(NATTE/ZOUTE) DROOM OF NACHTMERRIE – 38: TOEKOMST GERICHT?
Minister Schultz ziet nu geen reden om het Plan Sluizen (ook Plan Spaargaren genoemd: de aanleg van sluizen in de Nieuwe Waterweg), op korte termijn uit te voeren. Het plan is uitgebreid onderzocht door Rijkswaterstaat en de groep ingenieurs die het plan ondersteunden. Sluizen in de Rijn-Maasmonding zijn een serieuze optie voor de tweede helft van deze eeuw, stelt de minister in haar brief aan de Tweede Kamer.
Volgens de ingenieurs die destijds de Deltawerken bedachten (Spaargaren, d’Angremond, Hoekstra, Van Oorschot, Vroege en Vrijling) zal de Maeslantkering bij toenemende zeespiegelstijging en heviger stormen steeds vaker moeten sluiten. Dat kan betekenen dat het een keer mis gaat, want de kering is ontworpen met een faalkans van 1:100. De ingenieurs zijn van mening dat op termijn een sluis onvermijdelijk is. En omdat tussen besluitvorming en daadwerkelijk in bedrijf stellen tientallen jaren zitten, pleiten zij er voor snel te besluiten tot de aanleg van sluizen in de Nieuwe Waterweg. De minister wil de huidige Maeslantkering op zijn vroegst in 2070 vervangen. Zij wil de besluitvorming laten afhangen van de snelheid van de zeespiegelstijging. Tegen die tijd zou het Plan Spaargaren (Plan Sluizen) als alternatief moeten worden meegenomen, schrijft de minister in haar brief de Tweede Kamer.
Tijdens het Wetgevingsoverleg in november 2014 diende het Kamerlid Geurts een motie in om de variant om sluizen aan te leggen in de Nieuwe Waterweg op korte termijn beter te onderzoeken, waarbij eventuele verlaging van de waterstanden achter de sluis en de effecten op het tegengaan van verzilting worden meegenomen en de voor- en nadelen, ook ten aanzien van de kosten, voor te leggen aan de Tweede Kamer. Dat onderzoek is intussen uitgevoerd en de uitkomsten zijn door de minister besproken met onder meer de Deltacommissaris en Frank Spaargaren.
Ir F.Spaargaren heeft op het besluit van de minister mede namens: Prof.Ir.K.d’Angremond, Ir.A.J.Hoekstra, Ir.J.H.vanOorschot, Ing.C.J.Vroege en Prof.Drs.Ir.H.Vrijling, per brief aan de vaste commissie van Tweede Kamer Infrastructuur en Milieu gereageerd. In mijn beleving maken de geleerde heren gehakt van de brief van de minister. Zij houden vast aan de kern van hun advies: “Wij zijn van oordeel dat voor het verzekeren van de gewenste veiligheid, een robuuste zoetwatervoorziening en het tegengaan van verdere verzilting, de sluizen in 2050 dienen te zijn gerealiseerd. Gezien de lange procedure tijd en de bouwtijd moet ons inziens rond 2020 een principe beslissing worden genomen.”
Uit de brief van de geleerde heren blijkt helder: zij vinden het besluit van de minister niet verstandig. De groep gepensioneerde ingenieurs en professoren die het Plan Sluizen bedachten achten voor grote civiele werken met een levensduur van 50 tot 100 jaar adaptatie niet relevant. Over tien jaar weten we immers niet veel meer dan we nu weten. In de tussentijd worden wel beslissingen uitgevoerd die niet passen in Plan Sluizen en dat kan leiden tot 2 – 3 miljard extra kosten. Als voorbeeld vermelden zij: “Het zout maken van het Volkerak-Zoommeer. In het plan sluizen blijft het Volkerak-Zoommeer zoet en in open verbinding met het Haringvliet.”
Waarom iets uitstellen dat uiteindelijk onvermijdelijk is? Dat ook nog eens betekent dat op termijn kosten bespaard worden en dat er nu werkgelegenheid kan worden geboden in een tijd van grote werkloosheid. Eerder publiceerde Ons Water reeds over de wenselijkheid van sluizen in de Nieuwe waterweg een artikel met als titel: “DE HONGER NAAR ZOET WATER”.
