OVER WATER – 33
De afgelopen maand is het Unie boekje “waterschapsbelastingen 2016” uitgekomen. Voor een waterschapsbestuurder is dat een interessante rapportage die enig inzicht geeft in het functioneren van de eigen waterschap. Natuurlijk is het een stukje appels met peren vergelijken, omdat waterschappen onderling verschillen. Zo kunnen hoog gelegen waterschappen op onderdelen goedkoper zijn,omdat ze geen of weinig dijken hebben. Zo kan het percentage WOZ waarde voor ‘gebouwd’ voor waterschappen met gemiddeld welvarender bewoners, die duurdere huizen bezitten, lager zijn. Ook kan de zuiverings-verontreinigingsheffing voor waterschappen met veel mensen per vierkante kilometer ook wat lager zijn per inwoner.
Toch heb ik met enig genoegen ons waterschap (Brabantse Delta) vergeleken met de 21 andere waterschappen. Qua opbouw van ons gebied worden we wel eens Nederland in het klein genoemd, omdat lage en hoge gebieden ongeveer gelijk zijn qua oppervlakte en we zowel primaire dijken langs de grote rivieren kennen als vele kilometers dijken langs regionale wateren zoals langs de Mark, Dintel en Vliet. De tarieven van de Brabantse Delta liggen gemiddeld circa 19 % beneden de landelijke gemiddelden. Voor ongebouwd op 72,9 % van het landelijk gemiddelde. Voor gebouwd op 87,4 % van het landelijk gemiddelde. De ingezetene heffing op 71,5 % van het landelijk gemiddelde en de zuiverings-verontreinigingsheffing op 93,4 % van het landelijk gemiddelde. Natuurlijk moet je tarieven bezien in relatie met de kwaliteit van de geleverde diensten. In grote lijnen voldoet het waterschap aan de landelijke c.q. provinciale normen. Het is goed te realiseren dat ten aan zien van de Kader Richtlijn Water we voor 2027 nog heel wat te doen hebben.
Ons water zal haar best doen de stijging van de tarieven te beperken en toch de alsmaar zwaardere normen ten aanzien van de veiligheid en waterkwaliteit tijdig te halen.

16 maart
Een gesprek met twee ambtenaren van Bergen op Zoom over de mogelijke aanpak van de klimaatadaptatie in Bergen op Zoom.
17 maart
Bestuurlijk Overleg met wethouder Mario Jacobs van de gemeente Tilburg. De onderwerpen die onder andere passeerden waren het project ‘sloten, oevers en dijken op orde’, de ontwikkeling van de EVZ’s rond Tilburg, klimaatadaptatie en de afvalwaterketen.
18 maart
Vandaag geweest naar de PAL lezing in het provinciehuis van Zuid-Holland. De lezing ging over de toekomst van het EU-landbouwbeleid. Krijn Poppe en Nils den Besten hielden onderhoudende verhalen. Het Gemeenschappelijk Landbouw Beleid (GLB) van de EU kan na 2020 er wat betreft de basispremie voor de landbouwers per hectare wel eens anders ingevuld gaan worden, is hun verwachting. Zo is het streven van een aantal landen om te komen tot één bedrag per hectare voor de gehele EU. Dat zou voor de Nederlandse boeren een forse verslechtering zijn. Wat zou dat kunnen gaan betekenen voor de grondprijs?
Een andere mogelijkheid zou kunnen zijn dat het bedrag ingezet zou kunnen gaan worden als financiering voor regionale duurzaamheidsprogramma’s. Ook dat is een forse wijziging, maar kan ook een stimulans zijn om op regionaal niveau de duurzaamheidsdoelen te gaan realiseren. Kortom: mogelijke wijzigingsalternatieven genoeg. Wat mij in het verhaal verder opviel was de geschiedenis van het GLB. Eén van de argumenten was in 1955 dat de armste gebieden in de EEG de zandgronden waren en die moesten ondersteund/ontwikkeld worden. Nu zijn dat veel wijken in de grote steden en behoren de zandgrondgebieden tot de welvarende delen van ons land.
