Mijn waterschap Brabantse Delta is hard op weg bestuurlijk het slechte voorbeeld van waterschap Hollandse Delta te volgen. Als mijn informatie klopt zijn er op 31 mei dertien kandidaten voor het Dagelijks Bestuur en misschien ben ik dan nog niet compleet, dit alles nog voordat de functieprofielen of gewenste deskundigheden zijn geformuleerd en gepubliceerd. In het betoog van ondergetekende op de AB vergadering van 18 april 2023 verwees ik daar reeds naar. “Waarbij Ons Water benieuwd is hoe aanbeveling 2.3.1 de functieprofielen voor de DB leden, qua taak en deskundigheden, wordt ingevuld.”
Je hebt dus geen dijkgraaf als Bonjer nodig om bestuurlijk af te glijden naar een totale politisering en naar grenzeloze persoonlijke ambities. Na de woorden “dat gaan wij doen” van de fractievoorzitter van de BBB op 18 april 2023 is de politisering compleet. Ik heb nog nooit in mijn meer dan 30 jaar waterschapervaring meegemaakt dat partijen (AB leden) feitelijk buitengesloten werden van de discussies over de totstandkoming van een bestuursakkoord.
De inschakeling van een verkenner (zonder waterschapervaring) en het benoemen van informateurs die niet spraken met andere AB leden dan die van de beoogde coalitiepartijen hebben ertoe geleid dat politieke uitsluiting een feit is.
De politisering is in 2008 geboren met de afschaffing van het personenstelsel en de introductie van (politieke) partijen; bestuurlijk worden de waterschappen sindsdien uitgehold. Waar het eens ging om de inhoud gaat het nu helaas alleen om de macht, zo lijkt het.
De Hollandse ziekte heeft ook het Generaliteitsland Brabantse Delta bereikt. Een partizaan zou van de strijd moeten houden die door de liefde voor zijn land (of voor zijn waterschap) van munitie en strijdlust wordt voorzien. Toch ervaar ik nu alleen een zwaar verlies.
