MINISTER SCHUIFT PROBLEMEN ZOETWATERVOORZIENING VOOR ZICH UIT
Minder dan een tienduizendste van al het water op aarde is zoet oppervlaktewater. Van dit water in rivieren en meren is veel leven en welvaart afhankelijk. Niets is waardevoller dan de kwaliteit, behoud en toename van dit milieu. Vanwege de aanvoer van zoet water, in combinatie met voedselrijkdom, leeft een groot deel van de wereldbevolking in de delta’s. In Nederland worden zoetwatertekorten en verzilting problematisch. De Adviesgroep Borm & Huijgens verklaart hoe men in hemelsnaam in de delta van de grote rivieren last krijgt van zoetwaterschaarste.
Door afname van de minimum zomerafvoeren wordt West-Europa steeds meer afhankelijk van de zoetwatervoorraden. Dat zijn voor ons de stuwmeren in de Alpen, het IJsselmeer en de zoete Zeeuwse en Zuid-Hollandse meren, voor zover deze bekkens aanwezig zijn en er nog zullen komen. Het is van groot belang deze opties te behouden. Het Deltaplan beoogde daarom niet alleen waterveiligheid door kustlijnverkorting, maar ook zoetwatervoorziening door middel van een zoet zuidwestelijk merengebied. Met het afdammen van zeegaten kwam de zee weer aan de kust te liggen en kon zoet water voor de landbouw en industrie blijvend gegarandeerd worden.
Maar het liep totaal anders. De Oosterschelde werd niet zoet. De brakwaternatuur die men er met een stormvloedkering in stand dacht te houden verdween en alles is er nu volledig zeewater. Bij de Grevelingen, een gepland zoet meer, werd de verzoeting afgebroken en kwam er alsnog een zout meer. Aanvoer van rivierwater stopte en alleen het Volkerak en het Haringvliet bleven nog zoet. Maar als het aan de Rijksstructuurvisie Grote Wateren en de Rijksstructuurvisie Grevelingen-Volkerak-Zoommeer ligt, wordt ook daar de zee met open armen binnengehaald. Een fors financieel gat houdt de realisatie nog tegen, tenzij men binnen het Deltaprogramma met geld gaat schuiven van ‘waterveiligheid’ naar ‘waterkwaliteit’. Dit alles is uiterst ongunstig wat betreft verzilting en zoetwatervoorziening en vormt een regelrechte bedreiging voor de landelijke leefbaarheid.
Het doel van het Deltaprogramma is dat Nederland de extremen van het klimaat kan blijven opvangen. De afsluiting van de Nieuwe Waterweg is hierbij een eerste vereiste. Daarna kan zoet water naar het zuidwesten stromen. Doorstroming zal de kwaliteit verbeteren en ook verdunning draagt ertoe bij dat het oppervlaktewater meer voldoet aan de normen. Met een toename van het zoete areaal, kan de nationale noodberging voor rivierwater aanzienlijk uitgebreid worden. De onvoorspelbare regenval en sterk wisselende rivieraanvoeren vragen immers om een veel grotere capaciteit en een centrale regie van berging. Nederland is de enige dichtbevolkte delta waar het meeste zoete water ongebruikt passeert. Het enorme verlies aan zoet water via de Nieuwe Waterweg houdt al jaren het hele Nederlandse waterstelsel in de tang. Ondanks deze kennis, beweerde minister Schultz op 16 juni 2016 tijdens het Algemeen Overleg Water dat het zoetwatersysteem tot 2070 voldoende ‘robuust’ is en goedkoper dan het “Plan Spaargaren”. Ze stelde dat aanvullend onderzoek wat haar betreft niet nodig is. Zo gaat het plan net niet ‘de ijskast in’, maar zal ‘op de plank’ blijven liggen. Deze strategie van het uitstellen van maatregelen zonder een lange termijn kader is verkeerde zuinigheid en bijzonder risicovol. De ernst van de situatie is blijkbaar niet tot de minister en de deltacommissaris doorgedrongen. Zo wordt zoetwatervoorziening, een item dat mondiaal hoog op elke politieke agenda hoort te staan, eenvoudig terzijde geschoven. Het is ijdele hoop dat het Nationaal Bestuurlijk Overleg Deltaprogramma op woensdag 29 juni hier nog enige verandering in aanbrengt.
Op aandringen van Kamerlid J. Geurts heeft de minister dan wel toegelicht dat er in 2021 opnieuw wordt gekeken naar de huidige voorkeursstrategie en dat hierbij Plan Spaargaren wordt betrokken. We vragen ons bezorgd af hoe lang de problemen van toenemende zoetwatertekorten en voortschrijdende verzilting nog door de eindverantwoordelijken worden vooruit geschoven.
