Geacht dagelijks bestuur,
In januari 2016 is verschenen de beleidsstudie “Waterkwaliteit nu en in de toekomst met als subtitel eindrapport ex ante evaluatie van de Nederlandse plannen voor de Kaderrichtlijn Water” ( http://www.pbl.nl/publicaties/waterkwaliteit-nu-en-in-de-toekomst), uitgegeven door het Planbureau voor de Leefomgeving. De hoofdconclusie was: “Met de huidige plannen verbetert de waterkwaliteit in veel wateren wel, maar niet voldoende. Om de KRW-doelen te halen is extra inzet nodig van het Rijk, de waterbeheerders en agrariërs.” In voornoemde beleidsstudie zijn een aantal stoffen van opkomende zorg benoemd en de stand van zaken qua kennis en te noemen beleidsinitiatieven.
Geneesmiddelen: “EC komt met voorstel in 2017. NL: ketenakkoord ‘geneesmiddelen en milieu’ is in voorbereiding”.
Microplastics: “RIVM stelt in 2015 een review background document op. EU: Kaderrichtlijn Marien (KRM) NL: ketenakkoord ‘primaire microplastics in cosmetica’ Aanpak van microplastics wordt door NL (voorzitter van de EC 2016) op de agenda gezet.”
Nanodeeltjes: “Beleid ontbreekt. EC komt in 2015 met voorstel om de Europese Stoffenrichtlijn (REACH) aan te passen.”
- Wat is de stand van kennis en kennisopbouw rond voornoemde ‘stoffen van zorg’ binnen de beleidsbepalende instanties?
- Neemt het waterschap Brabantse Delta deel aan projecten ter bevordering of opbouw van kennis ten aanzien van voornoemde ‘stoffen van zorg’?
- Zo ja, op welke wijze?
- Is er, binnen het waterschap Brabantse Delta, het Rijk, de provincie Noord-Brabant of de EU beleid gevormd of openbaar bekend in voorbereiding rond voornoemde ‘stoffen van zorg’?
- Zo ja, wat is dan dat beleid?
In hoofdstuk 6 werden mogelijke beleidstrajecten naar 2021 aangegeven, zoals:
– Doelen aanpassen. “Een eerste stap kan zijn dat waterbeheerders de doelen aanpassen. ‘Doelaanpassing’ is een term uit de KRW en geldt voor waterlichamen waarvoor nieuwe (wetenschappelijke) inzichten zijn over de effecten van maatregelen. Waterbeheerders mogen de doelen aanpassen binnen de richtlijnen van de KRW (artikel 4.3) zonder dat daarbij een uitgebreide verantwoordingsprocedure hoeft te worden doorlopen.”
– Aanvullende maatregelen. “Als (na een eventuele doelaanpassing) de verwachting is dat het doel in 2027 nog steeds niet wordt gehaald, dient te worden gezocht naar mogelijkheden voor extra maatregelen. Om de ecologische doelen dichterbij te brengen, moeten de emissies van nutriënten en gewasbeschermingsmiddelen omlaag. Voor het verminderen van deze emissies is een combinatie van generiek bronbeleid en gebiedsgerichte maatregelen het meest geschikt. Dit vergt een verdergaande integratie van het mest- en gewasbeschermingsbeleid en het waterbeleid dan nu het geval is. De effectiviteit van maatregelen is afhankelijk van de regionale situatie. Daarom moeten waterbeheerders en andere belanghebbenden in de regio gezamenlijk op zoek gaan naar een maatregelenpakket dat voor de betreffende regio het meest geschikt is.” “Maatregelen gerelateerd aan de landbouw kunnen worden opgepakt in samenhang met het Deltaplan Agrarisch Waterbeheer. Op deze wijze kan een zo groot mogelijke acceptatie door agrariërs worden bereikt, en kan worden aangesloten bij initiatieven vanuit de agrarische praktijk. Voor de financiering kunnen ook gelden uit het POP3/GLB worden gebruikt.”
– Doelen verlagen. “In gebieden waar de huidige KRW-doelen niet te combineren blijken te zijn met andere functies en doelen, zal expliciet moeten worden gekozen tussen het accepteren van de beperkingen op andere functies en het nemen van de benodigde extra maatregelen om de huidige KRW-doelen te halen, of het verlagen van de ambities voor de KRW als het belang van de andere functie(s) te groot wordt geacht. Ook waar extra maatregelen mogelijk zijn, kunnen deze toch als niet haalbaar worden beoordeeld, bijvoorbeeld omdat de kosten onevenredig hoog worden gevonden of omdat grote groepen mensen de maatregelen onacceptabel vinden. Wanneer wordt besloten om doelen en maatregelen niet met elkaar in overeenstemming te brengen, moeten waterbeheerders de doelen naar beneden bijstellen.” Dit vergt volgens artikel 4.5 van de KRW wel een uitgebreide verantwoordingsprocedure tegenover de Europese Commissie.
- Is ons waterschap c.q. uw DB in het licht van de realisering van de KRW doelen voorbereidend bezig met de mogelijke aanpassing van de doelen, mogelijk aanvullende maatregelen of met de mogelijkheid de doelen te verlagen?
- Zo ja, op welke wijze en wanneer wordt het AB hierbij betrokken?
