PLANVORMING VOOR ESTUARIENE DYNAMIEK
Het Nationaal Waterplan kiest voor estuariene dynamiek als belangrijkste ecologische doelstelling. Kan een Nationaal Deltaprogramma 2015-2100 dit realiseren en zijn de lopende projecten voor de zuidwestelijke delta hier al op gericht?
Deze analyse geeft aan dat realisatie mogelijk is, hoe beperkt de keuzemogelijkheden zijn en schetst de randvoorwaarden.
Het veranderend estuarium
Estuaria, brede rivieruitmondingen in zee, zijn kenmerkend voor de lage landen. De zuidwestelijke delta veranderde echter door de Deltawerken in een verzameling van door dammen van elkaar gescheiden bekkens. Alleen de Westerschelde bleef open. Door deze compartimentering kreeg ieder deltawater haar aandachtspunten van zorg, zoals eutrofiëring, zuurstofloosheid, milieuwisselingen en zandhonger. Oevers en schorren gingen eroderen, platen en slikken verdwenen. Op diverse plaatsen is sprake van een harde milieuovergang. Dammen en sluizen vormen er barrières voor migrerende organismen. Het gebrek aan ruimtelijke samenhang tussen de bekkens leidde tot ecologische en economische problemen.
De Deltawerken waren puur gericht op waterveiligheid. Inmiddels heeft er een kentering in denken plaatsgevonden gericht op integraal waterbeheer, waarbij het veiligheidsaspect primair aanwezig blijft. Een zoete doorstroom kan de huidige stilstaande, zieltogende deltameren weer tot leven brengen.
Estuaria vormen een overgang tussen rivieren en zee. Een geleidelijke overgang van zoet naar zout is een randvoorwaarde voor verbetering van de migratiemogelijkheden en de verhoging van de natuurkwaliteit. Dit is alleen mogelijk door het verbinden van de grote wateren met zowel de Noordzee en als met de rivieren, waarna de rivieren weer vrijelijk kunnen afstromen.

De Griekse letter delta is het wiskundig symbool voor verandering. Delta’s zijn steeds onderhevig aan verandering. Niets blijft hetzelfde onder invloed van estuariene dynamiek. De delta zoals wij die kennen is slechts een momentopname. Het is een illusie te denken dat de oude delta, de situatie zoals voor de Deltawerken, kan worden hersteld. Plannen om het Land van Saeftinghe af te plaggen, om geulen in hun ´oorspronkelijke´ loop uit te graven, om verdwenen zoetwatergetijdengebieden te herstellen, om zeldzame pioniersvegetaties te behouden en ook de instandhoudingsdoelen van Natura 2000 zijn doorgaans strijdig met de voortgaande natuurlijke processen.
Herstel van estuariene dynamiek klinkt dan ook vreemd in de oren. Zodra estuariene dynamiek weer een kans krijgt, zullen de processen verder gaan. Van natuurbehoud en natuurherstel is in een delta nauwelijks sprake. De morfologische processen dient men vervolgens grotendeels aan de natuur zelf over te laten. Deze hebben een positief effect op de biodiversiteit, het ecologisch systeem, de waterkwaliteit en de economie. Aanpassing van de Natura 2000 doelen aan estuariene dynamiek is dan ook gewenst.
De keuze voor estuariene dynamiek
Estuariene dynamiek is op de lange termijn de meest natuurlijke en duurzame oplossingsrichting.
Het Nationaal Waterplan kiest dan ook voor estuariene dynamiek. Dit vanwege de zeldzaamheid van dit milieu, de unieke locatie van de delta en de sleutelpositie tussen zee en rivieren. Estuariene dynamiek ontstaat door een open verbinding van de zee met de rivieren. Deze verbetert de kwaliteit van de delta en de stroomgebieden van Rijn en Maas en geeft een enorme impuls aan de West Europese natuur.
Hoe indrukwekkend het resultaat ook moge zijn, men mag de dijken niet doorsteken en half Nederland onder water zetten. Maar kan estuariene dynamiek wel de ruimte krijgen zonder afbreuk te doen aan de waterveiligheid die de Deltawerken ons bieden? De vraag is inmiddels nog veeleisender: Kan in samengaan met estuariene dynamiek de waterveiligheid ten opzichte van de huidige situatie sterk worden verbeterd? Zeespiegelstijging en veranderend riviergedrag vragen immers om ingrijpende maatregelen. De estuariene dynamiek dient samen te gaan met de eisen voor waterveiligheid, zoals een korte lengte aan primaire zeewering, maximale noodberging en spuimogelijkheden.
Blokkade door regionale planvorming
Het besef dat de estuariene dynamiek moet terugkeren is inmiddels algemeen aanvaard. Toch worden door regionale planvorming blokkades opgeworpen. Het experiment de Kier is het langst lopende voorbeeld. Vanwege de wisselende rivierafvoer, de zeespiegelstijging en het behoud van het Haringvliet als zoetwatervoorraad, zal deze maatregel vanaf het begin disfunctioneren en uiteindelijk verdwijnen. Een verzilting van het Volkerak-Zoommeer betekent niet alleen dat deze zoetwatervoorraad verdwijnt, maar er ontstaat tevens een harde grens tussen zout en zoet. Hierdoor moeten de Volkeraksluizen voor altijd gehandhaafd blijven om verzilting van het Haringvliet te voorkomen. Daarentegen maakt doorstroming met zoet water van het Volkerak-Zoommeer wel een open verbinding met het Hollandsch Diep mogelijk. Zowel het milieu als de scheepvaart hebben veel baat bij een getijloze en zoete Rijn-Schelde corridor, zonder Volkeraksluizen.
Plannen waarbij de Oosterschelde en de Grevelingen als gescheiden en eenzijdig geopende zee-inhammen worden ingericht, sluiten bij voorbaat het merendeel van de deltawateren uit van estuariene dynamiek.
Elk van de hier genoemde planvorming is in beginsel bedoeld als een eerste stap in de richting van estuariene dynamiek, maar biedt geen uitzicht op een vervolgstap. Bij nadere beschouwing blijken de plannen tegengesteld aan de vermeende doelstelling. Het uitvoeringsprogramma voor de korte termijn opgaven, behoort dan ook gewijzigd en afgestemd te worden op het plan van aanpak voor de lange termijn.
Alle beschikbare ruimte is nodig
Een delta is groots. Voor een geleidelijke overgang van zout naar zoet is lengte en ruimte nodig. De voortgang van morfologische processen in de komende eeuwen vraagt nog eens om extra reservering van ruimte. Ook de waterveiligheid claimt ruimte. Hoe groter de tijdelijke waterberging voor rivierwater, des te hoger de veiligheid. Een maximale waterberging kan voorkomen dat het bedreigende rivierwater bij hoge afvoeren niet ophoopt in Haringvliet, Hollandsch Diep en Biesbosch. Daarnaast is er de steeds sterker wisselende rivierafvoer. Hoe blijft het mogelijk om onder alle omstandigheden een aanvaardbare stabiele estuariene dynamiek te behouden? De marges zijn klein en dat beperkt de keuzemogelijkheden.
Om zowel de toenemende rivieropwaartse invloed van de zee terug te dringen en tevens een blijvende estuariene dynamiek mogelijk te maken is een lange stroomroute voor het rivierwater naar zee noodzakelijk. Hiervoor bestaan twee mogelijkheden: het rivierwater laten meanderen in de bestaande deltawateren en de route verlengen met een lagune in zee.
Inrichtingsvoorstel zuidwestelijke delta Adviesgroep Borm & Huijgens, oktober 2008
Middels een brede doorsteek bij de kop van Goeree kan het rivierwater via een grote S-bocht door de Grevelingen en de Oosterschelde naar zee stromen. Zo wordt het stroomtraject aanzienlijk verlengd. Na de noodzakelijke en hopelijk spoedig gerealiseerde afsluiting van de Nieuwe Waterweg stroomt het merendeel van het rivierwater straks door de zuidwestelijke delta. Hierdoor kan de estuariene dynamiek volledig terugkeren. Het ontstane estuarium fungeert als kraamkamer voor vis en verhoogt de productie van schelpdieren. Dit in combinatie met het behoud van de zoetwatervoorraden van het Haringvliet en het Volkerak-Zoommeer. Bij wisselende afvoeren kunnen onder meer de Haringvlietsluizen regulerend werken ten gunste van ecologie en veiligheid. Op het overzichtskaartje is de reguliere stroming in blauw aangegeven en met rood de noodafvoer bij extreem hoge rivierafvoeren. De noodberging omvat hierbij alle deltawateren, behalve de Westerschelde.
De vraag naar een integraal en nationaal programma
“Een bestuurlijke verkenning door het VU Athena Instituut bracht aan het licht dat bestaande initiatieven die gericht zijn op het (gedeeltelijke) herstel van de estuariene dynamiek, zoals het programma ‘Delta in Zicht’ en pilots rond het Volkerak-Zoommeer, onvoldoende van de grond komen omdat zij een nationale context missen over zoet- en zoutwaterbeheer. Het procesdeel van het concept is primair bedoeld om een impuls te geven aan het afstemmen van locale initiatieven met het regionale en landelijke beleid. Voorgesteld wordt om een integraal en nationaal georiënteerd programma in te richten dat zich richt op de interactie tussen zoet en zout water(beheer), waarbij betrokken partijen samenwerken en waardoor de regionale visies en lokale projecten commitment, sturing en een meerjarenperspectief krijgen.” (bron: InnovatieNetwerk, Werkprogramma 2009)
Het streven is dat de zuidwestelijke delta zich op termijn ontwikkelt tot een natuurlijk veerkrachtig watersysteem, dat tevens extreme waterstanden weet op te vangen. De herinrichting van de zuidwestelijke delta speelt een cruciale rol bij de landelijke waterveiligheid en het ecologisch herstel van de internationale stroomgebieden. Dit overschrijdt in hoge mate het aandachtsgebied van de betreffende regionale stuurgroep.
Nadere invulling is gewenst. Er is een grote behoefte aan een integrale visie op de zoetwaterverdeling van heel Nederland ter ondersteuning en sturing van de regionale projecten. De korte termijn maatregelen en de lange termijn visie kunnen niet los van elkaar worden gezien.
