OVER WATER – 159: KANSRIJK STADSWATER
Op dinsdag 16 oktober was de start van de week van Ons Water. Dat is een landelijke actieweek om water meer in de belangstelling te krijgen van de burgerij. In het waterschap Brabantse Delta werd er ter gelegenheid van de start een symposium ‘kansrijk stadswater’ georganiseerd in Breda. Onderdelen waren een waterwandeling langs de singel, een gesprek met wethouder Paul de Beer en dijkgraaf Kees Jan de Vet en een drietal presentaties. Met als onderwerpen:
– De keuzewijzer stadswater, een analyse naar kansrijke maatregelen.
– Kansen voor water bij stedelijke vernieuwing.
– Bewonersparticipatie tegen blauwalg.
Tevens was er een ‘waterdebat’ aan de hand van stellingen.
Het was een leerzame en ook deels teleurstellende middag. Bij de wethouder, de dijkgraaf en bij twee van de drie sprekers kwam het woord hittestress niet over de lippen. De derde spreker vermeldde hittestress alleen als een onderwerp dat voorkwam in de beleidsvoornemens van het waterschap (de Dommel) in relatie met stedelijk water. Nog steeds zit ‘hittestress’ niet tussen de oren van beleidsmakers en van stad- en waterschapbestuurders. Jammer want ‘hittestress’ kost doden en tast in zomers als die van 2018 de kwaliteit van leven aan in binnenstedelijke gebieden. Juist de combinatie van water en groen en het doorlaatbaar maken van de bodem pakt ‘hittestress’ aan. Wat mij betreft is volgend jaar het thema van de week van Ons Water hittestress.
Het ‘waterdebat’ leverde mij wel enkele verbaaspunten op. Eén van de stellingen was: “Stadswater moet eigendom worden van bewoners.” Zeker 80 % van de symposiumbezoekers was die mening toegedaan. Nu is het zo dat de symposiumbezoekers brave ambtenaren en bestuurders zijn, die goed voor hun eigendommen zorgen. Ik zie echter als kritisch beschouwer met grote regelmaat eigendommen verpauperen. Niet iedere eigenaar gaat goed om met zijn eigendom. Stadswater behoort in mijn denken publiek eigendom te zijn en te blijven. Eigendomsrechten gaan ver in Nederland en overheden zijn slecht in het afdwingen van onderhoud of de onderhoudsplicht.
Wat mij verbijsterde is de toegedachte ‘rol’ van de overheid. Het antwoord van vrijwel alle aanwezigen: faciliteren, stimuleren, motiveren en meer van dat soort mooie gemeenplaatsen. Het leek een bijeenkomst van een kerkgenootschap die het blijde evangelie verkondigde. Uiteindelijk is de overheid de machtsfactor. De Dikke van Dale geeft als eerste verklaring; “macht, gezag”! Geloof in het goede van de mens is aardig, maar de overheid stelt de regels. Kijk maar naar de website www.overheid.nl. “Beleid & regelgeving” is een kernpunt. Goed betaalde ambtenaren en bestuurders leven in hun eigen wereld waar zij en hun collega’s genoeg hebben aan faciliteren, stimuleren, motiveren enzovoort om datgene te doen wat wenselijk is. Maar in de wereld buiten hun cocon is de werkelijkheid dat er veel onwenselijkheden zijn, zoals mensen die de eendjes voeren, een visvoertje leggen, de hondendrollen niet opruimen en afgevallen bladeren met bladblazers het water in blazen en met dat alles blauwalg veroorzaken. En als alle gesprekken, aanspreken, informatiebordjes, opruimacties niet helpen, dan moeten er soms gewoon de regels gehandhaafd worden. Geloof me, de overheid is er voor het gezag en soms de macht. Handhaven dus. Je maintiendrai staat niet voor niets in ons Rijkswapen!
