Recent schreef ik over de toenemende droogte in Nederland. In 2018 schreef ik over de toen voorliggende voorstellen van de Unie van Waterschappen tot aanpassing van de heffingen ter bekostiging van de werkzaamheden van de waterschappen. Ook nu speelt de discussie over wat mag water – waar de waterschappen verantwoordelijk voor zijn – kosten.
Water conserveren voor droge periodes zal in de komende tientallen jaren zeker meer aandacht gaan vragen bij het waterbeheer door waterschappen en gemeenten. Dan komt ook altijd de vraag op: “wie zal dat betalen?”
Zoals vaker is er niets nieuws onder de zon. Ook vraagstukken als droogte en waterconservering en de daaraan verbonden kosten speelden eerder in het waterbeheer in den lande. Water heeft en had een grote economische waarde. Tal van activiteiten zijn onmogelijk of minder efficiënt met een teveel of te weinig aan water. Dat speelde vroeger ook al.
Zo verhuurde de abt van de abdij Tongerlo vanaf 1669 het gebruik van het ten zuiden van Nieuwmoer verzamelde water aan de moerlieden van het Royale Moer onder Zundert. Het beheer van een spui, en daarmee van de watertoevoer werd overgelaten aan een belanghebbende. De abdij ontving daar voor 10 dukatons per jaar. Twintig jaar later werd in een nieuwe overeenkomst de prijs verlaagd naar 5 dukatons per jaar. In 1693 werd de huur opgezegd.
Het was niet ongebruikelijk dat ook voor militaire doeleinden reservoirs (houwers) aangelegd werden. Bijvoorbeeld om de inundatievelden snel onder water te kunnen zetten wanneer de vesting werd bedreigd. Bergen op Zoom kende deze houwers ook langs de Bergse Moervaart.
Ook bij een ‘nieuwe’ discussie en ‘nieuwe’ behoefte loont het soms om even in de analen te kijken. We kunnen van de geschiedenis vaak wat leren. Water is nooit gratis geweest!
