De afgelopen jaren heb ik veel geschreven over de noodzaak anders om te gaan met gebouwen en verhardingen. In Over Water 158 heb ik uitgebreid aangegeven wat burgers zelf kunnen doen. In een artikeltje in de BSD nieuwsbrief in mei 2016 heb ik als voorbeeld gegeven de Rain(a)way-tegels, een nieuwe doorbraak in de strijd tegen overtollig water. In een artikel in juli 2016 heb ik geschreven over de groeiende belangstelling voor nuttige en esthetische toepassingen van groen op harde verticale oppervlakken, zoals beton. Op een recent door mij bezochte beurs over de inrichting van de openbare ruimte werd veel aandacht besteed aan hoe ook met toepassing van min of meer traditionele bestratingsmaterialen het verhard oppervlak kan vergroenen. Zelfs betonfabrikanten komen met complete productlijnen met de kreet “steen ontmoet gras” die laten zien dat vergroenen van grote oppervlakten esthetisch, met behoud van functionaliteit, gewoon kan. Ook komen er allerlei systemen om groen tegen gevels goed en duurzaam toe te gaan passen.
De afgelopen zomer laat zien dat een aanpak van hittestress en een waterbeheer dat zowel een bijdrage levert aan de aanpak van verdroging en wateroverlast nu echt van de grond moet gaan komen. Maar er zijn veel meer positieve effecten van vergroening, zoals vermindering van de verdroging in de natuur, vermindering hittestress, verbetering luchtkwaliteit, verbetering van de biodiversiteit en verhoging van de belevingswaarde van een meer groene omgeving. Zo heeft gevelbeplanting tal van voordelen: het beschermt een gebouw tegen opwarming door de zon en zorgt voor verkoeling in de zomer, het verlaagt het warmteverlies in de winter door het beperken van de windeffecten, het reduceert geluidsoverlast, het heeft een brandvertragende werking, het vergroot de belevingswaarde, het verfraait de omgeving en het straatbeeld, het zorgt mede voor een goede luchtvochtigheid, het levert, door verdamping van water, een bijdrage aan een koeler klimaat in de zomer, het zuivert de lucht door het invangen van fijnstof, het bevordert de biodiversiteit en maakt de verstedelijkte ruimte leefbaarder voor mens en dier. Het heeft tal van positieve effecten op de gezondheid en werkt stress verlagend.
Kortom: gemeenten moeten, meer dan tot nu toe, gaan nadenken over vergroenen van hun omgeving en hoe particulieren en bedrijven daarbij te betrekken en te motiveren hier een bijdrage aan te leveren, want veel verharde oppervlakten betreffen parkeer- en opslagterreinen en platte daken.
Waterschappen zouden moeten gaan werken aan de aanpassing van belastingsystemen, zoals een vorm van ’tegeltax’ zodat bedrijven met grote verharde oppervlakten worden gestimuleerd die te vergroenen.
