Op maandag 1 juni was de jaarlijkse bestuurdersdag van de Unie van waterschappen. Dit keer gehouden in Slot Loevestein. Dr. Laurens de Graaf docent Bestuur en beleid van de Universiteit van Tilburg gaf een presentatie over burgerbewust besturen. Hij verraste de aanwezige waterschapsbestuurders met een Youtube filmpje van “Zondag met Lubach” over de waterschapverkiezingspromotie.
De persiflage was niet alleen leuk maar ook confronterend. Hoewel ik soms mijn eigen gedachten bij de vertoning had. Want toen Lubach verzuchtte over de waterschappen: “geen idee dat ze nog bestonden”, was mijn gedachte: dat dit voor een land grotendeels onder de zeespiegel eigenlijk goed nieuws was. Dijkgraaf Geluk van waterschap Hollandse Delta was helder: “wij doen ons werk zo goed dat het bijna niet opvalt.” Ik ben het daar van harte mee eens. Maar politieke bestuurders willen juist wel opvallen. Want anders is je bekendheid naatje en is de kans groot dat je niet gekozen wordt vanwege onbekendheid.
Dijkgraaf Glas van waterschap de Dommel sloeg de spijker op zijn kop met zijn verzuchting: “naarmate we het beter doen, wordt het politiek stiller om je heen.” Dat is zo. Maar kijk naar het nieuws. Waar bestaat dat uit? Vooral over zaken die niet goed gaan. Dan kom ik als waterschapsbestuurder liever niet in het nieuws, want dan gaat het goed en is Nederland veilig.
De zaal was vooral gevuld met nieuw gekozenen. De meeste oudgedienden waren thuis gebleven. Ze hadden naar mijn beleving ongelijk. De presentatie over vooral burgerparticipatie was de moeite waard en bevatte veel suggesties hoe bestuurders het konden aanpakken. Maar veel was toch nog geredeneerd vanuit het openbaar bestuur en niet vanuit de burger. Ik voel meer voor ‘bestuurdersparticipatie’. Niet de burger te gast bij de overheid en haar plannen, maar de bestuurder te gast bij de plannen van de burgerij om te kijken hoe burger initiatieven beter ondersteund zouden kunnen worden.
Aan het begin van de avond was ik uitgenodigd om voor de leden van de Markiezaatskamer in de Draak een presentatie te geven over het waterschap en haar activiteiten. Dat doe ik graag en het is altijd leuk om oud bekenden en nieuwe mensen te ontmoeten en ze iets te mogen vertellen over wat me bezighoud en over het grote onbekende waterschap. De discussie liet zien dat het voorzorgprincipe, zoals ik dat hanteer bij mijn werk als raadslid en waterschapsbestuurder, niet bij iedereen tussen de oren zit. Ook is er onder de leden van de Markiezaatskamer, die veel al bij het ouder worden de Juniorkamer moesten verlaten, nog veel van het vooruitgangsdenken bewaard gebleven. Maar verschillen in denken en achtergronden maken een discussie interessant en zinvol.

Om de veertien dagen is dinsdag weer Dagelijks Bestuurdersdag. Vandaag de eerste van deze periode. Voor mij was het belangrijkste agendapunt de portefeuilleverdeling. Ik ga in grote lijnen doen waar ik van 2009 tot februari 2014 ook mee bezig was. De waterschapsprojecten in de gemeenten: Drimmelen, Oosterhout, Waalwijk, Dongen, Loon op Zand, Tilburg, Gilze en Rijen, Goirle en Geertruidenberg, alsmede het Ruimte voor de rivier project Overdiepse Polder, cultuurhistorie en het regionaal archief. Er bij is gekomen de uitvoeringprojecten primaire keringen. Dat zijn de komende dijkverbeteringen langs de Maas, Bergse Maas het Hollands Diep en de Amertak. En voor zover het mijn projecten en taken betreft: duurzaamheid, innovatie en klimaatadaptatie. Vooral ten aanzien van dat laatste ben ik blij dat de waterschapsinzet voor klimaatadaptatie de komende tientallen jaren zichtbaar zal gaan worden en dat ik daarmede een rol in mag spelen.
