OVER WATER – 164: GELEZEN BOEKEN EN VOORBEELDEN UIT DE ‘OUDE DOOS’
Recent heb ik de hand kunnen leggen op een drietal RIZA boeken, waarvan twee alle onderzoeken bevatten “naar den toestand van openbare wateren” in Nederland in de jaren 1931 tot en met 1937. Ze bevatten een schat van informatie, ook over het werkgebied waarvoor ik een bijzondere aandacht heb: het huidige waterschap Brabantse Delta.
Enkele voorbeelden uit het werkgebied van het waterschap Brabantse Delta:
– In 1931 vroeg het gemeentebestuur van Dongen aan het RIZA advies over het lozen door een aantal haardrogerijen van afvalwater en de gevolgen voor de slibbanken in de rivier de Donge en over de lozingen van een lijmfabriek die kalkslib loosde met als gevolg de naderende afsluiting van een “ganschen Donge-arm” met kalkslib. Het RIZA advies pleitte voor reiniging van zwevende stoffen alvorens over te gaan tot toelating tot het aan te leggen centrale gemeentelijke afvoer. Het werd een bezinktank (Dortmund-type) met de verplichting tot het neutraliseren van zure afvalvloeistoffen. In 1931 was Dongen hiermee een voorloper.
– In 1932 vroeg het gemeente bestuur van Halsteren, na klachten van bewoners uit de Theodorus-polder, advies aan het RIZA over een eventuele rioolwaterzuivering. De Gezondheidscommissie, gezeteld te Bergen op Zoom, had een “septic-tank van grooten inhoud” geadviseerd. Het RIZA vond een septic-tank niet het juiste advies. Zij adviseerde “Emscher-brunnen” een mechanisch proces met uiteindelijk een gistingsproces. Uiteindelijk besloot het gemeente bestuur van Halsteren een krediet beschikbaar te stellen en het RIZA te vragen een plan te maken. De toenmalige gemeente Halsteren was bereid de problemen echt aan te pakken en ging daarmee veel verder dan de Gezondheidscommissie uit Bergen op Zoom nodig vond.
– In 1933 bracht het RIZA op verzoek van de gemeente Dongen advies uit over de verlening van een Hinderwetaanpassing ten aanzien van een haarwasscherij “strekkende tot terughouding uit het afvalwater van zand en kalkdelen vóór de loozing in de Donge.”
– In 1933 passeerde ook een verzoek van de gemeente Teteringen voor de aanleg van een riolering naar en lozing op de Mark via het Gallooische Gat welke ook afvalwater van de Hero-fabrieken zou afvoeren. Dit bleek niet de goedkeuring van de Mark-Commissie te hebben. De Minister van Sociale Zaken werd geadviseerd aan de eventuele vergunning voorwaarden te verbinden die er toe zou leiden “dat te zijner tijd de door de Hoofdingenieur-Directeur van den Rijkswaterstaat in de Directie Noord-Brabant noodig geachte zuivering van het rioolwater onverwijld kan worden gevorderd.” Het gemeentebestuur van Teteringen trok snel de aanvraag in. Formeel wegens de “moeilijkheden met een spoorwegkruising.” De moderne tijd liet, rond Breda, nog even op zich wachten.
– In 1933 werd ook door het RIZA het plan gemaakt voor de gemeente Halsteren “voor de behandeling van afvalwater in een inrichting, bestaande uit een overstortputje, een zandvang en een bezinkinrichting, gecombineerd met een gistingskelder voor het afgescheiden slib; deze laatste volgens het Emscher-brunnen principe.” De kosten exclusief grondaankoop werden begroot op 4200 gulden. Halsteren liep in 1933 duidelijk voor op de gemeenten Teteringen en Breda!
In een volgende Over Water nog meer voorbeelden uit de ‘oude doos’.
Het derde boek was “Niet bang voor water” over 75 jaar RIZA en 1500 Rizanezen, uitgeven in 1995. Voor een ‘overheidsboek’ een verrassend boek met veel mooie elementen zoals: foto’s, gedichten en zelfs illustraties die bij een enkeling de wenkbrauwen kan doen oplichten zoals die bij het gedicht “De Watervrouw”. Het lezen waard. Mijn eindverzuchting: als ik dit allemaal in 1965 had geweten had ik er wel willen werken.
Ook gelezen: “Waterwerk, het maritiem bedrijf als moeder van de welvaart” Een Teleac cursus uit 2000. Het boek geeft een prachtig inzicht over hoe havens, scheepvaart, scheepsbouw en waterbouw door de eeuwen heen voor Nederland belangrijke pijlers van onze economie zijn.
Ook nu vraag ik aandacht voor de waterschapsverkiezingen in maart 2018. Ons Water doet in het waterschap Brabantse Delta weer mee. We hebben een puike lijst met kandidaten met vele jaren ervaring in het waterschapsbestuur. We kunnen echter alle steun gebruiken om deze verkiezingen voor ons weer tot een succes te maken.
