OVER WATER – 161: IS UITSTEL NU EINDELIJK AFSTEL? (HOERA!?)
De kogel lijkt door de kerk. De kop in BNdeStem was “het Volkerak-water wordt (nog) niet zout”. “Zeker tot 2031 is er geen geld voor”. Op het Kennis Congres Oosterschelde sprak ik afgelopen week diverse ‘belanghebbenden’, zoals mensen van Rijkswaterstaat, Zeeuwse bestuurders en vertegenwoordigers van natuur- en cultuurorganisaties. Ik kreeg zelfs een enkele felicitatie. Hun bijna algemene opinie was: het zijn nu nog achterhoede schermutselingen met losse flodders om de gezichten te redden. Ik wil niet te vroeg juichen. Maar ik heb met mijn ruim 15 jaar lange strijd tegen de verzilting wel wat punten gescoord. Het Volkerak-Zoommeer dossier op mijn website en op de website van Ons Water kent 77 bijdragen, meer dan 70 van mijn hand.
Mijn eerste bijdrage aan dat dossier was in het debat in de Staten van Noord-Brabant in juni 2003 bij de bespreking van de Integrale visie deltawateren. Voor het eerst in 12 jaar statenwerk had ik mijn bijdrage op papier gezet. In mijn laatste Staten vergadering wilde ik een statement maken en niets vergeten. Want ik beschouwde het onderwerp als van uiterst belang voor de toekomst van mijn gemeente en regio. Ik stond toen alleen. Geen andere fractie steunde mij. Van de natuur- en cultuurorganisaties kreeg ik het verwijt dat ik er ‘niets van begreep’. Een enkeling verklaarde mij gek en een notoire dwarsketel. Maar in de daarop volgende 15 jaar kreeg ik steeds meer medestanders. Ook steeds meer mensen die actief waren in de milieubeweging gingen erkennen dat ik een aantal goede argumenten had. Mogelijk heeft de droge zomer van 2018 er nog een aantal over de streep gehaald, waardoor de prioriteiten steeds meer verschoven en men het eminente belang van de in omvang tweede zoetwater voorraad in Nederland steeds meer gaat inzien. Het is jammer dat 15 jaar discussie nodig was om meer neuzen de goede kant uit te krijgen. 15 jaar dat er niet adequaat is omgegaan met het waterbeheer. Veel onderhoud aan sluizen en waterwerken zijn uitgesteld, met een sluipende verzilting als gevolg. Ook veel beleid van provincies, gemeenten en waterschappen is niet optimaal gericht geweest op de met zoet water te behalen doelstellingen, want men dacht dat het Volkerak-Zoommeer systeem zout zou worden. Er is veel tijd en geld verspild. Kansen niet gegrepen. Het wordt tijd dat politici meer gericht op de langere termijn gaan denken en gaan beseffen dat ‘bouwen met de natuur’ een andere tijdshorizon kent dan de door mensen gewenste. De natuur ken haar eigen tempo en dat zullen wij mensen meer moeten gaan beseffen. Ik wil niet victorie kraaien. Want politici doen veel naar de waan van de dag. Twee warme-natte zomers en hun wereld is weer een andere. Ik ben voorlopig blij met het uitstel dat volgens vele ‘belanghebbenden’ afstel is. Ik hoop wel dat de betrokken provincies, waterschappen en gemeenten zich nu realiseren dat men rekening moet gaan houden met zoet blijven. Ook een zoet Volkerak-Zoommeer heeft een aantal rijke potenties. Ga ze gebruiken en begin met het achterstallig onderhoud snel in te halen. De natuur zal ons dan in haar eigen tempo belonen.
