Tot 1500: de tijd van het overal schone water.
1500 – 1830: de groei van de steden en de concentratie van ambachten daarin. De opkomst van ziekten/ epidemieën die slecht water gerelateerd waren.
1830 – 1900: de cholera slaat toe in steden als Londen. Bekend is de The Broad Street cholera uitbraak in 1854 veroorzaakt door besmet water uit de waterpomp op Broadstreet. John Snow een Brits wetenschapper/epidemioloog legde het verband.
1897 tot nu: in 1897 werd de Staatscommissie Lynden geïnstalleerd door koningin/regentes Emma onder voorzitterschap van Robert Melvil baron van Lynden. Die in 1901 middels een lijvig en degelijk rapport van ruim 200 pagina’s uitgebracht, met tal van aanbevelingen. Afgestemd op het ontwerp Gezondheidswet, het welk in 1903/04 werd ingediend, maar nimmer behandeld en is in 1905 ingetrokken.
Toen begonnen we reeds met achter de feiten aan blijven lopen. Wel plannen maken maar die slechts deels uitvoeren. Meer dan 120 jaar wanbeleid op het vlak van water en natuur. Toen spraken werd er in het parlement nog heldere taal gesproken Wat we nu stikstofverbindingen noemen was toen nog gewoon stront en zeik. In 1952 kwam de Hinderwet en in 1970 wet verontreiniging oppervlaktewateren.
Vanaf John Snow zou het besef er moeten zijn dat men meer moet praten dan doen. En zou het lied wat nu uit aller Rotterdamse kelen klink door politici in praktijk moeten worden gebracht.
