Bij het afscheid van de vorige bestuursperiode roemde menigeen de bestuurscultuur van die periode. Er was een groot ‘wij’-gevoel. Nog geen maand verder is het ‘wij’-gevoel verdwenen en is het ‘zij’ in ons mooie waterschap verschenen. Het monistische karakter van het waterschap Brabantse Delta is met één verkiezing, en de aanwijzing en rapportage van één verkenner verdwenen.
Het rare is dat bijna niemand zich afvraagt: waarom was die bij het afscheid zo geroemde, bestuurscultuur zoals die was? Het antwoord is simpel: de bestuursprogramma’s bij Brabantse Delta kenden tot voor kort een breed draagvlak. In de vorige periode was zelfs een bestuursbreed programma tot stand gekomen. In die periode haakte de PvdD weliswaar vroegtijdig af, maar het idee van samenwerking bleef in stand.
En dan is het 15 maart 2023. Vanuit het niets is er een nieuwe leidende partij, de BBB. In mijn beleving een voortbrengsel van de voortrazende onvrede in de samenleving over het bestuurlijk functioneren van de Haagse politiek. Een nieuwe partij is per definitie ontstaan vanuit andere partijen. Maar de ‘nieuweling’ ontbeert de ervaring van samenwerking. Bij de start van het proces om te komen tot een nieuw bestuursprogramma en de vorming van een Dagelijks Bestuur wordt gestart met een verkenner die van de tradities in de Brabantse Delta geen kennis heeft en als bestuurder gevormd is in duaal gemeenteland. En daarmee gewend is te denken aan coalities.
De kernvraag die de verkenner in zijn aanpak formuleerde was dan ook: “Welke coalitie doet volgens u recht aan de verkiezingsuitslag?”. Degenen met wie hij gesprekken voerde, waren in die rol bijna allemaal nieuw. Met mij werd – hoewel ik 30 jaar ervaring in het waterschapsbestuur heb – niet gesproken. Mijn afspraak werd ingepland op een tijdstip dat ik in een vergadering van de landelijke Unie van Waterschappen zat.
Weg traditie van samenwerken op monistische basis. De deur werd opengezet voor een duaal bestuur, voor politisering en polarisatie.
Voor mij is er een déjà vu-gevoel. Na de raadsverkiezingen in 2014 was het voor mij de eerste keer dat ik mij liet verleiden tot deelname aan een proces met een informateur/verkenner. Dat was toen ook geen succes. Destijds liet men mij wachten voor een dichte deur. Een oude onderhandelingstruc om de gesprekspartner te laten beseffen “wie op wie wacht”. Nu was het geen dichte deur maar minachting voor de afspraken die in mijn agenda stonden. Feitelijk vormt dit een effectieve uitsluiting. Dat gevoel van uitsluiting is er nu ook bij andere partijen die niet meepraten.
Weg een traditie van ‘wij’. Voor Ons Water heeft dit als gevolg dat de traditionele samenwerking met WBWB en het vormen van één fractie moet wachten tot na de formatie. We wachten ook eerst op eventuele veranderingen in het reglement van orde. Want er kan best uitkomen dat er per agendapunt maar één spreker kan zijn per fractie. Dan is het samensmelten van twee fracties niet logisch meer.
