NATTE VOETEN
Vandaag, in het weekeinde en de afgelopen weken nam het hoge water in de media een prominente plaats in. Voor het eerst waren alle stormvloedkeringen gesloten en werden ook de gerealiseerde maatregelen in het kader van het hoogwaterbeschermingsprogramma en het ruimte voor de rivierprogramma grotendeels benut.
In de Volkskrant van zaterdag 6 januari viel zelfs de kop te lezen “Natte voeten blijft een reële dreiging”. Hoogleraar Bas Jonkman stelde in die krant “2 meter stijging van de zeespiegel kan het systeem niet aan”. Nu zijn weinig mensen bang voor natte voeten. Dat zijn ze onder de douche wel gewend. Maar het is slechts een eufemisme om iets beangstigend als overstroming niet hard op uit te spreken.
Als waterschapsbestuurder kijk ik altijd uit naar het jaarboek van de dijk. Het projectenboek 2018 leverde voor mij wel een aantal verrassingen op zoals twee impressiekaarten “Nederland Oostwaarts 2100” en “Nederland Omhoog 2100”.
Voor mijn gevoel is er voor het eerst het besef dat scenario’s mogelijk werkelijkheid kunnen worden die nu nog niet als reëel worden aanvaard. Voor het eerst zie ik in een Rijksdocument dit soort kaarten verschijnen. Ik ben er blij mee. Nu nog het besef dat dit bij het denken over de toekomst van Nederland een gevolg zou moeten hebben. Moet er geen verschuiving gaan komen over waar accenten moeten worden gelegd bij publieke investeringen in bijvoorbeeld infrastructuur? En hoe die uitgevoerd moeten worden?
Voor mij andere opvallen de zaken waren:
- “We willen niet alleen een veilige dijk, maar ook een duurzame dijk.”
- Deal GWW versie 2.0 beloven de Dijkwerkers van Rijkswaterstaat en de waterschappen dat “duurzaamheid in 2020 een integraal onderdeel vormt van alle dijkversterkingsprojecten, vanaf de verkenning”.
- Uit de stellingen uit het dijkwerkerspanel: “In 2050 worden alle dijken door de omgeving ontworpen.” Slechts 14 % onderschreef deze stelling!
- In de top 40 van de meest gefotografeerde dijken en dijklocaties van Nederland komt West-Brabant niet voor!
- “In haar rol als assetmanager kijkt ze verder dan het beheer van de huidige dijk, maar naar de gehele levensduur van de kering.”, aldus Claudia van Ackooij van waterschap de Stichtse Rijnlanden.
- In het werkgebied van Brabantse Delta het Drongelens kanaal: “De planstudie en voorbereiding op de realisatie is voorzien in 2018 en 2019. De realisatie vindt in 2020 plaats.”
- In het werkgebied van Brabantse Delta Geertruidenberg en Amertak: “In 2018 start de planuitwerkingsfase. Hierbij wordt met name voor de Slikpolder nauw samengewerkt met de gemeente Geertruidenberg. Voor wat betreft de Amertak is de pipingproblematiek overheersend. Hiervoor wordt verbinding gezocht met de projectoverstijgende verkenning Piping (POV-P).”
Dit jaarboek laat zien dat men steeds toekomst gerichter aan de slag gaat. Niet meer alleen het hier en nu, maar ook steeds meer: wat betekent dit voor de toekomst van de dijk en het achterland?
