VERZILTING VOLKERAK-ZOOMMEER NIET MEER NODIG

Toename van voedselrijkdom en een gebrek aan doorstroming veroorzaakten tezamen in het Volkerak-Zoommeer overlast van blauwalgen. Op basis van een planstudie waterkwaliteit Volkerak-Zoommeer werd een symptoombestrijding voorgesteld, die waarschijnlijk de blauwalgen doet verdwijnen: het inlaten van zout water en een beperkt getijde. Een voorstel met veel haken en ogen. Het behoud van een zoet Volkerak-Zoommeer geeft daarentegen vele voordelen. Er komt geen getijde en het waterpeil blijft beheersbaar. Het peil kan worden aangepast aan de scheepvaart, aan de afwateringsbehoefte van het Waterschap Brabantse Delta en aan de vraag naar zoet water. De zoete variant, in combinatie met de bestrijding van beide oorzaken van blauwalgen, had altijd al de voorkeur, maar leek indertijd niet mogelijk. In de jaren na de planstudie zijn de kansen voor deze oplossing aanzienlijk toegenomen.

Volkerak-Zoommeer als noodberging voor waterveiligheid
Door versnelde rivierafvoeren zijn er wereldwijd steeds vaker watersnoden in de delta´s. Nederland is een extreem lage delta en ligt zelfs grotendeels beneden de zeespiegel. De genomen maatregelen van Ruimte voor de Rivier zorgen hier nog eens voor een extra versnelde doorvoer van het rivierwater. Bij piekafvoeren krijgt de Zuidwestelijke Delta alles voor haar kiezen. Dit gebied is daar nog lang niet voor ingericht. Het water zal dan ook ophopen in Haringvliet en Biesbosch.
In de startnotitie Waterberging Volkerak-Zoommeer zijn de mogelijkheden van waterberging in Grevelingen en Oosterschelde niet nader onderzocht. Toch is het aannemelijk dat beide aan de noodberging worden toegevoegd (aanbeveling 8 Deltacommissie). Bij een verzilt Volkerak-Zoommeer zou iedere noodberging van zoet water op zout water leiden tot een vernietiging van het aanwezige ecosysteem. Bij een zoet Volkerak-Zoommeer is dat niet het geval en kan het meer, als laatst in te zetten bekken, ook een kombergingsfunctie vervullen. De bergingscapaciteit is hierbij te vergroten door van tevoren het peil te verlagen met voorspuien.
Zoetwatervoorziening en verzilting
We beschermen ons land tegen stormvloed, de stijgende zeespiegel en piekafvoeren van de rivieren. Gelijktijdig proberen we genoeg zoet water vast te houden voor de zoetwatervoorziening en het tegengaan van verzilting. Tot nu toe ging de strijd hoofdzakelijk tegen overstromingen, maar een tekort aan zoet water kan zeker zo desastreus zijn.
Potentieel verziltingsgebied West/Brabant, BN/DeStem
Verzilting is niet alleen slecht voor de landbouw, het zout tast ook de funderingen van gebouwen en kunstwerken aan en zelfs brak water is al niet meer bruikbaar in de industrie. Op het industriegebied Moerdijk heeft men al een paar keer de inname van koel- en proceswater uit het Hollandsch Diep stil moeten leggen omdat het zoutgehalte te hoog was. Verzilting van het Volkerak-Zoommeer heeft verregaande consequenties voor de wijde omgeving wat betreft zoetwatervoorziening en bodemverzilting. In het advies “Zoet water Zuidwestelijke Delta” worden compenserende maatregelen voorgesteld om via een pijpleiding onder het Schelde-Rijnkanaal zoet water vanuit West-Brabant naar Tholen te transporteren, om extra zoet water vanuit het Hollandsch Diep in de Roode Vaart te pompen en vanuit de Bergse Maas in het Wilhelminakanaal. Dat deze alternatieve zoetwatervoorzieningen hoge en blijvende kosten met zich meebrengen laat zich raden. Verder worden de sluizen van de Steenbergsche Vliet en de Dintel permanent gesloten om zoutindringing tegen te gaan. Gezien de beperkte schutcapaciteit dienen deze sluizen ook nog te worden vervangen. De aanleg van een inlaatsluis naast de Krammersluizen is nodig, evenals aanpassingen aan de Volkeraksluizen in verband met zoutindringing in het Haringvliet. Ook aanpassingen aan sluizen en inlaten is gewenst in verband met de dreigende verzilting van West-Brabant en het zoete milieu van het Markiezaatsmeer. De Gevoeligheidsanalyse Waterberging Zuidwestelijke Delta uit 2010 (rapport Bulthuis) geeft aan dat na al deze compenserende maatregelen er bij lage zomerafvoeren toch nog tekorten aan zoet water zullen optreden en er alsnog behoefte komt aan ruimte voor extra voorraadvorming. Ook zijn de maatregelen onvoldoende om in te spelen op een toekomstige groeiende regionale behoefte aan zoet water.
Aanpassingen als gevolg van de verzilting Volkerak-Zoommeer in kaart, BN/DeStem
Zoet water is niet alleen nodig voor drinkwatervoorziening in de regio, maar ook voor hoogwaardige landbouw, glastuinbouw, industrie en natuur. Daarnaast behoort het zoute zeewater tegen te worden gehouden om externe verzilting te voorkomen. Met de huidige rivierafvoeren kunnen we het zout nog net buiten de deur kunnen houden. De afgelopen jaren zijn er perioden van droogte geweest waarbij er zout water ver naar binnen kwam, met name via de Nieuwe Waterweg. Daar zijn beperkte maatregelen tegen genomen, maar ondanks dat gaat de verzilting steeds verder. Geen van de op 8 december 2011 bij de Seminar Beperking Zoutindringing gepresenteerde opties voor beperking verzilting Rijnmond blijkt succesvol. Er werd door de onderzoekers nog wel gesuggereerd dat met een bellenscherm wellicht wat tijd gewonnen zou kunnen worden, voordat er een structurele en duurzame oplossing komt. De werking van een bellenscherm lijkt hier echter niet aannemelijk door het aanwezige getijde. Alleen een duurzame oplossing, zoals zeesluizen, lost het verziltingprobleem op en garandeert voldoende zoet water voor de gestelde landelijke wateropgaven, inclusief het gezond maken van de deltawateren. Het rapport Bulthuis geeft aan dat de veiligheid van de Nieuwe Waterweg niet is gewaarborgd. In het kader van veiligheid en zoetwatervoorziening zijn sluizen de enige oplossing. Via de Nieuwe Waterweg gaat momenteel 1500m³ zoet water per seconde verloren. Wanneer dit water onder meer beschikbaar komt voor het doorstromen van de Zuidwestelijke Delta dan liggen de kaarten heel anders geschud.
Extra investeringen nodig bij verzilting
Voor het inlaten van zout in het Volkerak-Zoommeer zijn forse investeringen nodig. In het geval van verzilting zijn aanpassingen aan dijken en kunstwerken noodzakelijk. Het blijkt dat de dijken van het Volkerak-Zoommeer dan aan een enorme kostbare opknapbeurt toe zijn. Verder dient er gezocht te worden naar mogelijkheden tot het verleggen van inlaatpunten voor waterinname en naar alternatieve zoetwatervoorzieningen. Hoe ingewikkelder of kunstmatiger de zoetwatervoorziening en de waterhuishouding gaan worden, des te duurder en minder duurzaam ze doorgaans zijn. Aan zowel het verzilten en het tegengaan van overlast door zoutlek als aan het realiseren van een gewijzigde zoetwatervoorziening, hangt een kostenplaatje. Verder dient er een beeld te komen van de blijvende kosten die dit alles met zich meebrengt.Methoden dienen nader uitgewerkt te worden om belasting van Hollandsch Diep, Dintel en Steenbergse Vliet, met zout water uit een verzilt Volkerak-Zoommeer zo veel mogelijk te beperken; De kosten van de verzilting worden voorlopig geschat op een kwart miljard euro. De vraag of het sop de kool waard is, wordt steeds vaker gesteld.
Waterkwaliteit
De oorzaken van het blauwalgenprobleem zijn de toegenomen voedselrijkdom en een gebrek aan doorstroming. De afgelopen 40 jaar, de periode dat er sprake is van een Volkerak-Zoommeer, is de waterkwaliteit in Nederland vrijwel overal verbeterd en dat geldt ongetwijfeld ook voor Mark en Dintel en de Steenbergsche Vliet. Tijdens de warme zomer van 2009 was er nog maar drie weken sprake van overlast van blauwalgen. Onderstaande grafiek geeft aan dat het chlorofylgehalte in het Volkerak-Zoommeer de laatste jaren flink is afgenomen, omdat de landbouw veel minder kunstmest is gaan gebruiken wat leidde tot verminderde toevoer van fosfaat.

De basis van verzilting als middel tegen blauwalgen, stoelt nog altijd op de verkenning uit 2002 en 2003 en gaat uit van een ongewijzigd zoetwateraanbod. Er blijven bij de zilte variant onzekerheden over de wijze waarop de gevolgen van een eventueel resterende zoutbelasting op de omliggende wateren zijn weg te nemen, over de optimale getijdendynamiek voor een gezond watersysteem, rekening houdend met de gebruiksfuncties (zoals scheepvaart, afwatering) en over haalbare alternatieven voor de zoetwatervoorziening voor de landbouw . Een oplossing langs de geijkte weg ligt intussen meer voor de hand. Waterkwaliteitsverbetering door afname van de aanvoer van fosfaat en nitraat én doorstroming met zoet water, nemen de oorzaak weg en zijn beduidend goedkoper.

Toekomst Volkerak-Zoommeer in nationaal kader
Zolang de samenhang met een centrale nationale regie nog ontbreekt, is het verstandig om geen overhaaste beslissingen te nemen. De onomkeerbaarheid van de verzilting van een van de grootste zoetwaterbuffers van Nederland en de inrichting van de Zuidwestelijke Delta als onderdeel van het komend integraal landelijk waterbeheer vragen om zorgvuldig afgewogen besluiten. Elke planvorming dient geanalyseerd te worden op de doelen van het Nationaal Waterplan, waaronder waterveiligheid, zoetwatervoorziening en estuariene dynamiek. Hieraan levert de verzilting VZM geen bijdrage. De voorgestelde verzilting veroorzaakt massale sterfte en vervolgens staat het zoute water diverse inrichtingsmogelijkheden voor de delta in de weg. Het Volkerak-Zoommeer zal op zijn vroegst in 2016 verzilt zijn. Nog vóór de voltooiing van de verzilting, geeft de herziene zoetwaterverdeling in Nederland aan of deze ingreep wel nodig is. Bij voorbarige doorgang van de verzilting heeft de milieuwisseling er haar overlast al veroorzaakt en kunnen gedane investeringen onnodig blijken. De Stuurgroep ZWD dringt er momenteel bij staatsecretaris Atsma op aan om op korte termijn een integraal besluit te nemen over de toekomst van het Volkerak-Zoommeer en het Grevelingenmeer. Het ontbreken van de kennis of een dergelijk besluit voor de lange termijn effectief is, maakt een definitief besluit in 2012 veel te riskant. Het ligt voor de hand dat straks het Deltaprogramma andere prioriteiten stelt en daarmee deze verzilting totaal overbodig maakt.
