Geacht Presidium,
Op 5 juli was de presentatieavond inzake de stand van zaken rond het gemeentelijk waterbeleid. In de aankondiging was gesteld van 19.30 tot 21.30 uur.
Normaliter bestaat een presentatieavond uit een presentatie (ca. 1 uur, een korte pauze (ca. 5 min) en daarna vragen/discussie (ca. 1 uur).
De avond begon goed met de verjaardag van de wethouder, we zongen hem enthousiast toe en hij mocht de welgemeende felicitaties in ontvangst nemen voor zijn zestigste verjaardag.
De voorzitter kondigde 5 sprekers aan en we gingen vol vuur van start. Tot zover is hier niets mis mee.
Onder de aanwezigen was enig enthousiasme om snel door de avond heen te gaan, want men keek uit naar de aangekondigde traktatie van de jarige op het terras.
Een enkele mopperaar memoreerde dat we ondanks het reces wel weer voor de tweede avond achter elkaar aanwezig waren.
Om 21.30 uur waren de presentaties nog bezig! Op een enkele vraag van andere raadsleden na, waren de lieden achter de tafel continue aan het woord geweest. De presentaties waren, hoe goed ook bedoeld, deels onnodig lang en werden vaak verlengd door een gemotiveerde portefeuillehouder die met grote regelmaat nog iets wilde toevoegen en daar voor iedere keer bedankt werd door de presentator.
Op basis van de presentaties had ik een reeks van vragen c.q. opmerkingen. Ik had daar gedurende de presentaties vanaf gezien, mede, om met de voorzitter te spreken, gezien mijn achtergrond.
De duur van de presentaties was absurd en in strijd met de normale gang van zaken. Om 21.30 uur heb ik dan ook de vergadering als een vorm van protest verlaten en de voorzitter in kennis gesteld van mijn gevoelens daaromtrent.
Als na de presentaties de vragen nog gesteld en de discussie over het waterbeleid nog gevoerd had moeten worden was het zeker 23.00 uur geworden. Zo laat op de avond leg ik onder de gegeven omstandigheden geen beslag meer op de tijd van mijn collega’s.
Nu heb ik het gevoel dat er óf van een stevig falen van de coördinatie sprake is óf van een bekende tactiek om een vergadering te manipuleren, rekken totdat iedereen weg wil, dan wordt de discussie doodgeslagen. Een vastbijter wordt dan niet meer gewaardeerd.
De voorzitter heeft op geen enkel moment getracht de presentatoren tot enige spoed te manen.
Ik verzoek het presidium dit soort presentaties anders te plannen en desnoods te spreiden over meerdere data, tenzij men blijvend geen prijs stelt op een inhoudelijke inbreng en/of discussie.
Mijn meest noodzakelijke opmerkingen:
In het verleden heb ik met grote regelmaat kritiek gehad op de houding van B&W inzake de behartiging van de waterbelangen van Bergen op Zoom ten opzichte van andere overheden. Sinds enkele jaren is de uitvoering binnen onze gemeente zodanig dat achterstanden worden ingelopen. Strategisch ten opzichte van andere overheden constateer ik nog steeds veel gemiste kansen en enige goedgelovigheid.
Reeds in 2002, kort na de vaststelling in 2001 van de nieuwe maatgevende afvoeren van de Rijn (16.000 m3 per sec.) en de Maas (3.800 m3 per sec.), heb ik het college en de raad herhaalde malen gewezen op de mogelijke voornemens van Rijkswaterstaat om het Volkerak-Zoommeer-systeem te gebruiken als bergingscapaciteit om de randstad (Rotterdam/ Dordrecht) tegen de laagst denkbare kosten te beschermen. Niemand nam de moeite te luisteren!
Tevens heb ik met grote regelmaat aangedrongen op een Bergse vertegenwoordiging in alle voor Bergen op Zoom relevante wateroverleggen. Men nam de tijd, noch de moeite!
Ook recent moest ik weer constateren dat bij alle overleggen over de Schelde Karakterisering Bergen op Zoom, maar eigenlijk heel het Brabantse gebied in dat stroomgebied, vrijwel niet vertegenwoordigd was! Eén uitzondering: een raadslid die als vertegenwoordiger van de recreatievaart deels aanwezig was.
Veel gemiste kansen!
Nu benadrukt de wethouder dat er in de PKB Ruimte voor de Rivier, zoals deze nu ter inzage ligt, verwezen wordt naar de problemen die kunnen ontstaan voor Bergen op Zoom, Tholen en West Brabant door een eventuele berging van rivierwater in het Volkerak-
Zoommeer-systeem. Hij voegde er als geruststelling aan toe dat de kansberekening voor die problemen één keer in de 1400 jaar bedroeg.
Hij heeft op dit moment gelijk !
De feiten:
– Het Volkerak-Zoommeer ligt niet in het gebied waarop de PKB formeel betrekking heeft.
– In de ter beschikking gestelde 1,9 miljard euro voor de uitvoering van de PKB zit nul euro voor een eventuele oplossing van de problemen die kunnen ontstaan in West Brabant (zie de Blokkendoos)! We weten allemaal dat veel geld los krijgen van de politiek in Den Haag voor gebieden buiten de Randstad geen sinecure is!
– Nu is de theoretische kans op waterproblemen volgens de statistici 1 op 1.430 (dit kan de komende winter al zijn). Het zijn dezelfde klimaatmodellen die berekenen dat bepaalde regenbuien 1 x per 100 jaar voorkomen, terwijl de laatste 8 jaar in Zeeland al 4 van dat soort buien werkelijk gevallen zijn.
– Ik schrijf met nadruk nu, want volgens diezelfde modellen is de kans op de problemen, veroorzaakt door de waterberging in het Volkerak-Zoommeer in 2050 al 1 op 25. Dit wordt vooral veroorzaakt door de berekende zeespiegelstijging en de toenemende buienintensiteit. Dit cijfer is in de laatste openbare vergadering van het AB van de Brabantse Delta op vragen van mij door de Dijkgraaf in het openbaar bevestigd!
– Al die modellen kennen als basis het zogeheten middenscenario van het Intergovernmental Panel on Climate Change (IPCC) dat uitgaat van een stijging van de temperatuur van 20 C per eeuw, met als uitkomst 60 cm. zeespiegelstijging per eeuw. Als we de toenemende geluiden van de klimatologen zouden mogen geloven, die nog steeds een versnelling van de opwarming constateren, met als gevolg een veel snellere stijging van het zeeniveau en een voortgaande intensivering van de neerslaghoeveelheden, dan wordt het gevoel van “het is maar eens in de 1400 jaar” helemaal bedreigend en constateert ondergetekende een misplaatste uitstraling van ‘het komt wel goed’.
Veel nadrukkelijker moet de lokale en regionale politiek helder maken dat van berging in het Volkerak-Zoommeer-systeem geen sprake kan zijn zonder effectieve maatregelen (dus geld) om de gevolgen voor Bergen op Zoom, Tholen en de rest van West-Brabant adequaat aan te pakken.
