In de ochtend twee boerenbedrijven bezocht in de Overdiepse Polder om te praten over de nog te regelen zaken, zodat ook voor hen het project goed en tot genoegen afgerond kan worden.
17 december
In de ochtend weer een gesprek met een boerengezin over hun punten die nog afgerond moeten worden. Stapje voor stapje worden de resterende zaken geregeld en komt het project tot een afronding. De laatste loodjes wegen altijd het zwaarst.
In de middag het regionaal ruimtelijk overleg Midden Brabant (Hart van Brabant) op de locatie Bosrijk/Efteling met gedeputeerde Erik van Merrienboer als voorzitter. Voor mij als vertegenwoordiger van een waterschap in dit gezelschap van wethouders, waren de agendapunten over de omgevingswet en de totstandkoming van gemeentelijke en provinciale omgevingsvisies van belang en de werkafspraken ‘kwaliteitsverbetering landschap Hart van Brabant’. Als waterschappen willen wij daar graag bij betrokken worden omdat we denken dat de inbreng van de waterschappen daar waardevol kan zijn en er door meer integraal te werken geld bespaard kan worden en kwaliteit worden toegevoegd.

Vandaag de laatste DB vergadering van het jaar met een forse agenda met onder andere een evaluatie van het afkoppelbeleid en een onderzoek op grond van artikel 109A van de Waterschapswet. Een belangrijk verbeterpunt is dat de normen/ beleidsregels inzake dit beleid transparanter samengevat dienen te worden. Nu is het voor bijvoorbeeld gemeenten niet altijd helder wat de normen zijn voor afkoppelen c.q. de eisen qua retentie bij nieuwe ontwikkelingen. Er zou, afgestemd met de gemeenten, een lange termijn visie integraal beleid stedelijk water moeten komen, waarbij, om meer kosteneffectief te worden, de maatwerkgedachte centraal zou moeten staan. Doelmatiger zou ook zijn als het waterschap bij nieuwe gemeentelijke bouwplannen eerder bij het planproces en de projectvoorbereiding wordt betrokken. Het handhavingsuitvoeringsprogramma 2016, alsmede het ontwerp projectplan ‘natte natuurparel Lage Vuchtpolder’ werden vastgesteld.
Besproken werd ook het juryrapport van de prijsvraag “waterschappen in het jaar van de ruimte”. In Over Water 20 schreef ik al over de prijsvraag. Toen schreef ik: “De winnaar was het HoWaBo project van waterschap Aa en Maas. Een prachtig project naar mijn mening en die van de jury. Maar smaken verschillen. Op 13 november werden dezelfde ingediende projecten beoordeeld door een ‘publieksjury’ bestaande uit waterschapsbestuurders. De uitslag was geheel anders. De winnaar van toen, de waterberging Zundert, behoorde nu niet eens tot de genomineerden. Voor mij leidt dit tot de conclusie dat, als we werkelijk een ruimtelijke kwaliteitsslag willen maken, we de bestuurders op cursus moeten sturen, want die schijnen er dus niets van te snappen terwijl ze wel de beslissingen nemen. Of zijn de geleerde dames en heren van de jury op een eiland terecht gekomen en leven ze in een andere wereld? Zowel de winnaar van toen (mijn eigen waterschap) als de echte winnaar het HoWaBo project verdienen wat mij betreft de hoofdprijs.”
Uit het totale juryrapport bleek nu dat de winnaar in de ogen van de waterschapbestuurders onze waterberging Zundert niet eens bij de eerste juryselectie zat (10 projecten uit de 16 ingestuurde projecten). Het verschil tussen de beslissers over projecten (de bestuurders) en de ‘deskundige’ jury is wel heel groot. Wat veruit de NUMMER 1 was voor de bestuurders zat niet eens bij de eerste tien (van zestien) bij de jury. De jury, bestaande uit: Prof. Ir. Eric Luiten (Voorzitter en Rijksadviseur Landschap en Water), en Jannemarie de Jonge (geassocieerd lid van de Raad voor de Leefomgeving), en Hamit Karakus (oud wethouder van Rotterdam en nu algemeen directeur van Platform 31), en Paul van Eijk (lector duurzame watersystemen aan de Hogeschool VHL), kwam dus tot totaal andere conclusies dan de waterschapbestuurders!
Misschien ben ik een grumpy die slecht tegen zijn verlies kan, maar het is geen goede zaak dat tussen beslissers en ‘deskundigen’ zo’n groot verschil van mening is over wat ruimtelijke kwaliteit is. Wel kan ik constateren dat de ambtenaren van ons waterschap heel goed weten wat hun bestuurders willen en mooi vinden. Waterschapsprojecten moeten vooral functioneel zijn maar, als het kan, ook kwaliteit toevoegen aan de ruimte die in ons land zo schaars is.
Zelf heb ik het idee dat de juryleden wel heel ver afstaan van de kerntaken van een waterschap. Maar anderzijds kunnen waterschapsbestuurders en ambtenaren leren van wat anderen ruimtelijke kwaliteit vinden.
