Geachte College,
Recent is verschenen “Waterschappen zoeken fiscale partners”, een uitgave van de Unie van Waterschappen. Deze rapportage bevat een aantal behartigingswaardige zaken en voorbeelden hoe heffing en invordering van belastingen door decentrale overheden als gemeenten en waterschappen geoptimaliseerd kunnen worden, alsmede efficiënter en daardoor dus kostenbesparend.
Mede door het grote aantal overeenkomsten in de procesonderdelen op het gebied van o.a.:
– het beheer van de basisgegevens
– de aanslagregeling en invordering
– de fiscaal-juridische zaken
– de procesbeheersing
– de contactpunten/bronnen van gegevens (GBA, Kadaster, WoZ en TPG)
kunnen er grote inverdieneffecten zijn.
Het Samenwerkingsverband Vastgoedinformatie Heffing en Waardebepaling (gestart in 1977) is daar een goed voorbeeld van (2 waterschappen en 16 gemeenten, deels buiten de waterschapsregio). Dit samenwerkingsverband doet de uitvoering van de Wet WoZ voor de deelnemers tegen de laagste kosten van Nederland (€ 9,40 per object in 2004). Het landelijk gemiddelde ligt op € 20,05 en er zijn gemeenten waar de kosten pieken tot € 65,- per object.
Voorwaar een voorbeeld dat navolging verdient.
In het besef dat de fysieke plek van de dienstverlening door alle ICT-ontwikkelingen minder belangrijk wordt en massale administratieve processen door deze ontwikkelingen eenvoudiger, efficiënter en klantgerichter kunnen, verzoekt de BSD-fractie Uw college een dergelijke samenwerking met andere gemeenten en waterschap(pen) te onderzoek/overwegen c.q. aansluiting van gemeenten in West-Brabant bij het Zuid-Hollandse initiatief na te streven.
