KOERSWIJZIGING NAAR INTEGRAAL WATERBEHEER NU NOG MOGELIJK

De verzilting van het Volkerak-Zoommeer, het Kierbesluit, de `watermachine´ in de Brouwersdam, waterstad Rotterdam, gedempt getij, het Volkerak-Zoommeer als eerste noodberging, een complete riviermonding Haringvliet, klimaatbuffer Oesterdam, recreatieve voorzieningen, een gewijzigde zoetwatervoorziening en tal van andere vaak onsamenhangende voornemens, werden de afgelopen jaren in de planvorming voor de Zuidwestelijke Delta (ZWD) opgenomen.
Het mag zeker niet zo zijn dat het voorbarige deelprogramma ZWD de totstandkoming van het landelijk Deltaprogramma belemmert. Alle deelprogramma´s dienen immers onder een centrale regie te worden gestuurd en in samenhang uitgewerkt.
In dit artikel wordt bezien hoe er alsnog, vanuit landelijk perspectief, gericht gestalte gegeven kan worden aan waterveiligheid en de overige wateropgaven. Een koerswijziging naar integraal waterbeheer is meer dan nodig.

Het `Uitvoeringsprogramma Zuidwestelijke Delta 2010-2015+´ wordt gepresenteerd als het “vertrekpunt voor het zoeken naar oplossingen voor de lange termijn.” Dit citaat zet de lezer duidelijk op het verkeerde been. Juist omdat in dit deelprogramma tal van voornemens en experimenten zijn opgenomen, is de waterproblematiek hierin nogal eens verkeerd of eenzijdig benaderd. De planvorming is verbrokkeld in zeven aparte gebiedsprogramma´s, allen voorzien van het stempel `in ontwikkeling´. De betrokken regionale stuurgroep dreigt inmiddels door haar voortvarendheid en gebrek aan reflectie vast te lopen. Alles ligt nu even stil. Aangezien de inrichting van de Zuidwestelijke Delta een sleutelrol speelt bij het landelijk waterbeheer, lijkt het niet verstandig om voortijdig over te gaan van planfase naar uitvoeringsfase.
Zeesluizen voor de Nieuwe Waterweg
Met een gebrekkig functionerende Maeslantkering loopt de Randstad momenteel een hoog overstromingsrisico. Een overstroming van de Randstad zou het bankroet van Nederland inluiden. De urgentie van afsluiting van de Nieuwe Waterweg wordt intussen onderkend, waardoor men al naarstig op zoek is naar een oplossing om dit faillissement te voorkomen. Een extra kering achter de Maeslantkering zou slechts een tijdelijke maatregel zijn, eenzijdig gericht op waterveiligheid. Afsluiting is niet alleen nodig voor waterveiligheid, maar ook voor het tegengaan van verzilting en het garanderen van de zoetwatervoorziening.
Zeesluizen voor de Nieuwe Waterweg vormen een definitieve oplossing.

Verzilting, een samenhangend beleidsprobleem
Door de zee bij de monding van de Nieuwe Waterweg telkens bij eb te plagen met een reusachtige zoetwaterbel, stellen we ons zeer kwetsbaar op. Als gevolg van dit grootschalig zoetwaterverlies neemt de rivieropwaartse invloed van de zee, via het noorden en zuidwesten, ons land in de tang. De industrie van Moerdijk en de Rijnmond, drinkwaterbedrijven, natuur en landbouw zitten niet op verzilting te wachten. Plannen die de zee nog verder `binnenhalen´ zijn dan ook af te raden.
Indien men het Volkerak-Zoommeer zou verzilten, komen Tholen, Sint-Philipsland en de Zuid-Hollandse eilanden in de problemen, evenals de glastuinbouw in het West- en Oostland. Momenteel vullen hier de substraattelers hun waterbassins nog bij met grondwater, maar vanaf 2013 wordt dit door de provincie Zuid-Holland verboden. De noodzaak voor symptoombestrijding van blauwalgen met zout in het Volkerak-Zoommeer neemt in gelijke tred af met de forse vermindering van de oorzaak, de toevoer van stikstof en fosfaten vanuit de landbouw. Aan het nut van verzilting wordt nu sterk getwijfeld.
Daar waar in laag Nederland een tekort aan zoet water ontstaat, dringt het zout door. Verzilting van water en bodem werd tot nu toe vooral gezien als een plaatselijk probleem. Lokale overheden hebben echter niet de daadkracht noch de middelen om dit aan te pakken. De huidige infrastructuur vormt de oorzaak van de waterproblemen. De oplossing dient dan ook gevonden te worden in de herijking van de landelijke zoetwaterverdeling (2009-2015). Hiermee kunnen de verziltingproblemen in samenhang met de overige wateropgaven opgelost te worden.
Zoet water in overvloed
In ons land, dat door de grote rivieren in ruime mate van zoet water wordt voorzien, hoeft zoetwatervoorziening geen probleem te zijn.
Het merendeel van het aangevoerde rivierwater verdwijnt echter boven de Europoort in zee. Dit maakt van onze overheid de grootste zoetwaterverspiller. Deze onacceptabele situatie is niet lang meer houdbaar met de verwachte afname van de minimum zomerafvoeren. Zeesluizen voor de Nieuwe Waterweg maken aan het grootschalig zoetwaterverlies een einde. Hiermee komt voldoende zoet water beschikbaar om verzilting tegen te gaan, zoetwatervoorraden aan te vullen en om de deltawateren weer gezond te maken. We stellen een doorsteek bij Goeree voor, zodat het rivierwater, via een grote S-bocht, door de Oosterschelde naar zee kan stromen. Zo komt de zee relatief verder weg te liggen en schuift de zoutgrens op. Er ontstaat een geleidelijke gradiënt van zoet naar zout, waarmee de ecologische noodzaak van de Kier geheel vervalt.
Wanneer men tevens in de westelijke Grevelingen zeegatdynamiek wil realiseren, dan is een scheidingsdam van Goeree naar Duiveland gewenst. Deze is meteen bruikbaar om een leiding voor zoet water naar Schouwen-Duiveland aan te leggen. Dit in combinatie met een aangrenzend spaarbekken.
Zoet water dient te liggen waar het nodig is.
Noodberging van rivierwater in de Zuidwestelijke Delta
Bij hoge rivierafvoeren stroomt het water versneld naar Nederland. Ruimte voor de Rivier heeft de waterdoorvoer door ons land nog eens extra versneld en alles komt vervolgens op het bordje van de Zuidwestelijke Delta. In tijden van extreme rivierafvoeren in combinatie met hoge zeewaterstanden moet de Zuidwestelijke Delta tijdelijk het overvloedige rivierwater kunnen bergen. De huidige bergingscapaciteit van het Haringvliet schiet hiervoor tekort.
Ruimte voor de Rivier nam in haar plannen als noodberging alleen het Volkerak-Zoommeer op. Verder reikte het aandachtsgebied niet. Vervolgens beschouwde men deze noodberging maar al te gemakkelijk als het startpunt voor opschaling van de totale noodberging in de Zuidwestelijke Delta. Op 22 juni 2010 verscheen een gevoeligheidsanalyse die duidelijk moet maken wat de noodzaak en haalbaarheid is van uitbreiding van de waterberging. Er is alleen gekeken hoe vanuit een noodberging Volkerak-Zoommeer is op te schalen met Grevelingen en Oosterschelde. Het is jammer, dat men zich bij deze analyse heeft beperkt tot deze optie. Zo bleef een andere bergingsvolgorde buiten beeld. Door middel van een doorsteek door Goeree is de berging Haringvliet uit te breiden met de Grevelingen en de Oosterschelde. Hiermee ontstaat meteen een open verbinding met zee, met de mogelijkheid van tijdelijke sluiting en berging als de waterveiligheid hierom vraagt. De aanlegkosten van open verbindingen liggen lager dan bij afsluitbare doorlaatmiddelen.
Hierbij blijven de zoetwatervoorraden in de Zuidwestelijke Delta behouden. De drukstbevaren sluizen van Europa, de Volkeraksluizen, blijven intact en de Rijn-Schelde corridor blijft getijloos, beheersbaar en zoet. Antwerpen en Rotterdam varen er wel bij.
De maatregel de Kier blijkt overbodig en het Haringvliet kan als zoetwatervoorraad behouden blijven. Omdat het peil van het Volkerak-Zoommeer beheersbaar blijft, kan het waterschap de Brabantse Delta, ook bij een hoger peil op het Hollandsch Diep, Haringvliet en Grevelingen, haar overtollig water blijven afvoeren.

Indien er op de langere termijn sprake is van een bergingstekort, kan de capaciteit verder uitgebreid worden met een berging in zee. Suggesties voor een Zuidbekken zijn al in diverse plannen en varianten gepresenteerd.
Het abrupt bergen van zoet op zout blijft bij de beschreven bergingsvolgorde achterwege. Zeker als de frequentie in de loop van de eeuw toeneemt, is het een groot voordeel dat niet elke noodberging meteen leidt tot een ecologische ramp.
Door bij piekafvoeren van tevoren het peil van het Volkerak-Zoommeer te verlagen, kan dit meer op het meest kritieke moment alsnog maximaal als komberging worden ingezet. Dit geeft een tijdelijke waterstandverlaging op het Hollandsch Diep, als laatste redmiddel om overstromingen in de regio Dordrecht te voorkomen.
Enige bedenktijd noodzakelijk
Elke planvorming dient alsnog in samenhang getoetst te worden op haar bijdrage aan waterveiligheid, zoetwatervoorziening en ecologie. Ondanks de urgentie is het onverstandig om onder de huidige druk voortijdig keuzes te maken.
Wellicht heeft het kabinet gelijk. Zolang er geen definitief besluit is genomen, is er nog veel mogelijk. Pas op basis van volledige informatie kan men uit de impasse geraken. Dan kunnen er op grond van objectieve afwegingen centrale beslissingen genomen worden voor een klimaatbestendig Nederland met integraal waterbeheer.
