Bestuurlijk overleg evaluatie Merwedebrug A27 in het gemeentehuis van Gorinchem. Hier stond de eindrapportage evaluatie crisisbeheersing Merwedebrug op de agenda. In mijn ogen een gedegen rapport wat in haar conclusies behoorlijk kritisch is. In het rapport viel mij op dat er met veel belanghebbenden is gesproken, maar dat zich onder hen geen enkele bestuurder bevond. Heel veel mensen van RWS en ambtenaren van diverse overheden en ministeries en vertegenwoordigers van belangenorganisaties maar geen enkele bestuurder. In de mooie ronde raadszaal van Gorinchem onder een groot gemeentewapen met de inspirerende spreuk “fortis creantur fortibus” (dapperen brengen dapperen voort) bespraken vooral bestuurders met de leidinggevenden van RWS de rapportage. Ik vond het best dapper dat de vertegenwoordigers van RWS open en voor mijn gevoel eerlijk de discussie met de bestuurders aangingen. Het verbaast mij dan wel is dat de voor de hand liggende conclusies niet getrokken worden. Uit de discussie bleek dat van de 70 cruciale bruggen in het rijkswegennet er nu ruim 20 nader bekeken/doorgerekend worden.
De waterschappen proberen bij dijkversterkingen in toenemende mate rekening te houden met toekomstige klimaatontwikkelingen/scenario’s en kijken daarbij soms 100 jaar vooruit. Ik constateer dat de afgelopen tientallen jaren RWS juist geen rekening heeft gehouden met te verwachten ontwikkelingen in het verkeer. De afgelopen 50 jaar zijn vrachtwagens steeds zwaarder geworden en is er steeds vaker sprake van ‘exceptioneel’ transport over rijkswegen. Ook het scheepvaartverkeer is de afgelopen 50 jaar enorm veranderd. Grotere/bredere schepen en een toenemend motorvermogen. Het valt mij dan op dat relatief nieuwe bruggen eerder niet meer voldoen dan oude. De eerste Moerdijkbrug, gebouwd in de jaren dertig van de vorige eeuw voldoet op zijn huidige locaties (Spijkernissebrug en de Keizersveerbrug) nog steeds aan de eisen gesteld voor het huidige wegtransport. Maar die stamt dan ook uit een tijd dat ingenieurs bepalend waren en niet zuinige politici, terwijl nieuwe bruggen steeds vaker risico’s blijken op te leveren. En ook de risico’s van het scheepvaartverkeer zijn door de grotere motorvermogens lengte- en breedtegroei toegenomen. Met die ervaringen zou je verwachten dat met de bouw van nieuwe bruggen of dijkverbeteringen rekening gehouden zou worden met mogelijke toekomstscenario’s van het weg- en watertransport. Niets van dat al, men rekent en blijft vooralsnog rekenen met de huidige normen die afgestemd zijn op de huidige situatie.
Ook bij de huidige discussie over de dijkverbeteringen langs de Amertak loop ik als waterschapbestuurder hier tegen aan. De steenbestortingen zijn hier en daar beschadigd door de toename van met name het motorvermogen van de vrachtschepen. Te verwachten is dat zowel het motorvermogen als de gewenste scheepvaartklasse (door mogelijke havenontwikkelingen in Oosterhout) verder zal toenemen. Toch is een aanpassing op die mogelijke ontwikkelingen nu niet bespreekbaar. Plannen tot verbetering gaan uit van het huidige gebruik van de Amertak. Voor mij een gemiste kans.
Tijdens de discussie kwam bij mij ook de vraag op of provinciale en gemeentelijk bruggen wel allemaal voldoen aan de eisen die het huidige verkeer stelt en wie dit controleert.

Bestuurlijk overleg met de gemeente Gilze en Rijen met wethouders Willem Starreveld en Aletta van der Veen. Agendapunten waren onder andere: de EVZ Boomkikker, de inrichting Lange Rekken, het programma versnelling EVZ landstad de Baronie, de wateroverlast Broekakkers, de visie klimaatadaptatie Gilze en Rijen en in de rondvraag de mogelijkheden van een fietspad langs de Gilzer/Rielsebaan.
In de avond heb ik een presentatie over het waterschap gehouden voor Sociëteit De Phoenix te Zevenbergen.

In de middag Bestuurscommissie Weerijs-Zuid en in de avond een thema AB over participatie à la Brabantse Delta “kansen en uitdagingen van de netwerksamenleving”.
12 oktober
Ik ben naar het symposium NEN ‘klimaatadaptatie van praktijk tot standaard’ geweest in een gebouw van RWS in Lelystad. Voor mij WAS dat tot 12 oktober ‘heilige grond’. In dit RWS gebouw is het Watermanagementcentrum Nederland gevestigd dat het watersysteem van onze grote rivieren in de gaten houdt. In dat centrum is ook gevestigd een mooie expositie van hoe dit gebeurt. Waarom WAS? Ik had het gebouw nog geen 5 minuten betreden of ik werd door een medewerker van de beveiliging tot de ‘orde’ geroepen. Ik bleek een zondaar. Ik had zomaar de twee onderstaande foto’s genomen en dat was tot mijn verbijstering VERBODEN! Verboden te fotograferen in een gebouw betaald van mijn belastingcenten. Zonder dat iemand in staat bleek uit te leggen dat het fotograferen van de architectuur van een gebouw of een expositie (waterstaats) gevaarlijk zou zijn. Of de privacy van wie dan ook zou aantasten. Ik zou toestemming moeten vragen, maar de beveiliger bleek niet te weten bij wie? Ik heb als gezagsgetrouw persoon binnen maar geen foto’s meer gemaakt.
Of ik bij het weggaan met het buiten fotograferen van onderstaand verbodsbordje alsnog in overtreding ben weet ik niet. Raar vind ik het wel. Een pracht van een expositie en je mag dat met foto’s niet laten zien. Noch mag je als geheugensteuntje van een tekst een foto maken. Noch staat ergens (althans ik heb het, bij mijn bezoek, niet gevonden) wie bevoegd is toestemming te geven. Voor mij is het Watermanagementcentrum Nederland geen ‘heilige grond’ meer. ‘Heilige grond’ moet in mijn visie openbaar zijn en trots uit stralen met wat er te zien en te leren is en de wijsheid die te zien is willen verspreiden en ten dienste laten zijn van een ieder die zich voor die wijsheid wil openen.
Het symposium was ondanks de voorgaand beschreven ‘valse start’ voor mij informatief en leerzaam. De bijdrage van een spreker namens het CROW kennisplatform liet zien dat veel van de huidige normen voor de aanleg en ouderhoud van wegen en verhardingen in het licht van de gewenste klimaatadaptatie niet meer actueel zijn, maar nog wel de maat zijn waar ontwerpers mee werken! In de discussie verzuchtte een medewerker van het ingenieursbureau Witteveen + Bos dat het tijd werd de ‘ontwerplat’ bij dijken en wegen, in het licht van de gewenste en noodzakelijke klimaatadaptatie, hoger te leggen. Een kreet naar mijn hart! In de lezingen/discussies kwamen o.a. voorbij de city deal klimaatadaptatie en het KANS Netwerk waar Breda deel vanuit maakt. Stuk voor stuk mooie projecten die bol staan van de goede ideeën.

In de morgen bestuurlijk overleg Bedijkte Maas in Ravenstein. Ik verving daar de dijkgraaf. Agendapunten waren onder andere: de actualisering van de gebiedsvisie Bedijkte Maas en de lange termijn ambitie Bedijkte Maas.
In de middag een overleg met vertegenwoordigers van de Stichting Beleef de Keenesluis.
