VOORLANDEN
Begin 2017 is de Projectoverstijgende Verkenning (POV) Voorlanden gestart. Dit is een verkenning die voor het waterschap Brabantse Delta binnen het dijkversterkingsproject Geertruidenberg/Amertak en toekomstige projecten in dit gebied grote gevolgen kan hebben.
Waarom? De effecten van het voorland kunnen gevolgen hebben voor het ontwerp van de nieuwe Slikpolderdijk en mogelijke buitendijkse dijkverbeteringen in dit gebied en de noodzaak tot compensatie van de eventuele verloren gegane ruimte voor de rivier. Het ministerie van Infrastructuur en Waterstaat stelt zich op het standpunt dat het Rijk wel instemt met buitendijkse versterkingen, als binnendijkse versterking redelijkerwijs niet mogelijk is, maar vasthoudt aan de noodzaak dat er ook bij geringe waterstandverhogingen volledig gecompenseerd wordt. De argumentatie van het Rijk daarvoor is dat andere initiatiefnemers die activiteiten ontplooien die tot waterstandverhoging leiden dit ook moeten compenseren.
In het gebied van de dijkversterking Geertruidenberg/Amertak spelen in de nabij toekomst mogelijk een drietal projecten waarbij deze compensatie aan de orde kan komen, te weten:
- de mogelijke uitbreiding van de jachthaven op de oostelijke Dongeoever waarbij gedacht wordt aan een sluisje om de jachthaven bij hoogwater af te kunnen sluiten.
- een mogelijke verandering van een afslag van de A59 en de effecten/mogelijkheden daarvan op de waterkeringen ter plaatse.
- en de verkenning afsluiten Amertakken in geval in dit gebied verdere dijkversterkingen/verhogingen noodzakelijk zouden zijn.
Waterschappen zoals Brabantse Delta hebben met Rijkswaterstaat een gezamenlijk belang voor de waterveiligheid in het Rivierengebied. We hebben elkaars ruimte (zowel van de waterschappen als van Rijkswaterstaat) nodig om te werken. Daarbij is het belangrijk alleen buitenwaarts te versterken indien binnendijks redelijkerwijs niet mogelijk is en dat als buitenwaarts versterkt wordt, geringe waterstandverhogingen worden toegestaan en compensatie, ook met eerder ontstane ruimte voor de rivier, bijvoorbeeld met een dijkverlegging zoals bij de Slikpolder mogelijk is.
Het Rijk lijkt bereid om compensatie mogelijk te maken buiten een project, bijvoorbeeld door mee te koppelen met andere projecten, dan wel te compenseren binnen de Lange Termijn Ambitie Rivieren (compensatie per riviertak en op termijn). Nu is het zaak de ruimte voor de rivier die ontstaat door de verlegging van de Slikpolderdijk te reserveren als toekomstige compensatie voor de projecten in het gebied Geertruidenberg/Amertak die ruimte nemen van de rivier, zoals de mogelijke afsluiting van de Amertakken. De POV Voorlanden inventariseert ook en zoekt oplossingen voor mogelijke ‘belemmeringen’ bij de berekening in de benodigde dijksterkten ingeval van voorlanden. Met als doel te komen tot een optimale weging van voorlanden. Deze POV is derhalve van belang voor het uiteindelijke ontwerp van de nieuwe Slikpolderdijk. Hierbij zijn een aantal elementen van belang: techniek (o.a. effect voorland in hydraulische belasting), beheer (o.a. juridische zeggenschap en natuur beheer), organisatie (o.a. besluitvorming over activiteiten in het voorland), financieel (o.a. levensduur en meekoppelen bij externe initiatieven zoals bijvoorbeeld een haven) en beleid (o.a. combineren functies in voorland). Kortom er is veel dat met betrokkenen besproken moet worden.
