Wie zijn de slachtoffers van de zoet water honger van de Nieuwe Waterweg? De boeren en tuinders van Zuid-Holland, Zeeland en West-Brabant en de drinkwaterleidingbedrijven in laag Nederland en daarmee alle consumenten van dat drinkwater. Zij lijden de schades veroorzaakt door de verzilting in de vorm van mindere opbrengsten en hogere kosten. Natuurlijk erken ook il partigiano dat Rotterdam en zijn havens voor de BV Nederland van onschatbare waarde zijn. Door sluizen die, als er gebrek is aan zoet water, geschut kunnen worden en door maatregelen die al in 1965 en 1968 werden genoemd als alternatieven, zoals het verhogen/vastleggen van de bodem van de Nieuwe Waterweg eventueel met een drempel en luchtbellenschermen, die nu nog steeds als innovatief door Rijkswaterstaat worden betiteld maar in 1968 al in de grote schutsluizen te IJmuiden werden gebruikt (bron: pagina 33 “De waterhuishouding van Nederland” samengesteld door Rijkswaterstaat 1968).”
Het wordt tijd dat de landelijke politiek nu echt zijn werk gaat doen en doorkrijgt dat vanaf eind jaren vijftig van de vorige eeuw de rest van Nederland gebruikt wordt als zoetwaterleverancier voor de eeuwig hongerige Nieuwe Waterweg. Rotterdam moet ophouden de problemen die haar havenactiviteiten veroorzaken af te wentelen op de rest van Nederland. De laksheid om de wijze raad uit de jaren zestig niet te vertalen in sluizen in de Nieuwe Waterweg kost onze economie nu miljarden euro’s en kan boeren aan de bedelstaf brengen. Ga nu aan de slag dan kunnen we mogelijk over 15 tot 20 jaar de stop op het gat van de Nieuwe Waterweg drukken en daarmee dit zoetwaterlek feitelijk dichten. Nu stroomt er per seconde circa 800 kubieke meter kostbaar zoet water weg. De voorraad in het IJsselmeer is immers niet oneindig. Als we dan toch over de toekomst en zoet water gaan nadenken stoft dan ook het “Waterbeleid voor de 21e eeuw”, het advies van de Commissie waterbeheer 21e eeuw onder voorzitterschap van oud-gedeputeerde Tielrooij eens af en herlees eens pagina 74 onder het kopje verzilting: “Door toenemende verzilting en drogere zomers zal de vraag naar zoet water voor doorspoeling en beregening in West-Nederland toenemen. De aanvoer van zoet water in de zomer zal echter juist afnemen in Zuidwest-Nederland, de Wieringermeer en in de droogmakerijen zal de beschikbaarheid van zoet water in toenemende mate een knelpunt worden voor de daar aanwezige glastuinbouw, vollegrondstuinbouw, bollenteelt en ook de akkerbouw. De Commissie wil daarom aandringen op het aanleggen van zoetwatervoorraden binnen de regio’s.” Geschreven in het jaar 2000.
Tenslotte hoopt il partigiano dat men in Den Haag nu eindelijk bereid is de adviezen uit het verleden van wijze mensen op waarde te schatten. Na de adviezen van Rijkswaterstaat uit 1968 en van de commissie Tielrooij (2000) is er kostbare tijd verspild. Daar betalen de boeren, transporteurs over water en industrieën nu een grote prijs voor. Ga denken en handelen, zodat het waterbeheer in Nederland echt toekomstbestendig wordt.
