Afgelopen maand is het nieuwe algemene bestuur van het waterschap Brabantse Delta, als onderdeel van het inwerkprogramma op excursie geweest. Vroeger noemde we dat in waterschapkringen een schouw! We schouwde (bekeken) wat de situatie was. Bij z’n schouw presenteerden het waterschap en haar medewerkers zich aan het bestuur en lieten zich van de beste kant zien. Zodat alles er tiptop uitzag. 
Dat bleek nu toch wel iets anders. Bij het eerste te schouwen object, een stuw in de Mark, een kapotte/verbleekte peilschaal grotendeels bedekt met bruine aanslag!
Daarna met de bus naar Oosterhout waar de openbare ruimte van o.a. de Hildebrandlaan was vergroend. Een prachtig gemeentelijk project om de bebouwde omgeving meer klimaatbestendiger te maken. Jammer alleen dat ondanks de vele openbare parkeerplaatsen de burgers niet mee genomen zijn om hun gronden wat minder versteend te maken! 
Toen in Oosterhout naar de inlaatduiker die in tijden van droogte het Mark/Vlietsysteem van zoetwater van uit het Wilhelminakanaal kan voorzien. De omgeving was niet bepaald schoongemaakt 
nu het bestuur de boel kwam bekijken! Dat was vroeger wel anders! Daarna voorzag het programma in een bezoek aan de Marksluis. Vroeger zou dit ‘hoge’ bezoek verwelkomt worden door een medewerker van Rijkswaterstaat die met trots en trillende stem de bezoekers welkom zou heten en ZIJN sluis, het ‘mooiste’ waterstaatkundige werk waar Nederland trots op mag zijn, later zien. Niets van dat al! De poort werd voor de neus van de bezoekers gesloten en op slot gedaan. De tijd van een medewerker zat erop. De bezoekers mochten van achter het hek 
de uitleg krijgen van een waterschapmedewerker over hoe ‘goed’ het waterschap met Rijkswaterstaat wel samenwerkte! Dit soort sluizen die vroeger vrij toegankelijk waren zijn verboden gebied verklaard voor onbevoegden. Inclusief de bedreiging met artikel 461 van het Wetboek van Strafrecht. Er moest maar met Maasbracht gebeld worden met het Nautisch Centrum.
Het enige goede voor mij als Bergenaar was dat het hekwerk dat deze ‘onbevoegden’ buiten hield gemaakt was door Hekbouw een Bergs bedrijf. 
Vroeger kon ik nog met mijn zoon of een paar opa zeggers Neerlandstrots bezoeken en hun laten proeven aan de prachtige/machtige werken die de waterbouwers die Nederland maakten tot stand hadden gebracht en dit kleine landje ‘groot’ hadden gemaakt. Nu zijn zelfs de bestuurders van een waterschap al niet meer welkom! De tijden zijn veranderd!
