Het zoutgehalte in de wateren van de Zeeuwse Delta en van het grondwater van de eilanden is hoger dan ooit. Het zijn in Zeeland niet de zee en niet de natuur die om zout water vragen, maar beleidsmensen en biologen die de provincie decennia lang op het verkeerde spoor zetten. Immers vanaf de late Middeleeuwen drong de zee steeds meer het afvoergebied van de grote rivieren binnen. De geulen schuurden uit tot zeearmen en de verzilting nam fors toe. Reden voor het ontwerpen en uitvoeren van het Deltaplan, maar door planwijziging wordt de aanvoer van zoet water naar de Zeeuwse Delta al zo’n halve eeuw geblokkeerd.
De natuur in het Grevelingenmeer ontwikkelt zich keer op keer niet zoals gewenst. Met een doorlaatmiddel in de Brouwersdam grijpt men opnieuw in om de natuur naar wens te dwingen, maar dit geeft niet de beoogde doormenging van het zoute Grevelingenmeer. De beheersing van de beperkt zuurstofloze bodem kan eenvoudig en goedkoop door terug te keren naar de winteropening of het plaatsen van enige pompinstallaties voor verticale circulatie. Inmiddels worden de zoetwatertekorten in Zeeland steeds nijpender. De verzoeting van het Grevelingenmeer is voor Zeeland van levensbelang geworden! Het zou dan ook beter zijn om niet verder te gaan met het project Getij Grevelingen.
Zout en zoet
Zoutwatermilieus bedekken grotendeels de aarde. Van alle water is 97% zout. Het smelten van de ijskappen en gletsjers doet het geringe percentage aan zoet water (nu nog 3 %) verder afnemen. Zoet oppervlaktewater maakt daar slechts 0,008% van uit en is dus minder dan een tienduizendste van al het water. Voor de natuur betekent elke toename van dit zoete water meer biodiversiteit. Ook zeewaartse verschuivingen van zoetzoutovergangen dragen daar aan bij. De mens leeft op land en is afhankelijk van zoet water. Dit uiterst schaarse en unieke water wordt intensief gebruikt en is vaak verontreinigd. Gebrek aan zoet oppervlaktewater van goede kwaliteit is de belangrijkste oorzaak van humanitaire conflicten en ecologische aantasting.
Noodzaak van meer gespreide buffering in Nederland
Door neerslag en rivieren bereikt een overvloed aan zoet water Nederland. Dat water wordt doorgaans versneld naar zee afgevoerd. Een groot deel wordt bij gebrek aan zeesluizen standaard gebruikt als verziltingbestrijding op de Rotterdamse Waterweg. Daarnaast wordt door uitputting van het grondwater steeds meer het tekort aan zoet water ervaren. In lange droogteperiodes slinkt onze beperkte watervoorraad van het ondiepe IJsselmeer door verbruik en verdamping en begint deze te verzilten. Landelijke spreiding van grootschalige wateropslag kan de kwetsbaarheid sterk verminderen. Zoet water dient te zijn waar het nodig is.
Volkerak-Zoommeer blijft zoet
Nu het gezond verstand in de Tweede Kamer heeft gesproken om het Volkerak-Zoommeer definitief zoet te houden, is dit meer een eerste smalle verdedigingslinie tegen verzilting van de Brabantse Delta. Helaas ondervindt het meer zelf verziltingsdruk vanuit de alsnog zout gehouden Grevelingen en Oosterschelde. Het meer kan maar beperkt voorzien in de zoetwatervoorziening, aangezien het verhogen van het peil wordt begrensd door de vaste bruggen waarbij de Rijndoorvaarthoogte moet worden gegarandeerd. Dit beperkt de mogelijkheden voor buffering van zoet water. Voor de Zeeuwse eilanden is de vraag naar nieuwe grootschalige zoetwatervoorraden van levensbelang. Een grillig Grevelingenbeheer Het Grevelingenmeer werd voltooid in 1971 om tot een zoet meer te komen. Het water dat op de Noordzee wordt geloosd via het Haringvliet is namelijk beschikbaar voor het Grevelingenmeer, zonder aanpassing van de afgesproken verdeelsleutel van zoet water. Water en land grijpen in Zeeland ineen en zijn wat betreft waterbeheer niet los te koppelen vanwege de gezamenlijke ondergrond met gedeelde waterhuishouding. Het Deltaplan ging dan ook in één adem over veiligheid en maximale buffering van zoet water. Het mocht echter niet zo zijn. Door verontreinigd Rijnwater werd de verzoeting indertijd uitgesteld en van uitstel kwam afstel. Bij het kunstmatige geconserveerde zoute Grevelingenmeer is inmiddels al twee keer (1978 en 2000) ingegrepen door natuurbeheerders. Het is volstrekt onduidelijk wat vervolgens de beweegredenen van de natuurambtenaren waren om een 13 jaar jong meer zonder ‘bewezen natuur’ aan te melden voor een bescherming van het hoogste niveau van Europees belang (Natura 2000-aanwijzing in 2013). En nu wordt er ondanks die Natura 2000-status voor de derde keer ingegrepen in het ‘beschermde’ ecosysteem om de natuur naar wens te dringen. Ditmaal door een geplande extra grote opening in de Brouwersdam. Als ook de Flakkeese spuisluis in bedrijf gaat is dat een extra ingreep, maar die kan door botsende getijgolven niet voor gewenste doorspoeling zorgen.Waar gaat het nu om?
Eenzijdig en niet zinvol
Door eenzijdige propaganda voor zoutwatermilieus gedurende bijna twee generaties, denken velen dat we de zee ruimte horen te bieden, al dwingt de zee zelf ons er niet toe. Men wil daarvoor zelfs kostbare infrastructurele werken uitvoeren. Waarom dit, om vervolgens in nood zoetwater op onnatuurlijke wijze met pijpleidingen aan te voeren? Het is allemaal weggegooid geld wanneer het eenmaal zover is om het meer alsnog te verzoeten. Er zal in de Delta hoe dan ook naar een gesloten kustlijn toegewerkt moeten worden. Over afzienbare termijn zal b.v. de Oosterscheldekering aan het einde van zijn levensduur komen. Wat dan? Almaar dijkverhogingen over een paar honderd kilometer langs de zeegaten en voortgaande verzilting heeft geen toekomst. Een gesloten kustlijn gaat gepaard met verzoeting van de wateren.
Maximale berging zoet water
De centrale opgave is maximale berging en benutting van het zoete water voordat het op de Noordzee komt. Een zoet Grevelingenmeer levert een grote bijdrage aan het zoetwaterbeheer van 3 de eilanden en zal de op gang zijnde verzilting van het grondwater tot staan brengen en dan langzaam ontzilten. Concreet betekent verzoeting van een afgedamd zeegat een zeer langdurige bescherming tegen verzilting. Dit is zo veel meer dan de ’gekunstelde’ maatregelen van het ‘Zeeuwse Deltaplan Zoet Water’. Een reservoir waaruit de omringende eilanden naar behoefte kunnen onttrekken biedt duurzaam perspectief.
Hoe verloopt het verzoeten?
Alleen al met de aanwezige Brouwerssluis, waarvan de bodem ligt op -11 m N.A.P., is een zoete bovenlaag van ca. 15 m diep te bereiken. De wind kan tot ongeveer die diepte voor menging zorgen. De effectiviteit van een zoet meer wordt maximaal vergroot door in het meer voor de Brouwerssluis een dichtheidsscherm te plaatsen om het diepste en zwaarste water naar zee af te voeren. De optimale bodemdiepte onder de doorstroomopening van het scherm kan bepaald worden. Naar de werking van het scherm is uitgebreid onderzoek gedaan.
Bij een bodemdiepte van N.A.P. –35m kan bijna alle volume aan zout water worden afgevoerd. Voor de buffering van zoet water is nog een inlaatsluis in het noordelijk deel van de Grevelingendam nodig. Men moet zich tenslotte afvragen waarom we de binnendringende zee nog langer een handje zouden helpen. Voor de mens in Zeeland is de zee immers de grote bedreiging voor zijn bestaan. Niet alleen qua veiligheid, maar ook vanwege de beschikbaarheid van zoet water blijft Zeeland alleen leefbaar bij een gesloten kust en zoete meren. We mogen Zeeland nu niet opgeven. Voorkom ingrepen, die niet passen in dit perspectief. Het zou goed zijn om nu een breed maatschappelijk debat over het grote belang van zoet water te houden, dat leidt tot beleidsaanpassing en een nieuwe toekomstvisie.
