Geacht Dagelijks Bestuur,
Uit het veld komen geluiden als zouden er tegenstrijdigheden/onduidelijkheden, voor vergunningverleners en vergunningaanvragers, bestaan ten aanzien van bevoegdheden in de samenwerking tussen het waterschap en de Regionale Uitvoeringsdienst (RUD).
- Wat zijn de effecten/ervaringen ten aanzien van de vergunningverlening en handhaving door onze organisatie na de invoering van het activiteitenbesluit?
- Worden er problemen ervaren tussen onze bevoegdheden in het kader van de Waterwet en de bevoegdheden van de gemeenten in het kader van het activiteitenbesluit?
- Bij de nieuwe lozingsregels is sinds 1 januari 2013 meestal de RUD de handhavende instantie. Hoe worden de terugtredende bevoegdheden door onze handhavers in het veld ervaren?
- Is er aanleiding om onze houding ten aanzien van deelname/samenwerking met de RUD te heroverwegen?
