Vorige week publiceerde ik het artikel ‘wateroverlast’. De bedoeling van dat artikel was planologen, stadsontwikkelaars, stadsvernieuwers, wegontwikkelaars, architecten, hoveniers, riooldeskundigen, en waterbeheerders aan het praten te krijgen met waterbeheerders, groenbeheerders, vastgoedontwikkelaars en ontwerpers en om ‘water’ in beeld krijgen en hen maar ook bestuurders als wethouders, gedeputeerden, raadsleden en waterschapbestuurder ‘verplichte’ literatuur ter lezing geven. Ik promootte Ervaringen met de aanpak van regen wateroverlast in bebouwd gebied. Voorbeelden en ontwikkelingen anno 2014 en Extreme neerslag, een uitgave van de Hogelschool van Amsterdam.
We zijn nu een week verder, een week met weer veel en op sommige plaatsen zelfs extreem veel neerslag. Overheden zoals gemeenten, waterschappen, provincies en RWS maar ook grote terreinbeheerders moeten aan de slag. Vele zijn weliswaar een beetje begonnen maar er moet nog veel meer gebeuren, en omdat wat er moet gebeuren vele tientallen jaren zal vergen, zouden we haast moeten hebben. Niet uitstellen tot de ‘oude’ garde van ‘zo doen we dat nu eenmaal’ en van ’zo heb ik het geleerd’ weg is, maar NU aan de slag. Niet met experimenten die elders allang hebben plaatsgevonden en hier hooguit onder de titel ‘innovaties’ nog eens worden herhaald maar gewoon doen. Als oud medewerker research en development bij AKZO-Nobel en ervaren bestuurder (gemeentelijk, provinciaal en waterschappen (zie CV) weet ik hoe conservatief en risicomijdend overheden zijn. Eerst tien kleine experimenten voordat mijn iets durft te veranderen. Ook ambtelijke organisaties zijn zelden echt innovatief, hoewel ze tegenwoordig al snel dat etiket innovatief hangen aan wat ze doen. Ik schreef hier over al eens vaker mijn frustratie weg o.a. Over Water 66 (de inspiratie dag van de Unie 17 november) en Over Water 20 (waterinnovatieprijzen 2015) en Over Water 120 ( markt- en innovatiedag van de Unie 2017)
Vaak is iets innovatie noemen meer een vorm van borstklopperij. Het mooiste voorbeeld hiervan is dat als het gaat over mogelijke zoet/zout scheidingen in te zetten bij de conservering en bescherming van zoetwatervoorraden het bellenscherm als alternatief wordt genoemd en in de stukken van RWS deze schermen nog steeds als innovatief door Rijkswaterstaat worden betiteld. Deze techniek werd al in 1968 in de grote schutsluizen te IJmuiden gebruikt (bron: pagina 33 “De waterhuishouding van Nederland” samengesteld door Rijkswaterstaat 1968).
Zelf denk ik dat ambtelijke organisaties door de natuurlijke selectie van ambtenaren (wie solliciteert waar en waarom en wie wordt om welke kwaliteiten aangenomen) per definitie gericht zijn op risicoreductie. Vroeger was het zeker zo dat wie zekerheid zocht ambtenaar werd. Dit is paradoxaal, omdat vernieuwen haast per definitie het nemen van risico’s betekent. Je zoekt dan nog niet betreden paden. Ambtenaren en hun bazen (de bestuurders) zijn eerder risicomijdend dan risiconemend. Dat moet als de bliksem veranderen. De bereidheid te vernieuwen moet er komen omdat veel oude gewoonten niet de oplossingen bieden. De klimmaatwereld verandert in hoog tempo.
Er zijn tal van websites te bezoeken op zoek naar ideeën om de opgaven waar het klimaat ons voor stelt aan te pakken. Voorbeelden: het Kennisportaal Klimaatadaptatie, soms ook met goede nieuwsbrieven zoals de Hoog Water kenniskrant over gevolgbeperking overstromingen, en groenblauwe netwerken, waar ook het boek te vinden is dat voor mij een soort van “handboek soldaat” voor groenblauwe ‘werkers’ is “Groenblauwe netwerken: handleiding voor veerkrachtige steden”. Het bevat ruim 600 pagina’s en zou voor iedereen die betrokken is bij de vormgeving en inrichting van de stedelijke omgeving verplichte leeskost moeten zijn. Dit boek is niet alleen voor professionals, maar ook voor particulieren een gereedschapskist, inspiratiebron en naslagwerk.
Het bevat tal van nationale en internationale voorbeelden hoe onze steden meer klimaatbestendig zijn te maken. Het beperkt zich niet alleen tot water en groen maar heeft ook aandacht voor hoe vaste levenloze materialen zoals bestratingen, asfalt en beton onze leefomgeving beïnvloeden. Gebruik van ook die kennis is nodig om hittestress effectiever aan te pakken.
Hiltrud Pötz van Atelier groenblauw kan als schrijfster/redacteur van deze handleiding wat mij betreft voor iedere betrokkene bij de vormgeving en inrichting van de stedelijke omgeving een inspiratiebron zijn om Nederland echt stap voor stap voor te bereiden op een toekomst waarin het klimaat ons voor steeds zwaardere opgaven zal stellen. Nu nog de politici en bestuurders er van doordringen om met Henriëtte Roland-Holst te spreken:
