NOTA OVER WATERBEHEER SPOORT AAN TOT NADENKEN
Na verontrustende prognoses over klimaatverandering en zeespiegelstijging, de ervaringen met een extreem droge zomer en de groeiende behoefte aan een toekomstgerichte koers, heeft de Adviesgroep Borm & Huijgens haar visie over waterbeheer gebundeld in de nota ‘De urgentie van een plan voor een klimaatbestendig Nederland’. Deze nota is een beschouwing van de landelijke waterproblematiek, waarbij, uitgaande van het verleden en de huidige situatie, in kaart wordt gebracht waar voor de toekomst de grootste opgaven liggen. Met het negende Nationale Deltacongres voor de deur en de opvolging van de deltacommissaris in het vooruitzicht, is deze nota een aanrader voor ieder die zich wil verdiepen in het landelijk waterbeheer.
Na vele publicaties geeft de Adviesgroep Borm & Huijgens aan de hand van de laatste prognoses aan voor welke keuzes Nederland spoedig komt te staan. De diverse samenstelling van het team en de geraadpleegde deskundigen maken dat de nota niet alleen een objectieve en onafhankelijke beschouwing van de landelijke waterproblematiek geeft, maar ook genuanceerde gezichtspunten en interessante oplossingsrichtingen. De nota pleit voor Building with Nature, waterbouwprojecten die aansluiten bij evoluerende landschapsvormende processen, en voor natuurontwikkeling die hierbij meelift. Verder wordt verklaard waarom politieke sturing van waterbeheer zo moeizaam verloopt. Er zitten niet alleen weinig waterstaatkundige ingenieurs in het kabinet, maar zelfs bij adviescommissies blijken vakmensen in de minderheid. Een raamwerk over de wijze waarop we ons duurzaam gaan beschermen tegen en samenwerken met het water ontbreekt. Dit maakt dat de overheid haar verantwoordelijkheden op het gebied van waterbeheer uitbesteedt, zonder zicht te hebben op het uiteindelijke einddoel. Nu de Tweede Kamer de economische gevolgen van 1.80 m zeespiegelstijging in kaart laat brengen, groeit er hoop dat er nog tijdig toekomstgerichte maatregelen komen.
De Lage Landen behoren mondiaal tot de gebieden waarvan de bevolking het meeste risico loopt bij versnelde zeespiegelstijging. Het vertrouwen in de overtuiging dat we de beste bouwers zijn van dijken, dammen en stormvloedkeringen, krijgt een flinke deuk bij het besef van de beperkte houdbaarheid van de Deltawerken en de kwetsbaarheid van onze dijken en kust in combinatie met het gemis aan een plan voor een klimaatbestendig land. Voor rivierwaterveiligheid ontbreekt een nationale noodberging die een extreem hoge rivieraanvoer gedurende stormopzetduur tijdelijk moet opvangen. Daarbij zijn we geenszins voorbereid op een watersnood. Ook geeft de nota aan dat zoetwatervoorziening steeds problematischer wordt. Zolang het merendeel van de rivieraanvoer wordt verbruikt om tegendruk te bieden aan het indringende zout in de Nieuwe Waterweg is een duurzaam zoetwaterbeleid onmogelijk. We verspillen dus zoet water om zoet water te behouden. Dat kan slimmer!
De nota van B&H maakt bovenal duidelijk dat we het met zandsuppleties, dijkverhogingen en een vlotte doorstroming niet redden van de zeespiegelstijging en de klimaatverandering en benadrukt dan ook mogelijke vervolgstappen. Een veiligheidsprobleem dat zich onverwacht aandient is dat zowel de stormvloedkering Oosterschelde als de Haringvlietsluizen niet berekend zijn op een meter zeespiegelstijging en er naar vervangende oplossingen gezocht moet worden. Ook de aanleg van een Westerscheldedam vereist een wellicht moeilijke, maar noodzakelijke samenwerking met onze zuiderburen. Voor zeewaterveiligheid is een krachtige kust van belang. Zandsuppleties zijn per definitie tijdelijk en worden op het einde van deze eeuw onhaalbaar en onbetaalbaar. Een stijgende zeespiegel en een land dat onvermijdelijk steeds verder wegzakt, samen met extremen in riviergedrag en een grotere kans op stormen met orkaankracht, maken dat het de hoogste tijd wordt om te komen tot een plan met toekomstvisie voor een klimaatbestendig Nederland. De vraag om duurzame alternatieven en aanvullende structurele maatregelen is hoog. Zo’n plan voor een klimaatbestendig Nederland kan alleen worden ontwikkeld door een vakkundig team. Alle expertise waarover we kunnen beschikken dient daarbij gemobiliseerd te worden.
Deltacommissaris Wim Kuijken laat weten dat hij tijdens het Deltacongres in november afscheid neemt van de Deltacommunity en met pensioen gaat. In de afgelopen jaren heeft hij een verbindende rol gespeeld tussen de diverse watergerelateerde instanties en is er veel aandacht besteed aan verbetering van doorstroming en dijkversterking. Vervolgens zullen alle zeilen bijgezet moeten worden om Nederland tijdig klimaatbestendig te maken. Het echte werk begint nu pas. Veel zal afhangen van de persoon die door de minister wordt aangewezen als opvolger van de deltacommissaris. Laat deze bekwaam, deskundig en doortastend zijn, opgewassen tegen de enorme opgave die wacht.
Laag Nederland en Vlaanderen hoeven de eerste eeuwen niet te overstromen. Het zal echter een grote krachtsinspanning vergen en politici en bestuurders met visie en vastberadenheid om dat tijdig voor elkaar te krijgen.
