Vandaag een drukke dag. Eerst de Dagelijks Bestuursvergadering (DB) met als onderwerpen onder andere: de begroting 2016, diverse belastingverordeningen, diverse mandateringen en een voorstel over de inhaalslag ‘Keur en oneigenlijk grondgebruik’.
Daarna een werkbijeenkomst van het DB en het directie team over (burger)participatie. Die begon met een inspirerend Youtube filmpje gemaakt in opdracht van het Hoogheemraadschap Stichtse Rijnlanden door Jan Willem Zeelenberg. Waarom doen we het? Wat verwachten we er van? Hoe willen we het voorgeven? Het is moeilijker dan menigeen denkt. Een begin van de antwoorden is voor mij gelegen in: het is onvermijdelijk, we hebben elkaar nodig, we hebben de zelfde belangen (veiligheid, schoon water), we versterken ermee de betrokkenheid en vergroten het draagvlak voor de invulling van onze taken. We moeten wel beseffen dat we dan ook oog moeten hebben voor de belangen van de deelnemers en niet alleen voor onze taken en wat dat kost.
Daarna een portefeuillehouderoverleg over hoe om te gaan met de meekoppelkansen en een regeling voor de kostenvergoedingen voor het eventueel verleggen van kabels en leidingen bij het dijkverbeteringproject Geertruidenberg/Amertak.
De werkdag werd afgesloten met een kennismakingsgesprek met Ellen Verhoef een nieuwe medewerkster die belast zal worden met het verder vormgeven van de samenwerking in de (afval)waterketen tussen ons waterschap, de gemeenten en de drinkwaterbedrijven.
14 oktober
De avond begon met een coalitieoverleg. Omdat het de eerste keer was na de verkiezingen van maart dat de coalitie bijeenkwam, werd eerst een voorzitter aangewezen. Dat werd Joep Taks van 50 Plus. Daarna werden een aantal punten van de Algemeen Bestuursvergadering (AB) besproken die enige afstemming behoefde.
Later op de avond was het AB met o.a. agendapunten als: de kadernota 2016-2025, het waterbeheersplan 2016-2021, een aantal investeringsvoorstellen die energiebesparingen betreffen bij de SNB, en projectplannen o.a. voor de zomerkade langs het Hollands Diep, voor het project Turfvaart-Bijloop Zuid en voor maatregelen tegen de wateroverlast Hoofseweg-Slotbossetorenpark Oosterhout.

Vandaag de landelijke bestuurdersbijeenkomst “samenwerken aan water” in Utrecht met tal van interessante sprekers zoals ter inspiratie Toon Gerbrands (directeur PSV). Vanuit de VNG Ina Adema (burgemeester Veghel) en Riksta Zwart (Vewin). Mooi waren de discussies aan tafel. Aan mijn tafel zat o.a. een vertegenwoordiger van Rioned. Hij pleitte tot mijn verrassing voor de heffing van precariorechten door gemeenten. Zijn argument is: ‘nu is het onder de grond een puinhoop van steeds meer leidingen. Als er precariorechten over betaald moet worden, dan worden alle gebruikers gedwongen tot een goede registratie en bundeling. Hierdoor zouden de kosten bij verlegging en aanleg dalen en de risico’s bij werkzaamheden verminderen.’ Het was een leerzame bijeenkomst.
