Onderstaande mail verzond ik naar de politiek leider van de BBB in het waterschap Brabantse Delta die ik ook ken als gewaardeerd collega in de Bergse gemeenteraad. Het is een reactie naar aanleiding van het gesloten coalitieakkoord (BBB, VVD, West-Brabant WaterBreed, Water Natuurlijk en het geborgde Ongebouwd (de agrariërs).
Met zorgen en in frustratie kijk ik terug op het proces dat geleid heeft tot het coalitieakkoord en geef ik een analyse van de mogelijke gevolgen. Ik zie geen balans. Al bladerend door het stuk krijg je alleen al op basis van de foto’s de indruk dat het werkgebied van de Brabantse Delta alleen bestaat uit boerenland. Ik zie geen balans tussen de taken en belangen van het waterschap en al haar inwoners en belangengroepen. Op basis van de foto’s lijkt het waterschap gelegen te zijn in het Groene Hart van Zuid-Holland. Wel koeien en gras, geen bossen, geen open akkerland. En waar de ruim 840.000 mensen wonen is een raadsel!

Ik heb met interesse kennis genomen van het document “Water verbindt ons- Coalitieakkoord WBD 2023-2027”. Een “coalitieakkoord”, dat is het ook! Het is in ieder geval geen bestuursakkoord.
“Onze waterdoelen noodzaken tot vernieuwende samenwerking, ondernemerschap en innovatie” is een prachtige subtitel, maar de door mij tijdens het proces van de totstandkoming van dit “coalitieakkoord” ervaren daden geven mij een heel ander gevoel. Er is niet samengewerkt, althans niet met de niet-coalitiegenoten. Dat is zoals ik het ervaren heb. Er heeft een omschakeling plaatsgevonden van wij naar zij. Van een coöperatieve opstelling naar machtsdenken.
Na jouw woorden “dat gaan wij doen” (vergadering algemeen bestuur van 18 april 2023) is de bestuurscultuur binnen het waterschap Brabantse Delta veranderd. Het gebruik van het woord coalitieakkoord is daar de bevestiging van.
Er is totaal gebroken met de samenwerking zoals ik die in mijn dertigjarige ervaring bij en in alle waterschappen waarin ik bestuurlijk heb mogen dienen (Waterschap Zoomvliet, Hoogheemraadschap Westelijk Noord-Brabant, Waterschap Scheldekwartier, Zuiveringsschap Rivierenland, Hoogheemraadschap Alm en Biesbosch, Waterschap Rivierenland, Waterschap Rijn en IJssel en Waterschap Brabantse Delta) heb mogen ervaren.
Steeds werd na de verkiezingen gesproken met alle fracties en categorieën om te komen tot een bestuursakkoord. Van de in het AB aanwezige kennis en ervaring – buiten de beoogde coalitiepartners om – is naar mijn gevoel geen gebruik gemaakt. Jammer, een gemiste kans.
Ondernemerschap zit er zeker in. Maar wel uitsluitend agrarisch ondernemerschap. Niet onlogisch als minimaal vier van de beoogde DB leden agrarische ondernemers zijn. Ze hebben alle vijf ervaringen met mest. Van kunstmest, via drijfmest tot paardenmest.
Wat ik bijna stuitend vind is het bijkans totaal ontbreken van het stedelijk gebied. Kijk als voorbeeld eens naar de tien foto’s. Slechts één van de tien heeft een stedelijk karakter. Niet onlogisch als je beseft dat de vijf beoogde DB-leden allen in het buitengebied wonen of in het overgangsgebied (tussen dorp en buitengebied).
Als persoon en als vertegenwoordiger van Ons Water voel ik mij buitengesloten. Geen deelgenoot van een stuk waar in de subtitel samenwerking wordt genoemd als drager van dit coalitieakkoord. Deels veronderstel ik onbedoeld. Maar als je mijn stukjes op Facebook onder Studio 578 – ondertekend met il partigiano (de partizaan) – zou hebben gelezen, kan je weten hoe mijn gevoelens en gedachten zijn.
Mijn mooie waterschap Brabantse Delta is qua bestuurscultuur aan het afglijden naar de bestuurscultuur van de Hollandse Delta, de risee van de Nederlandse waterschapswereld. Dat doet pijn! Voor de verkiezingen was dit al mijn grootste zorg en die heb ik voorafgaand aan 15 maart 2023 ook met jou gedeeld. Ik besef dat alles politieker is geworden. Dat het zo politiek is geworden dat men feitelijk niet meer overlegt over de inhoud die tot nu toe gezamenlijk was, vind ik verbijsterend.
Mijn afkeer van verkenners en informateurs is je reeds lang bekend. Deze ervaring heeft die afkeer verstrekt, want mede door de keuze van dit traject is gebeurd wat er is gebeurd. Na de wat mij betreft gemankeerde verkenning is de informatieperiode – op een enkel mailtje na – geheel gericht geweest op de ‘coalitiepartijen’. Geen reactie op de mail, geen gesprek, NIETS van dat alles. Van de formateurs heb ik ook niets gehoord. Een gemiste kans.
Ik maak mij niet alleen grote zorgen over de nieuwe bestuurscultuur maar ook over de inhoud, waarbij ik niet alleen de foto’s als maat der dingen neem. Ik neem kennis van het “COALITIEAKKOORD”. Ik zal het niet ondertekenen noch steunen. Het is de nieuwe realiteit.
Vroeger was er de gezamenlijkheid, de ééndracht die het waterschapsbestuur zo uniek maakte. Die is nu weg. Ik ga mijn vrijheid – met pijn in het hart – koesteren. Geen DB-lid, geen ondertekenaar van een bestuursakkoord, geen deel uitmaken van een fractie die het akkoord wel heeft ondertekend betekent voor mij dat ik als AB-lid bestuurlijk in een politieke wereld ben aangeland.
Ik mag en zal – tegen wil en dank – il partigiano zijn.
Ten slotte maak ik mij grote zorgen over de toekomst van de waterschappen als zelfstandige overheid. Dit “COALITIETAKKOORD” van de deelnemers in deze gelegenheidscoalitie is naar mijn stellige overtuiging een stap in een richting waar de Kaagen en Boelhouwers van deze wereld op zitten te wachten, om eerst de resterende geborgde zetels te elimineren en uiteindelijk de waterschappen op te heffen. Ik heb mijn zorgen verwoord in il partigiano 2 (waterschappen in aftakeling; te vinden op de facebook pagina II partigiano 22/11).
