Vroeg in de middag een gesprek met de projectleider van de Overdiepse Polder ter voorbereiding van de bewonersbijeenkomst op 21 oktober. Het project nadert de oplevering en nu is het zaak om de resterende (pijn) punten inzichtelijk te maken en zo snel mogelijk af te ronden of goede afspraken te maken over afronding in de nabije toekomst. De werkzaamheden verlopen nu, door het weer (veel regen) en de grondsoort (klei), moeizaam.
Later die middag een gesprek ter voorbereiding van een AB stuk over de beëindiging van de deelname van het waterschap aan de gemeenschappelijke regeling Regionaal Archief West Brabant, wat het slotstuk is van een bundeling van onze archief activiteiten op Bouvigne met een forse besparing als gevolg.
21 oktober
Vandaag om 7.45 uur vertrokken naar de bestuurlijke ontwikkeldag van de provincie in Eindhoven. Het thema was de bereikbaarheid van zuid Nederland. Het ging onder andere over de mogelijke toekomstige ontwikkelingen rond de Brabant corridor, de A2 en de A67. Mijn interesse bij dit soort bijeenkomsten is gelegen in de vraag: wat kunnen dit soort ontwikkelingen betekenen voor het watersysteem en bestaande of toekomstige ecologische verbindingszones? Liggen hier kansen of bedreigingen?
Van 17.00 tot 19.00 uur woonde ik de bijeenkomst bij voor AB leden over de waterschapsfinanciën.
Om 20.00 uur begon de bewonersbijeenkomst in de Overdiepse Polder, waar vele vragen om een antwoord vroegen. Om 23.00 uur was ik weer thuis. Een lange, maar leerzame dag.

In de morgen het bestuurlijk overleg met Waalwijk. Altijd een prettige bijeenkomst, zelfs als het gaat over moeilijke onderwerpen. Daarbij helpt dat ik wethouder van Groos al vanaf mijn statenperiode ken. Wat moeilijker onderwerpen waren hun havenplannen of de schade aan de havendijk haven van Waspik. Andere onderwerpen waren: klimaatadaptatie, wateroverlast en naar aanleiding van een concrete calamiteit: hoe om te gaan met (verontreinigd) bluswater.
Eind van de middag was er een extra regionaal ruimtelijk overleg van Hart van Brabant, mede om de nieuwe gedeputeerde van Merrienboer bij te praten over de regionale plannen.
23 oktober
Ik ben naar de PAL lezing in Den Haag geweest. Sprekers waren Kees Linse (voorzitter van de commissie MER) en Egbert Dijk van de provincie Overijssel. Beiden spraken over de leefomgevingskwaliteit en wat de nieuwe omgevingswet betekent voor de MER praktijk. Voor veel zaken is straks geen MER advies meer vereist en kan men zaken intern regelen. Het inschakelen van de commissie is dan niet meer vereist! Gepleit werd door de deskundigen voor het handhaven van het twee-ogen-principe zodat bijvoorbeeld een gemeente, als bevoegd gezag, straks niet haar eigen plannen keurt en van milieu adviezen voorziet. Van MER naar OER (omgevingseffect rapportage). Wat de toekomst met de omgevingsvisies gaat brengen zal de tijd leren. Hopelijk zijn de gemeenten en de provincies zo wijs ook de waterschappen te betrekken bij hun visies. Ook als ze mogen verwachten dat de ideeën van de waterschappen de gemeenten niet altijd uitkomen.
