Geacht Dagelijks Bestuur,
Helaas was ik 19 juni verhinderd. Ik heb echter wel enkele opmerkingen c.q. vragen ten aanzien van de “Deelgebiedsrapportage Brabantse Delta”.
1. Op pagina 26 is te lezen “Voor het deelgebied Brabantse Delta” zijn door de werkgroep geen maatregelen als onhaalbaar benoemd omdat dat onderwerp behoort te zijn van een bestuurlijke discussie”. Op pagina 28 is te lezen: “Maar ook hier zijn grenzen aan wat maatschappelijk haalbaar en realistisch is; maatregelen die een aanzienlijk negatief effect hebben op andere gebruiksfuncties worden niet overwogen.”.
– Deze twee citaten lijken met elkaar in tegenspraak! Behoren de maatregelen van het citaat van pagina 28 geen onderwerp te zijn van een bestuurlijke discussie?
2. Op pagina 27 is te lezen: “De uitvoering van deze bestaande EU-richtlijnen wordt in de KRW nadrukkelijk omschreven als te nemen basismaatregel. Voor het beheersgebied van Brabantse Delta is ervan uitgegaan dat deze maatregelen al voorzien zijn in het huidige bestuursprogramma van het waterschap Brabantse Delta 2005 t/m 2005”.
– Wat is de grond of onderbouwing van “is ervan uitgegaan”?
– Waarom staat er niet “is voorzien” ?
3. Op pagina 57 is te lezen: “Wanneer voor end-of-pipe maatregelen wordt gekozen (bijvoorbeeld bergbezinkbassins), moet deze basisinspanning inmiddels gerealiseerd zijn”.
– Uw bestuur en ik weten dat dit niet het geval is. Waarom wordt in deze rapportage niet van de werkelijke situatie uitgegaan? Dat zou het startpunt moeten zijn voor de aanpak!
4. Op pagina 65 worden de ‘meest kosteneffectieve maatregelen’ aangegeven waarbij ‘de kosten op basis van kentallen zijn bepaald’.
– Onder de kop terrestrische ecologie wordt vaak het verwijderen van de bovengrond genoemd. Zijn bij het bepalen van de kosten de archeologische meegenomen?
5. Op pagina 74 wordt gesteld dat “de kennis van bronnen van bepaalde stoffen schiet in Roosendaal ernstig tekort”. Op pagina 87 wordt gesteld: “De KRW maakt het noodzakelijk dat er bij een aantal gemeenten meer kennis en aandacht voor ecologie en waterkwaliteit aanwezig is”.
– “een aantal gemeenten”: over welke gemeenten hebben wij het en hoe stimuleert/ organiseert het dagelijks bestuur dat er meer kennis en aandacht voor ecologie en waterkwaliteit bij gemeenten ontstaat?
6. Op pagina 76 is te lezen: “De deelnemers zien mogelijkheden in bijvoorbeeld een apart investeringsfonds, dekking vanuit een verbrede rioolheffing of (aanvullende) subsidies vanuit het rijk/Europa”.
– Dit lijken meer wensen dan werkelijke (huidige) mogelijkheden! Of bestaan er nu reeds mogelijkheden?
7. Op de laatste pagina van bijlage 6 is te lezen: “Het is derhalve niet relevant in deze fase na te gaan hoe ver gemeenten zijn met de basisvoorzieningen en welke kosten daarvoor zijn gemaakt”.
– Hoe is dit citaat te rijmen met het onder 3 genoemde citaat dat ‘de basisinspanning inmiddels gerealiseerd moet zijn?
– Ondergetekende vindt het van het grootste belang dat wel geïnventariseerd wordt hoe ver gemeenten zijn met de basisinspanning. Het is van het grootste belang wat de actuele situatie is ten aanzien van de basisinspanning!
