OVER WATER – 160: WIE IS VERANTWOORDELIJK?
Op zaterdag 20 oktober stond er een Interview in de NRC met de oprichters van “The great bubble barrier” met de kop “Wie is verantwoordelijk voor plastic in de rivieren?”. De kop werpt een terechte vraag op. Drie dames spraken en dachten in een kroeg in Amsterdam na over het probleem van de plasticsoep in de oceanen en kwamen op het idee van een bellenscherm. Niet zo gek als je bedenkt dat een dergelijke scherm ook werkt tegen zout indringing. Met hun idee wonnen ze 500.000 euro bij de Green Challenge (een duurzaamheidsprijs van de Postcode Loterij).
De opgeworpen vraag heeft een groter bereik dan de rivieren en kanalen. Ook als waterschapbestuurder krijg ik met regelmaat het gevoel dat ‘niemand’ zich verantwoordelijk voelt voor het probleem. Wat als gemeenten of bedrijven het plastic samen met de afgevallen bladeren in de wegbermsloot blazen? Dan plotseling schijnt het waterschap of een aanliggende boer de verantwoordelijkheid (in de vorm van ontvangstplicht) te moeten dragen. Wat te denken van alle plastic troep dat voor een stuw of gemaalrooster zich ophoopt?
Volgens het artikel blijkt ook dat Rijkswaterstaat zich niet verantwoordelijk voelt. “Geen budget”, dus klaarblijkelijk geen taak. Laat maar in de zee stromen schijnt de gedachte te zijn. We gaan, zo lijkt het, eeuwen terug toen ook niemand zich verantwoordelijk voelde voor wat in de ‘open riolen’ verdween en uiteindelijk in de zee terecht kwam. Gemeenten hebben budgetten voor zwerfafval. Hoe ze die taak oppakken is echter niet aan landelijke normen onderhevig. Wie is verantwoordelijk en wie pakt het op? Het is goed dat er initiatieven zijn om de oceanen op te ruimen. Maar het is veel kosten effectiever als er voorkomen wordt dat het plastic de zeeën en oceanen bereikt. Het idee blijkt niet alleen relatief simpel, het blijkt te werken, zo heeft een proef met onder andere de medewerking van Rijkswaterstaat in de IJssel bij Kampen uitgewezen. Het bellenscherm blijkt geen probleem voor vissen en geen probleem voor de scheepvaart. Nu nog partijen die zich verantwoordelijk gaan voelen.

Bezoekers van dit land kijken daar heel anders tegen aan en verbazen zich er over dat een compleet volk zijn vertrouwen geeft aan de beheerders van het water. Raar? Niet echt. Rijkswaterstaat en de waterschappen waken over ons. “NAT & DROOG” laat zien hoe het zover gekomen is. Hoewel het boek 20 jaar geleden is uitgegeven, is het in mijn ogen nog steeds actueel.
