Geachte leden van het parlement,
Op 14 april jl. zond één van de ondertekenaars van deze brief u (per mail) een uitgebreide brief over de gevolgen van verzilting van het Volkerak-Zoommeer, deze brief is een nadere aanvulling. Eind mei is aan het Ministerie van Verkeer en Waterstaat Directoraat-generaal Water door de Stuurgroep Zuidwestelijke Delta het stuk: “Zoet water Zuidwestelijke Delta, een voorstel voor een regionale zoetwatervoorziening” gestuurd. Als belanghebbend agrarisch ondernemer neem ik de vrijheid daar enige kanttekeningen bij te maken, in de hoop en het vertrouwen dat u als volksvertegenwoordigers deze zult betrekken bij uw besluitvorming daaromtrent.
Op pagina 21 van het advies wordt op kaart 4 de indruk gewekt dat het deel van het Haringvliet ter hoogte van het Spui niet zal verzilten. Dit kan alleen als vanuit het Spui een behoorlijk debiet zoet water richting het Haringvliet zal gaan. Met het huidige beschikbare debiet in drogere tijden is dit onwaarschijnlijk. Mocht het Spui debiet bij een waterverdeling in droge tijden helemaal stilvallen, dan is het aan te nemen dat zouter water vanaf de Volkeraksluizen uiteindelijk het hele benedenstroomse deel van het Haringvliet zal verzilten. Het is immers niet waarschijnlijk dat het scheepvaartverkeer tussen Rotterdam en Antwerpen, bijvoorbeeld in een droge zomer, volledig stilgelegd zal worden.
Op diverse plaatsen in het stuk wordt de indruk gewekt dat het mogelijk zou zijn substantiële hoeveelheden zoet water op te slaan of te bufferen in het West-Brabantse krekensysteem. Dit is wensdenken. De praktijk is dat de opslagcapaciteit van de West-Brabantse kreken zeer beperkt is en hooguit een uitstel kan geven van enkele dagen. Dus feitelijk is dit zowel voor de landbouw als de natuur geen oplossing.
De stelling op pagina 29 dat ‘de De Kier geen cumulerend effect heeft op de gevolgen van een zout Volkerak-Zoommeer’ is discutabel. Als de gedachte zoetwaterbel voor de monding van het Spui in droge tijden zou verzilten is wel degelijk van een cumulerend effect sprake.
De zin, op pagina 29, “Het Haringvliet zal dan iets minder zoet worden,” is ronduit misleidend. Iets wordt alleen ‘minder zoet’ als er minder suiker of zoetstof in zou zitten. Maar er zit geen suiker of zoetstof in het zoete water van het Haringvliet. Minder zoet betekent dan ook gewoon MEER ZOUT. Dus verzilting!
Op pagina 32 wordt aangegeven via welke routes eventueel West-Brabant/Tholen voorzien kunnen worden van zoet water. De opgenomen eindconclusie: “De kosten zullen uiteindelijk hier bepalend in zijn.” Onze fractie vindt het onjuist dat de kosten bepalend zouden zijn en niet op zijn minst ook de waterkwaliteit.
Op pagina 37 wordt onder gebruikersmaatregelen o.a. genoemd: “Aanpassing aan hoger zoutgehalte (drinkwater en industrie)”. Onze fractie acht dit een onbegaanbare weg en uit oogpunt van volksgezondheid en productkwaliteit ongewenst.
In o.a. paragraaf 7 en 8 wordt verwezen naar mogelijke kostendragers voor de te nemen maatregelen. Wie baat heeft bij een verandering mag daarvoor belast worden. Maar belasten voor iets waarvoor reeds betaald is/wordt (de beschikbaarheid van voldoende zoet water) acht onze fractie niet juist. De huidige gebruikers van zoet water betalen er reeds voor middels de waterschapslasten. Extra beprijzing voor de aanvoer van zoet water acht onze fractie niet acceptabel daar de alternatieve aanvoer noodzakelijk zou worden door beslissingen van derden in casu de landelijke overheid. Naar goed Nederlands- en waterschapsgebruik dient dan te gelden: de vervuiler/veroorzaker betaalt.
Onze fractie onderschrijft met nadruk het advies om ter zekerstelling van de beschikbaarheid van voldoende zoet water voor West-Brabant en Tholen/Sint Philipsland te komen tot waterakkoorden met heldere afspraken hoe om te gaan met het beschikbare zoete water middels een landelijk zoetwaterverdeling.
Ons advies is kijk naar meer dan de huidige toekomt scenario’s. Onze suggesties:
– Sluit de kier. Herstel de doorgang tussen Goeree en Overflakkee. Laat de rivieren o.a. middels het Haringvliet en de Grevelingen naar de Oosterschelde stromen. De verziltingsdruk op Goeree-Overflakkee zal dan afnemen. De kwaliteit van de Grevelingen zal verbeteren. De voedselarmoede in het Oosterscheldebekken afnemen.
– Maak haast met de mogelijkheid de Nieuwe Waterweg b.v. ter hoogte van de Brienenoordbrug af te sluiten. Dan kan het zoetwaterlek van Holland gedicht worden in een droge periode en heeft de rest van Nederland te allen tijde voldoende zoetwater.
