Om 9.00 uur de nieuwjaarstoespraak van de secretaris/directeur aangevuld met bijdragen van drie medewerkers die iets vertelden over hun werk en de plannen voor 2016.

In de morgen de DB vergadering voorafgegaan door een themabijeenkomst over de samenwerking in de afvalwaterketen. De projecten en ambities voor de jaren tot 2020 werden toegelicht en er werd gekeken naar de afgelopen jaren en de behaalde resultaten. Ik mag met een zekere trots terugkijken op mijn eigen prestaties en die van Jan Slenders die het 15 maanden van mij had overgenomen. Ondanks dat de besparingsambitie in mijn gebied Hart van Brabant ( Waalwijk, Dongen, Loon op Zand, Tilburg, Gilze en Rijen, Oisterwijk, Goirle en Hilvarenbeek) met dik 10 miljoen euro ruim twee keer zo hoog ligt als in de waterkringen van de collega’s (West en de Baronie) is er al bijna de helft van gerealiseerd. Terwijl de realisatie in die waterkringen slechts ongeveer 25 % is. In mijn ander waterkring Werkeenheid 4 (Woudrichem, Werkendam, Aalburg, Drimmelen, Geertruidenberg en Oosterhout is reeds 75 % van de te realiseren besparing (van ruim 4 miljoen) binnen geharkt. Nu is het zaak om te kijken of met de kennis van nu de ambities verder opgevoerd kunnen worden en vol in te zetten op, met behoud van de kwaliteit van het afvalwaterbeheer, de reeds gestelde doelen zo snel mogelijk, maar in ieder geval voor 2020, te realiseren. Ik dank de betrokken waterschapsambtenaren en de gemeenten voor hun inzet.

Een bestuurlijk overleg met wethouder Marian Janse-Witte van de gemeente Oosterhout over het waterschapsproject ‘inhaalslag Keur en oneigenlijk grondgebruik’.
Op het eind van de middag de traditionele nieuwjaarsontmoeting in het Huis van de Provincie met de altijd inspirerende toespraak van de Commissaris van de Koning, Wim van de Donk.
Ik kom al vanaf 1991 met regelmaat in wat toen nog gewoon heette het provinciehuis. Ik genoot altijd van de uitstraling van het gebouw en het voorliggende imposante plein. Voor mij een architectonisch hoogstandje van architect Maaskant. Maar zoals zo vaak moest er weer zonodig verbouwd worden. Ook in mijn Statentijd (1991-2003) gebeurde dat een keer. Het gebouw moest meer uitnodigend worden voor de bezoeker en het plein autovrij. Dat waren de belangrijke doelstellingen. Als het gaat over de centralehal moet ik zeggen dat dit geslaagd is. Maar over wat er buiten is gebeurd ben ik een stuk minder onder de indruk. De trap waarlangs je vanuit de verdiepte gelegen parkeerkuil de hoofdingang kon bereiken is verdwenen. Resultaat is dat je, als het regent, niet droog de hoofdingang kunt bereiken. Ik vind dat niet meer echt uitnodigend. Maar we zijn niet van suiker en als jongens van stavast moet ik niet zeuren. Maar wat er met het plein was gebeurd vind ik niet kunnen en een forse inbreuk op het ontwerp van Maaskant. Ik kwam voor een andere bijeenkomst wat eerder op de dag aan en kon dus bij daglicht ‘genieten’ van een aantal witte cirkelachtige verhogingen die, na uitleg bleken gevuld te zijn met grond uit alle delen van onze provincie en zo een aantal (grond)biotopen vormden en waarin bij die biotoop passende planten uit alle delen van Brabant groeiden. Je moet het maar verzinnen! Wat eens een imposant plein was dat gebruikt kon worden voor tal van activiteiten was nu een soort van park geworden. Jammer voor de huidige statenleden. Zij zullen het niet meer meemaken dat er voor het Provinciehuis meer dan 80 landbouwvoertuigen als protest opgesteld staan met de daarbij behorende boeren families. Geen plek!
Ook zal het niet meer gebeuren dat meer dan 3000 burgers uit één dorp (Liempde) in ouwerwetse nachthemden en slaapmutsen geleid door een soort van Arnold Schwarzenegger in camouflagepak in protest op een toen uitnodigend plein de dames en heren politici/bestuurders laat weten het met de plannen niet eens te zijn. Geen plek!
Of hebben ze het erom gedaan? Om met een collega oud statenlid te spreken: nu gebruiken ze andere (digitale) manieren om te protesteren, zoals facebook. Of zijn ze gewoon bang voor een burger die iets te vertellen heeft. Ondanks alle mooie woorden over in gesprek gaan met de burger, lijkt het dat dit van de huidige generatie politici/bestuurders niet te uitnodigend mag zijn. Dus mooi groot uitnodigend plein weg er mee, zou dat de gedachte geweest zijn? Jammer! Terwijl juist een overheid ook de protesterende burger zou moeten faciliteren en uitnodigen. Jammer van het plein. Ik zou het graag anders zien. Toen ik vertrok bleek van de motivatie (het autovrij maken van wat eens het plein was) ook niets terecht gekomen te zijn. Tussen de witte ‘eilanden’ hadden zich heel wat dikke automobielen genesteld. Want hun baasjes of vrouwtjes wilden, zoals gebruikelijk, niet nat worden en vooral niet te ver lopen. Ik constateerde dat in de parkeerkuil nog zat plek was. De kracht van de maatpakken en mantelpakjes is toch sterker dan die van de protesterende boer in ketelpak of de wakker liggende Liemptenaren in ouwerwetse nachthemden en slaapmutsen. De door mij gekoesterd herinnering blijft, met één troost: er komen ooit weer nieuwe bestuurders die vast weer een ‘hoognodige’ verbouwing/herinrichting gaan uitvoeren en misschien wordt het dan weer gewoon Provinciehuis in plaats van het chique Huis voor Brabant.
