OVER WATER – 165: GEBEURDE HET ALTIJD MAAR SOBER
In de Tweede Kamer werden recent vragen gesteld over de duurder wordende dijkversterkingen. Dijkversterkingsprojecten in het kader van het Hoogwaterbeschermingsprogramma (HWBP) blijken met regelmaat duurder uit te pakken dan aanvankelijk binnen het HWBP was begroot. Als voorbeeld werd de dijkversterking Gorinchem-Waardenburg langs de Waal gememoreerd, die twee keer zo duur uitgevoerd gaat worden dan aanvankelijk begroot. CDA-Kamerlid Jaco Geurts vroeg de minister of de nieuwe risiconormering de dijken duurder maken. Als dat zo is, moet dan de normering worden aangepast of moet het budget van het HWBP omhoog, vroeg hij zich af.
Volgens minister van Nieuwenhuizen zijn aanvankelijk de kosten van dijkversterkingsprojecten vastgesteld op grond van algemene kengetallen en nu worden de projecten doorgerekend op de echte kosten. “Dat zou kunnen betekenen dat de projecten duurder uitvallen en dan moeten we kijken hoe alles nog soberder kan” aldus de minister.
Ik denk niet dat dit het gehele antwoord is. Ik denk dat de voortgaande politisering van het waterschapsbestuur ook de kosten opjaagt. In juli 2018 schreef ik het stukje “het moet niet gekker worden“, naar aanleiding van een artikel in de media (ANP) met de kop: “Waterschap gaat dijk verlagen na verzet dorpsbewoners”. De dijken rond het Noord-Limburgse dorpje Aijen worden toch niet hoger dan oorspronkelijk afgesproken. Politieke bestuurders worden steeds wankelmoediger als het gaat om ‘eisen’ van burgers. Inspraak en burgerparticipatie leiden, naar mijn ervaring, tot steeds meer tegemoetkomingen naar burgers die de kosten van dijkversterkingen opjagen. Ook worden, om aan die eisen tegemoet te komen, steeds meer technische oplossingen gezocht terwijl vroeger veel vaker werd geaccepteerd dat een hoger wordende dijk ook breder wordt. Uitzichten moeten naar de wens van de ‘eisende’ burgers ook geborgd worden met dure oplossingen en soms belachelijke toezeggingen als dijkverlagingen als gevolg. Mijn eindconclusie in het stukje in juli was: “Dit voorval laat dan ook zien dat de politisering van het waterschapsbestuur in 2008 geen winst is voor de kwaliteit en (financiële) duurzaamheid van de beslissingen.”
Ik verbaas mij ook over de reactie van de minister “nog soberder”. Het probleem is dat sober feitelijk simpel is. Hoger betekent breder. Maar in dit volle landje met politici, die niet verder denken dan de volgende verkiezing en de dijkverbeteringsronde van vandaag in combinatie met ‘participerende’ burgers, is sober uit de mode. Technische oplossingen gecombineerd met het modewoord innovaties leiden tot onnodige kostenstijgingen en korte termijn oplossingen. Als aan de normen die nu gelden wordt voldaan is het volgens veel politici al OK. Terwijl, zeker als het gaat om dijkversterkingen, men zou moeten realiseren dat ook volgende versterkingen kosteneffectief tot stand moeten kunnen komen. Dijken liggen er voor honderden jaren. En zullen dus zo ontwikkeld en versterkt moeten worden dat ook toekomstige waterschapbestuurders kosteneffectief door kunnen gaan met versterkingen. Ik zie tal van voorbeelden waarbij niet wordt nagedacht over de verdere toekomst. Wie dan leeft die dan zorgt lijkt het uitgangspunt van de politieke bestuurders.
De suggestie van het eventueel aanpassen van de normen is helemaal het kind met het badwater weggooien.
