REDE L. VAN DER KALLEN TEGEN INTEGRALE VISIE DELTAWATEREN
Voorzitter, geachte collega’s,
Geheel in tegenstelling tot mijn gewoonte, heb ik de woorden, die ik ten aanzien van de Integrale Visie Deltawateren tot U wil richten, op papier gezet. Niet omdat ik bij deze laatste inhoudelijke statenvergadering van deze periode van stijl verander, maar omdat ik bij dit statenvoorstel U geen enkel argument of overweging van mij wil onthouden.
Voorzitter, mijn fractie bestrijdt niet dat er in het Krammer/Volkerak/Zoommeer systeemproblemen zijn met de waterkwaliteit en dat blauwalgen een rem zijn op de huidige en toekomstige ontwikkelingen van natuurwaarden en de recreatieve ontwikkelingen in dit gebied. Ook Leefbaar Brabant/BOF ziet de blauwalgproblematiek als iets wat aanpak vereist. We moeten het zoetwaterecosysteem helpen op orde te komen. Maar anderzijds moet men zich realiseren dat het ontstaan van een stabiel ecosysteem ter plaatse langere tijd zal vergen.
Vijftig jaar gelegen ontwikkelde men, na de grootste natuurramp in onze moderne geschiedenis, het Deltaplan. Veiligheid stond daarin terecht centraal. Wat gebeurd was mocht nooit meer gebeuren. De mens greep radicaal in in de natuurlijke systemen. Met kolossale gevolgen. Voor de natuur speelden wij voor God. We beschikten over de dood van miljarden levensvormen. Gebieden die duizenden jaren zout waren geweest, werden door menselijk ingrijpen veroordeeld tot een zoete toekomst. De verwachting was, naar nu gebleken is onterecht, dat wij met technische ingrepen dit wel even zouden regelen. Nu blijkt dat de transitie van zout naar zoet veel problematischer is dan men toen bevroedde.
En nu blijkt uit de nu te bespreken “Integrale Visie Deltawateren” dat we weer voor God gaan spelen. Weer zal, als deze plannen doorgaan, het ecosysteem radicaal op de schop worden genomen met als gevolg de vernietiging van vrijwel alles wat leeft in de betrokken wateren. Het is naar ons gevoelen vergaande arrogantie te denken dat het nu wel even zal lukken. De mensheid blijft, ondanks dat de natuur ons keer op keer op de feiten drukt, geloven in de eigen bedachte technische oplossingen.
Onze fractie wenst wel te leren van de fouten uit het verleden. Tevens accepteert onze fractie dat natuurlijke processen langer duren dan voor onze genoegens wenselijk wordt geacht.
Voor mijn gevoel gaan we weer soortgelijke fouten maken als in het verleden, maar nu is de druk van toen (veiligheid creëren voor de bevolking) niet aanwezig.
Water staat mondiaal en nationaal volop in de belangstelling. Na de hoge waterstanden in de jaren negentig is er een commissie aan de slag gegaan om integraal het gewenste waterbeheer voor de 21e eeuw in beeld te brengen, te weten de commissie Tielrooij, in opdracht van de Staatssecretaris van Verkeer en Waterstaat en de Unie van Waterschappen.
De verwachting van onze fractie was dan ook dat bij de ontwikkeling van de “Integrale Visie Deltawateren “met de inhoud van de rapportage Waterbeheer 21e eeuw rekening zou worden gehouden. Ik kan niet anders dan constateren dat dit niet het geval is. Op twee belangrijke punten wijkt de visie fundamenteel af van WB21, te weten:
- afwenteling en
- de beschikbaarheid van zoet water
Ad 1 op pagina 41 WB21 van het advies is te vinden onder de uitgangspunten voor een taakstellend waterbeleid: “Voor het watersysteem; betrouwbaar, duurzaam en bestuurbaar, water als bondgenoot, geen afwenteling van problemen”.
De estuariene dynamiek en de afgeleide door Rijkswaterstaat gewenste rivierdynamiek leidt voor West Brabant tot geweldige afwateringsproblemen. Zorg delen, aandacht hebben voor of schenken aan c.q. het zoeken naar oplossingen voor deze problematiek is aardig, maar het is simpel afschuiven van immense problemen. Waar het op neer komt is niet het bemalen van een poldertje, maar het afwateren van grote delen West Brabant en delen van België.
Feitelijk kan dit betekenen dat bij hoog water rivieren als De Vliet en het Mark-Dintel-systeem over de dijk geslagen moeten worden met een mogelijke opvoerhoogte van meer dan 2 meter. Dit is in Nederland nog nergens vertoond. Den Haag doet of hun neus bloedt. Geen enkele financiële toezegging, zelfs niet in principe, terwijl het feitelijke principe binnen de huidige waterschapswetgeving en -regelgeving een financiering is door het belanghebbende gebied. West Brabant dus!!! Voor onze fractie volstrekt onacceptabel.
Let wel: voor Rijkswaterstaat is deze afwateringsoptie zeer aantrekkelijk. Tegen geringe kosten is dit de beste oplossing om steden en gebieden zoals Rotterdam en Dordrecht droog te houden en te vrijwaren van wateroverlast en economische schade bij hoog water van de rivieren. Staten/College pas op de West Brabantse zaak!
Statistisch is aantoonbaar dat hoogwaters in het Maas-Waal-Lek-systeem samenvallen met een hoge waterafvoer in de West Brabantse systemen. Dus voor dit West Brabantse statenlid, betrokken bij de waterhuishouding, is dit gebied prioriteit nummer één.
Ad 2: de beschikbaarheid van zoet water.
WB21 gaat niet alleen over een te veel aan water, maar behandelt nadrukkelijk ook de beschikbaarheid in relatie met de behoefte aan zoet water.
Door de ontwikkelingen in klimaat, bodemdaling en zeespiegelstijging, alsmede veranderingen in het beheer en gebruik van de bodem, veranderen de beschikbaarheid en de behoefte aan zoet water. WB21 zegt daar op een aantal plaatsen iets over. Het meest markant en helder op pagina 72 van het basisrapport: “Specifiek voor Laag Nederland speelt het probleem van de verzilting. Door de zeespiegelstijging en de bodemdaling neemt de verzilting toe in de lage polders langs de kust in Zuidwest Nederland, achter de Hollandse duinenrij.
Dit zal consequenties hebben voor het grondgebruik, met name voor landbouw en natuur.
Door toenemende verzilting en drogere zomers zal de vraag naar zoet water voor doorspoeling en beregening in West Nederland toenemen. De aanvoer van zoet water zal echter juist afnemen. In Zuidwest Nederland zal de beschikbaarheid van zoet water in toenemende mate een knelpunt worden voor de daar aanwezige glastuinbouw, vollegronds-tuinbouw, bollenteelt en ook de akkerbouw.
De commissie wil daarom aandringen op het aanleggen van zoetwatervoorraden binnen de regio’s. Ook de verdeling van rivierwater over diverse watervragers verdient een kritische afweging”, einde citaat WB21.
Er dreigt dus een zoetwater tekort voor grote delen van het beneden rivierengebied in de toekomst. De huidige watertoevoer van het Lek-Waal-Maas-systeem gaat, ingeval van normale en geringe toevoer, vrijwel uitsluitend via de Nieuwe Waterweg naar de Noordzee. Onvoldoende wordt er beseft, dat de rivierafvoeren in de zomer af zullen nemen ten opzichte van wat we gewend zijn. De zomers in West Europa worden de laatste jaren droger en de verwachting van klimatologen is dat dit proces van klimaatverandering doorgaat.
Niet alleen de Maasafvoer vermindert in de zomer, ook het karakter van de Rijn verandert. Door het proces van terugtrekkende gletschers (reeds ca. 100 jaren aan de gang, maar de afgelopen decennia versnellend) wordt de Rijn steeds meer regen- en steeds minder smeltrivier en daardoor minder afvoer in de zomer.
Het proces van minder afvoer wordt in toenemende mate versterkt door een ander gebruik van het rivierwater. Niet alleen in Nederland zal steeds meer grondwatergebruik voor drinkwater en industrie omgezet worden in water gewonnen uit de rivier en andere oppervlaktewateren.
Ook bovenstrooms gaat dit proces door. Ook de landbouw zal door de drogere zomers meer water uit de rivieren betrekken. Kortom, het is zeer de vraag hoeveel water minimaal onze grenzen zal bereiken. Met name de waterverdeling van de Rijn, Overijssel, Lek en Waal kan vanwege de eisen van de scheepvaart de hoeveelheid water voor het doorspoelen van onze wateren wel eens (ver) onder het vereiste minimum drukken.
Tot zover de schets van het waterbeslag, waarop we als drie provincies geen invloed hebben, maar die wel duidelijk maakt dat het zomers knijpen wordt om, zonder hydrologische ingrepen, de huidige watervoorziening voor scheepvaart, industrie, landbouw en drinkwater zeker te stellen. Voldoende zoet water op ieder moment is geen vanzelfsprekende zaak.
Met dit toekomstbeeld gaat desondanks binnenkort het Haringvliet op een kier met als gevolg meer zoet water wat anders dan via de Nieuwe Waterweg naar zee gaat. Als dan ook de sluizen opengaan richting Krammer/Volkerak/Zoommeer met nog meer zoetwaterverlies, denk ik dat het in de toekomst des zomers wel eens goed spaak zou kunnen lopen met grote zoetwater-tekorten en problemen voor de scheepvaart.
Wie, wat wordt dan het slachtoffer? Welke maatregelen zullen dan weggegooid geld blijken?
Beter zou het zijn om het rapport WB21 serieus te nemen.
Wat mij ook bevreemd, is de timing van dit voorstel.
Voorzitter, startpunt van dit voorstel is: we hebben een probleem in het Krammer/Volkerak/Zoommeer-systeem en daar moeten we wat aan doen.
Is dit rapport Delta in Zicht de oplossing of zijn er andere mogelijkheden?
In opdracht van de waterbeheerder Rijkswaterstaat Zeeland is er een werkgroep aan de gang met het project “Verkenning oplossingsrichtingen Volkerak-Zoommeer”. Afstemming met de omgeving gebeurt o.a. met het Bestuurlijk Overleg Krammer-Volkerak, waarin naar alle waarschijnlijkheid ook onze provincie deelneemt.
Volgens het informatiebulletin van deze ‘verkenning oplossingsrichtingen Volkerak-Zoommeer’, wordt de verkenningsfase naar verwachting medio 2003 afgerond.
Oorzaken zijn reeds duidelijk geformuleerd. Volgens het informatiebulletin: “De belangrijkste oorzaak van het blauwalgenprobleem in het Volkerak-Zoommeer is de grote aanvoer van meststoffen vanuit de Brabantse rivieren. De overmaat aan voedingsstoffen in combinatie met de lange verblijftijd van het water in het systeem, vormen samen de ideale omstandigheden waarin een explosieve groei van blauwalgen kan plaatsvinden”.
Een aantal oplossingsrichtingen is ook al aangegeven. In maart 2003 worden deze, mede middels een workshop, nader uitgewerkt om – en ik citeer – een eerste selectie te laten maken van de meest kansrijke oplossingsrichtingen”, einde citaat.
Nog een citaat wil ik uw College niet onthouden: “We moeten voorkomen dat we van de groene soep in de zeesla belanden zoals in het Veerse Meer is gebeurd (Zeesla is een soort wier dat in zout water met veel meststoffen voorkomt. De grote bladeren zijn hinderlijk voor waterrecreatie en kunnen stankoverlast veroorzaken)”. Wat in voedselrijk zout water ook problemen kan veroorzaken zijn groen- en kiezelwieren c.q. algen.
Leefbaar Brabant/BOF gaat altijd voor een aanpak bij de bron: de oorzaak, de overmaat aan voedingsstoffen in onze rivieren, Mark-Dintel- en Vliet-systemen.
Ter voorkoming dat men zou denken dat ik het allemaal zelf verzin, nog een citaat:
“Harde en snelle aanpak van de watervervuiling door Brabantse boeren is de enige oplossing voor de blauwalgproblemen in de Zeeuwse randmeren Krammer-Volkerak en Zoommeer. In plaats van het mestbeleid te versoepelen, moet ‘Den Haag’ strengere normen toepassen, aldus Luc Absil van de Stichting Reinwater”.
Leefbaar Brabant/BOF staat voor helderheid en een éénduidige boodschap. Wij snappen het dan ook niet, dat een demissionaire staatssecretaris als Schultz van Haegen van Verkeer en Waterstaat zich bezorgd toont over de massale vogelsterfte in de randmeren als gevolg van blauwalg en een collega, Odink van Landbouw, Natuurbeheer en Visserij vrijwel gelijktijdig namens de regering de veroorzakers een soepeler, minder streng mestbeleid aankondigt.
Wat ik ook jammer vind is, dat een STOWA-stuk van enige jaren terug, in opdracht van het IPO tot stand gekomen: “toxische blauwalgen in recreatiewater” niet in de beschouwingen is meegenomen.
Dit stuk bevat veel leermomenten, o.a.
- blauwalg is er ook als U het niet ziet
- blauwalg overwintert in de wateren
- blauwalgproblemen zijn te voorkomen met doorspoelen.
Voorzitter, ook andere oplossingen zijn mogelijk. Persoonlijk denk ik dat bijvoorbeeld isoleren van het watersysteem door het afleiden van de aanvoer van voedings-/meststoffen (bijvoorbeeld via verlegging van de afwatering Mark-Dintel-Vliet) een reële optie is, die het verdient in ruimte en tijd bekeken te worden en uitgewerkt. Een ander alternatief is het doorspoelen in de winter, wanneer er meer zoet rivierwater is en het negen van de tien keer ook nog eens van betere kwaliteit is dan in de zomer. Dit roept bij de LB/BOF zelfs de vraag op: waarom is dit nondeju niet gebeurd. Nu kiezen voor een oplossingsrichting acht de LB/BOF-fractie, terwijl de waterbeheerder nog in een proces zit van nadenken en uitwerken, volstrekt voorbarig en onverstandig.
Neem nu geen beslissingen gebaseerd op een onvolledig beeld. Naar mijn gevoelen is de kans groot dat we voor veel geld en moeite het ene probleem inruilen voor het andere, omdat er onvoldoende rekening wordt gehouden met de mogelijk te beperkte beschikbaarheid van voldoende zoetwater en de andere belanghebbenden/gebruikers daarvan.
Kortom, met betrekking tot dit stuk is samenvattend te stellen:
- de veiligheid van West Brabant is niet zeker gesteld
- het is bedreigend voor de zoetwatervoorziening van Zuidwest Nederland
- het is onvoldoende onderbouwd
- het is onvoldoende integraal en voorbarig.
Voorzitter, niet alles in dit stuk is fout. De Overschelde is wat mij betreft een goed idee. De dreiging vanuit de Westerschelde kan bij langdurige westenwind met stuwing groot zijn en ook onze polders voor Woensdrecht en Ossendrecht bedreigen. De Overschelde kan daar een werkende oplossing voor zijn.
Tenslotte, dit is een Zeeuws stuk.

Hoezo, een Brabants statenstuk! Naar mijn beleving is het Brabantse belang onvoldoende in dit stuk verwerkt.
Het zal duidelijk zijn: ik vraag aantekening tegen dit voorstel en ik vraag de collega’s er nog eens goed over na te denken en te handelen als Brabantse statenleden voor een Brabants belang.
