Een thema AB over over (burger)participatie. Het thema begon met een inspirerend Youtube filmpje, gemaakt in opdracht van het Hoogheemraadschap Stichtse Rijnlanden door Jan Willem Zeelenberg. Waarom doen we het? Wat verwachten we er van? Hoe willen we het vormgeven? Het is moeilijker dan menigeen denkt. Een begin van de antwoorden is voor mij gelegen in: het is onvermijdelijk, we hebben elkaar nodig, we hebben dezelfde belangen (veiligheid, schoon water), we versterken ermee de betrokkenheid en vergroten het draagvlak voor de invulling van onze taken. We moeten wel beseffen dat we dan ook oog moeten hebben voor de belangen van de deelnemers en niet alleen voor onze taken en wat dat kost. Mijn ervaringen tot nu toe met participatie van burgers en overheden is niet zonder drempels. Het principe van Rutte 1 was: “Je gaat er over of niet”, terug naar je kerntaken. Nu zouden we met (burger)participatie in ons achterhoofd moeten gaan voor ‘grensontkennend samenwerken’. Kortom we moeten bereid zijn ons bijna overal mee te bemoeien. Een hele overgang. Dat wordt het zeker als je onze Commissaris van de Koning zou moeten volgen met zijn term “eigenschaligheid”. Werk dat maar eens uit als het over dijkverbeteringen gaat. Maar we schijnen er niet aan te ontkomen. We moeten in gesprek met burgers en andere overheden. Zeker als ze ons benaderen met voorstellen over zaken die (mede) gaan over water. Mij past het wel want ik ga graag in gesprek met burgers.
We konden ons verdiepen op vijf mogelijke participatie onderwerpen: bioplastic uit afvalwater, beheer en onderhoud door derden, vluchtelingen en het waterschap, wateroverlast in stad en platteland en overheidsparticipatie. Ieder kon deelnemen in twee rondes bij twee onderwerpen. Ik koos als eerste onderwerp voor ‘vluchtelingen en het waterschap’. De collega’s die ook voor dat onderwerp kozen waren deels te verwachten: afkomstig uit de PvdA fractie, de fractie van Water Natuurlijk, een FNV’er uit bedrijfgebouwd, een agrariër en ondergetekende. We zagen kansen voor vluchtelingen om iets op te steken en voor ons om meer te leren over culturen en samenlevingen die meer gericht zijn op waterschaarste dan de onze. Mijn stelling in de discussie was: “in iedere auto van een beverrattenbestrijder is een stoel vrij.” Als het gaat om de regels, want vluchtelingen mogen haast niks zolang ze geen status hebben, was het gevoelen dat, zoals de sommige pastoors het soms zeggen, het makkelijker is om vergeving te vragen dan om toestemming. Onze regels zijn soms absurd. Ik schreef eerder over op mijn facebook pagina over het verhaal van een vluchteling, die vanuit het kamp Heumensoord graag met een hengel aan de Waalkade zit en bij gebrek aan iets anders probeert de gang van zaken in de stad te doorgronden. Hij doet iets wat niet mag. Vissen zonder vergunning! Niet omdat hij geen vergunning zou willen hebben, hij is er zelfs om geweest, maar om een vergunning te halen moet je niet alleen geld hebben, maar ook een burgerservicenummer. Hij heeft alleen een V-nummer en daarmee kan je geen visvergunning aanvragen, ook al heb je het geld bij elkaar gekregen. Welkom in Nederland! Dus als er bij het waterschap vluchtelingen een voor hen zinvolle dagbesteding kunnen vinden zijn ze welkom ook als we de regels iets moeten buigen. Mijn hele discussie groep was het daarmee eens.
Voor de tweede ronde sloot ik aan bij het onderwerp; bioplastic uit afvalwater. Niet zo gek voor iemand die tientallen jaren werkzaam is geweest in de R&D op een kunstharsfabriek. Mijn conclusie was dat we nog een lange weg te gaan hebben. Een kilo bioplastic uit afvalwater maken levert nog geen levensvatbaar productieproces op. Noch is het helder dat je een product hebt dat te verwerken is tot een verkoopbaar eindproduct. Hier zal in kennis, durf en geld geïnvesteerd moeten worden. Maar de vraag is dan hoe en door wie? Mijn uitgangspunt: Heb lef!

De gehele dag een symposium bijgewoond over “onbegrensde samenwerking” georganiseerd door het Water Governance Centre. Een leerzame bijeenkomst die bijgewoond werd door 130 overwegend grijze mannen en wat vrouwen en welgeteld 2 studenten. Een verhouding die het ergste doet vrezen voor de toekomst. Ik woonde 3 werkbijeenkomsten bij: “sociale innovatie”, “partnerschap in de regio” en “institutioneel is elke samenwerking mogelijk, het ontbreekt aan lef”.
Zelf heb ik het meest genoten van Stefan Kuks (watergraaf van het waterschap Vechtstromen en bijzonder hoogleraar innovatie aan de TU Twente). Hij maakte helder dat de tijd van de Trias Politica ver achter ons ligt. In zijn benadering is er zeker sprake van zeven machten in het politiek systeem. Hij vulde de Trias (de wetgevende macht, de uitvoerende macht en de rechtelijke macht) aan met de macht van de ambtenaren, de macht van de lobbyisten, de macht van de adviseurs en de macht van de media. In zijn verhaal gaf hij mij ook een verklaring voor de uitslag die ik boekte bij de waterschapsverkiezing in Bergen op Zoom (37,7 %). In gemeenteraadstermen 13 zetels. De kiezer kiest bij waterschapsverkiezingen niet voor liberale, christen democratische of socialistische dijken, maar voor deskundigheid was zijn stelling. Daarom is verklaarbaar waarom (als de uitslag van de waterschapsverkiezing vergeleken wordt met die van de Staten die op dezelfde dag gehouden werden) zelfs circa 800 Bergse VVD stemmers bij de waterschapsverkiezing, ondanks dat ze ook op de VVD konden stemmen, op Ons Water, mijn waterpartij, stemden. Die kiezers gaven volgens Kuks het signaal dat zij geen behoefte hebben aan een verpolitiekt waterschap, maar kiezen voor een waterschap dat bestuurd wordt door experts, zoals dat honderden jaren het gebruik was. Nu is het aan de landsregering om het onzalige besluit van het lijstenstelsel bij de waterschapsverkiezing, en daarmee de deur open zette voor de politiek in de waterschapswereld, terug te draaien.
Bij het afscheid kreeg ik het boekje “Building blocks for good water governance” uitgereikt.
Voor de komende weken weer wat leesvoer.
