In de morgen de vergadering van het Dagelijks Bestuur met als agendapunten onder andere: een uitvoeringskrediet cofinanciering POP3 water, het project “sloten, oevers en dijken op orde, de aanpak stedelijk gebied”, de bijdrage aan het buurtwaterfonds, een STIKA gebiedscontract, de managementletter 2016-4, onvoorziene uitgaven project oneigenlijk grondgebruik, het projectplan EVZ Kraggeloop, de uitvoering Dijkversterking Geertruidenberg/Amertak, het bidboek natuur van de B5 en actuele beleidsontwikkelingen waterkwaliteit.
In de middag een portefeuillehoudersoverleg over de ontwikkelingen in Drimmelen ter voorbereiding van het bestuurlijk overleg met die gemeente.
In de avond de opening van de waterberging Slotbosse Toren. In mijn verhaal ben ik ingegaan op de goede samenwerking met de gemeente Oosterhout en op wat nog zou moeten gebeuren zoals sanering/oplossing gevolgen van de overstort aan de Burgemeester van Oerslaan.

De inspiratiedag Innovatie van de Unie bezocht, waar ik o.a. deelnam aan de workshop “de mens centraal”. Hier werd het ‘omdenken‘ geleerd. Weg van het “ja, maar….”. Veel humor en inspiratie. Geleid door een spreker afkomstig uit “de niet zo verenigde staten van Amerika”.
Wat ik zelf leuk vond was een stand in de hal waar uitleg werd gegeven over een project met als doel het hergebruik van thermoharde composieten, zoals oude polyesterbootjes of buizen. Als ontwikkelaar en toepassingstechnicus van de thermohardende grondstof (polyesterharsen), is het geweldig om te zien dat aan het einde van de levenscyclus van een product gezocht wordt naar hergebruik.
Daarna de uitreiking van de water innovatieprijzen 2016 te Amersfoort. Nu gun ik iedereen een feestje en een prijs, maar dan wil ik wel het gevoel hebben dat er werkelijk iets bijzonders is gebeurd dat een feestje en een prijs rechtvaardigt. Ik benader al jaren het zogenaamde innovatieve imago van de waterschappen met de nodige argwaan. Want bij overheden kom ik zelden iets innovatiefs tegen. Naar mijn opvatting komt dat omdat bij ambtenaren, bestuurders en politici er een overmaat aan risico aversie aanwezig is. Er zal maar iets fout gaan of niet het gewenste resultaat geven, dan zijn de mogelijke commentaren van de oppositie dodelijk en dat moet immers voorkomen worden! Ik heb mijn beroepsmatige leven (40 jaar) doorgebracht op research- en ontwikkelingsafdelingen van een zaadkwekerij en een kunstharsfabriek. Daar leerde ik dat zonder het betreden van onbetreden paden er geen echte vernieuwing aan de orde zullen zijn. In de praktijk van mijn beroepsmatige leven was het vooral de vrije research die gewenste patenten en innovaties bracht. De doelresearch bracht wel vernieuwingen in de zin van doorontwikkelingen van bestaande producten, of de introductie van technieken van anderen brachten wel efficiëntie verbeteringen, maar dat werden geen innovaties genoemd. En deze waren ook nooit patenteerbaar. Als uitvinder van een bepaald gepatenteerde product/productiemethode (United States Patent nr. 4255464) matig ik mij aan enige kennis te bezitten van het herkennen van innovaties en innovatieve werkwijzen.
Ook nu was er net als vorig jaar het nodige borstgeklop over hoe innovatief de Nederlandse watersector wel zou zijn. Naar mijn opvatting is de vrijwel mondiale erkenning van ons hoge kennisniveau meer te danken aan het goede werk dat Nederlandse waterdeskundigen door de eeuwen heen hebben verricht, dan aan de huidige beperkte toevoeging aan die kennis.
Ik ben er van overtuigd dat iedere waterschapsmedewerker zijn werk goed en steeds beter wil doen. Hij of zij denkt zeker na over hoe dingen beter kunnen. Maar dat is normaal. Het resultaat van dat denken en continue verbeteren zijn zelden innovaties. Het zijn veelal toepassingen van bestaande technieken. Zo ook nu. De winnaar in de categorie waterveiligheid had niets met innovaties te maken. Het was hooguit een goed voorbeeld van samenwerking tussen het waterschap, gebiedspartijen, bewoners, provincies en gemeenten. Als we ‘samenwerken’ een innovatie noemen zegt dat veel over ons. Samenwerken is wat mensen behoren te doen. Dat is geen prijs waard. Bij niet samenwerken hoort een berisping. Gelukkig had het publiek meer verstand van innoveren dan de ‘deskundige’ jury met grote namen. Zij wezen het zandsproeien als meest innovatieve project aan. De enige toekenning die, wat mij betreft, dicht bij een innovatie komt was in de categorie schoon water. Een project van het Hoogheemraadschap van Delfland, waar geprobeerd wordt microverontreinigingen af te breken en de concentraties van nitraat en fosfaat verder te verlagen en zo het gereinigde water te kunnen hergebruiken. Zelf heb ik enige scepsis of de gebruikte methode een echte oplossing is voor microverontreinigingen zoals medicijnen en hormonale stoffen. Maar het doen van dit soort projecten, die niet altijd en met zekerheid volledig effectief zullen blijken te zijn, vergt bestuurlijke moed. En dat waardeer ik. Want hoe je het wendt of keert, ieder onderzoek of proef kost geld en levert niet altijd het 100 % resultaat op. Wat het wel oplevert is kennis waarmee verder gebouwd kan worden aan een schoner Nederland.

Ik ben naar de PAL lezing geweest in het provinciehuis van Zuid-Holland over de ‘Omgevingsopgaven voor de provinciale én nationale omgevingsvisie’ gegeven door Rienk Kuiper (PBL). Een interessante lezing, waarbij mij het meest opviel dat als één der risico’s bij de vormgeving van de visies de sociale stabiliteit werd genoemd. Voor mij is het voor het eerst dat ik een topambtenaar sociale stabiliteit hoor noemen als een risicofactor waar rekening mee gehouden zo moeten worden.
