrommeling “.
De derde spreker was Prof. Ir. Adriaan Geuze van de Wageningen Universiteit. Deze landschapsarchitect slingerde tal van uitdagende scenario’s de zaal in. Prachtige vergezichten. Maar ook het pleidooi om ze mogelijk te houden. “Wij hebben meer zand dan Egypte”. Honderden meters dikke pakketten zand op ons deel van de Noordzee. Wat doen ze in Den Haag? Ze leggen er ongecontroleerd leidingen in en plaatsen er windmolens op. Nu kunnen we er relatief eenvoudig eilanden van aanleggen of de keringen of duinen er mee versterken. Dat was de globale inhoud van zijn betoog. De discussie na zijn bijdrage richtte zich op de vele scenario’s en vooral op riviersediment. Hoe krijgen we dat rijke sediment uit de grote rivieren weer in de Oosterschelde?
Algemeen bleek de behoefte aan meer onderzoek en de wenselijkheid te komen tot scenario ontwikkeling. Een soort van Delta Dienst 2.0. Het instituut van de Delta Commissaris en het Delta programma werden meer geduid als politiek/bestuurlijke organen en niet als wetenschappelijk instituten, die in vrijheid gedachten ontwikkelen voor de toekomst van de Delta. Wie ontwikkelt de kennis van de hydrologische systemen van de toekomst?
In de middag waren er sessies met als thema’s: veiligheid (keringen en sediment), voeding & natuur, beleving (onder en boven water) en energietransitie & landschap. Ik bezocht de sessie over veiligheid. Veel kwam voorbij, allerlei gedachten borrelden op. Ir Frank Spaargaren stelde dat er al 130 jaar geen riviersediment de Oosterschelde bereikte. Mijn conclusies: misschien zijn er zaken als doorgraving van de Philipsdam of herstel van de verbinding met de Westerschelde die door de aanleg van de spoordijk ‘definitief’ werd afgesloten, in de toekomst te overdenken. Bij circa 10 verschillende scenario’s waren er zeker belangen van Bergen op Zoom en West-Brabant aan de orde. Het is dan ook jammer dat er, naar mijn waarneming, buiten mij, geen bestuurders of ambtenaren uit die regio aanwezig waren. Jammer, een gemiste kans om kennis op te doen en om mee te denken over een gebied dat ook voor West-Brabant van groot belang kan zijn en voor de verre toekomst tal van kansen kan bieden.
