OVER WATER – 163: DE WATERSCHAPSVERKIEZINGEN EN BOEKEN OVER GEBIEDSONTWIKKELING
In maart 2019 zijn er waterschapsverkiezingen. Ons Water doet in het waterschap Brabantse Delta weer mee. We hebben een puike lijst met kandidaten met vele jaren ervaring in het waterschapsbestuur. We kunnen echter alle steun gebruiken om deze verkiezingen voor ons weer tot een succes te maken. Interesse? Gelezen boeken over gebiedsontwikkeling
Voor de komende 50 jaar zal waterbeheer en gebiedsontwikkelingsprojecten hand in hand moeten gaan. Ons Water verdiept zich daarom in dit thema door kennis te nemen en te leren van de goede voorbeelden.
“Waterfronten in Nederland” met foto’s van Esther van Leeuwen en Rink Torn en teksten van Peter Nijhof, uitgeven door Stichting Uitgeverij DuoDuo in 1996. Het boek is een mooi fotoboek van waterfronten langs de grote rivieren, de Noordzee en het IJsselmeer. Waterfronten langs kleinere wateren komen in het boek niet voor. Dat vind ik jammer want juist in het kader van nieuwe gebiedsontwikkelingen kunnen dat mooie voorbeelden zijn. Willemstad aan het Hollands Diep (zicht op de Benedenkade) is de enige foto van binnen het gebied van het waterschap Brabantse Delta (WBD).
“Belvedere.nu” met als subtitel “Praktijkboek cultuurhistorie en ruimtelijke ontwikkeling” is een uitgave in 2009 van uitgeverij Matrijs in samenwerking met het Projectbureau Belvedere. Een boek waarin tal van projecten zijn beschreven. Echter slechts één die voor een deel betrekking heeft op het werkgebied van het WBD. Ontwerpatelier Brabantstad (Brabantstad Mozaïek Metropool).
Een leerzaam boek.
“Nederland Bovenwater” met als subtitel “praktijkboek gebiedsontwikkeling”. De schrijvers waren Peter van Rooy, Ab van Luin en Emile Dil, uitgeven in 2006 onder verantwoordelijkheid van Habiforum, NIROV en VROM. Het boek bevat twaalf praktijkprojecten, waarvan ik er met twee te maken heb gehad. Als dagelijks bestuurder/portefeuillehouder was ik nauw betrokken bij de realisering van het Ruimte voor de Rivier project Overdiepse Polder. Een project dat in nauwe samenwerking tussen bewoners en overheden is ontwikkeld en tot uitvoering is gekomen. Terugkijkend kan ik constateren dat het project op tijd en ruim binnen budget is gerealiseerd en dat de oorspronkelijk bergingsdoelen vrijwel zijn gerealiseerd. Neveneffecten zijn er ook. Recreatieve- en milieudoelstellingen zijn meegenomen en de landbouwbedrijven zijn nu ook toekomstbestendiger geworden. Kortom: de samenwerking tussen burgers, bedrijven en overheden heeft gewerkt. Ik voel mij nog steeds betrokken bij de Overdiepse Polder en als ik over de A59 rij maak ik met regelmaat een lusje om even te kijken hoe de polder er nu bijligt.
Het andere project dat in “Nederland Bovenwater” vermeld staat: de Bergse Haven roept bij mij heel andere gevoelens op. Als raadslid was ik van het begin af buitengewoon kritisch ten aanzien van de financiering van het project. Al is een plan nog zo mooi het moet wel betaalbaar zijn. Als ik, terugkijkend de teksten uit 2006 lees, voel ik vooral walging over zoveel zelfgenoegzaamheid. “Ontwerpen als procesvaardigheid is het thema binnen het project Bergse Haven. Het ontwerp en de ontwerpers hebben inderdaad een rol van betekenis gehad in het proces, maar meer nog is Bergse Haven leerzaam vanuit het ontwerp van het proces. Dat proces is onderscheidend doordat het snelheid had en betrokkenheid en enthousiasme koesterde. Maar ook door de wijze waarop de verschillende overheden betrokken waren en worden en door de intelligente inschakeling van marktpartijen. Elke partij deed waar hij het best in was en het dynamische ontwerp van dan proces is de kunst van Bergse Haven.” De kop boven het hoofdstuk dat ging over de Bergse Haven was: “Samen Uit Samen Thuis.”
Wat was de werkelijkheid? Dat zodra het financieel uit de hand liep en de verliezen snel opliepen niemand meer thuis was. De landelijke, noch de provinciale overheid waren niet meer beschikbaar om de verliezen, die al snel vele tientallen miljoenen bedroegen, mede te dekken. De ‘intelligent’ ingeschakelde marktpartijen maakten dankbaar gebruik van het ‘dynamische ontwerp’ om wel snel de winstgevende elementen te realiseren, maar gaven niet thuis toen de financiering uit de hand liep. De verliezen waren voor de gemeente. Van ‘samen uit, samen thuis’ was geen sprake. Achteraf bezien was het project Bergse Haven zeker geen succesproject wat in een praktijkboek gebiedsontwikkeling thuis hoort. Mijn conclusie Nederland is misschien wel Bovenwater, Bergen op Zoom financieel zeker niet!
Op de openingspagina van het boek staat een citaat van Confucius: “Vertrouwen is het beste medicijn tegen complexiteit”. Confucius was een intelligent mens. Maar mijn werkelijkheid als Bergs raadslid heeft mij toch geleerd dat als zaken te complex worden en de belangen te veel verweven, wantrouwen gerechtvaardigd kan zijn.
