ZIEN ZIJ NU HET LICHT?
Volgens een bericht op www.dordrecht.net wil het Waterschap Hollandse Delta snel een uitgebreider onderzoek naar de verschillende effecten van het plan Sluizen Nieuwe Waterweg en het voorkeursalternatief van het Deltaprogramma op de waterveiligheid en zoetwatervoorziening in Zuid-Holland en heeft daarover een brief gestuurd naar de Tweede Kamer. Op dit moment zijn er grote onzekerheden in beide plannen en dus ook over de kosten en baten bij het waterschap Hollandse Delta.
Dit is voor de Verenigde Vergadering van Hollandse Delta aanleiding geweest voor een motie, die verzoekt om dit onderzoek naar voren te trekken bij de Tweede Kamer, zodat er eerder duidelijkheid komt. Een verder onderzoek naar de verschillende effecten moet niet wachten tot de vervanging van de Maeslantkering (volgens planvorming start in 2040), maar moet gebruikt kunnen worden bij de toetsing aan de nieuwe waterveiligheidsnormen in 2023. Het waterschap Hollandse Delta wil een goede en verantwoorde afweging maken welke maatregelen noodzakelijk zijn om een optimale waterveiligheid en zoetwatervoorziening in de toekomst te borgen.
Ons Water heeft al jaren de wens te komen tot een sluizencomplex in de Nieuwe Waterweg. Zo schreven wij in april 2009 een brief aan de Tweede Kamer met onder andere de tekst: “Geachte volksvertegenwoordigers, bezint eer gij begint met maatregelen die grote, niet te overziene, gevolgen hebben voor onze land- en tuinbouw, drinkwatervoorziening en industrie en daarmee voor het economisch fundament van onze samenleving. Bekijk of andere meer duurzame oplossingen geen alternatieven bieden en tegelijkertijd de zoetwatervoorziening voor alle belanghebbenden zekerstellen. Geen uitvoering van het Kierbesluit en geen verzilting van het Volkerak-Zoommeer. Pak het ‘lek’ op de Nieuwe Waterweg aan. Maak nu reeds, en niet pas na 2050, een sluisvoorziening die bij geringe rivierafvoeren gebruikt kan gaan worden en gebruik rivierwater om ook andere wateren, bij voldoende afvoer, zomer en winter door te spoelen.”
Eerder schreef ik het artikel “de honger naar zoet water” met daarin een advies uit 1968: “de bodem van de Nieuwe Maas en de Nieuwe Waterweg te verhogen en vast te leggen.” (Bron: “De waterhuishouding van Nederland” samengesteld door Rijkswaterstaat 1968).
En dan liggen er nog de motie Geurts uit november 2014 en de brief van de deskundigen: Ir. F. Spaargaren, Prof. Ir. K. d’Angremond, Ir. A.J. Hoekstra, Ir. J.H. van Oorschot, Ing. C.J. Vroege en Prof. Drs. Ir. H. Vrijling, met een helder advies: “Wij zijn van oordeel dat voor het verzekeren van de gewenste veiligheid, een robuuste zoetwatervoorziening en het tegengaan van verdere verzilting, de sluizen in 2050 dienen te zijn gerealiseerd. Gezien de lange procedure tijd en de bouwtijd moet ons inziens rond 2020 een principe beslissing worden genomen.”
Ik hoop van harte dat de Tweede Kamer de brief van de collega’s van het waterschap Hollandse Delta naar waarde weet te schatten.
