In de avond de eerste ‘Steenweg sessie’ van de Unie over een aantal actuele onderwerpen waarover met behulp van stellingen werd gesproken. Eerst was er een korte lezing van Leo Meyer van ClimateContact-Consultancy (CC-C). Voor het eerst een klimaatdeskundige, die met een maximale zeewaterstijging met 20 meter ruim over de gebruikelijke 6 meter ging voor de komende honderden jaren. Hij stelde ook dat ‘boven de 5 meter voor Nederland die niet meer houdbaar zou zijn’. Een stelling ging over ’tegeltax’. Circa driekwart van de aanwezigen zagen de invoering van een ’tegeltax’ niet zitten. Zij denken dat afkoppelen belonen middels een subsidie beter werkt. Voor mij laat dit zien dat door de intrede van ‘politici’ in het waterschapsbestuur het adagium: de vervuiler betaalt, verlaten is. Ik ben nadrukkelijk wel voor de invoering van een vorm van ’tegeltax’ omdat de uit te keren subsidies niet gratis zijn, maar opgebracht moeten worden door de belastingbetalers. Inclusief diegenen die het probleem niet veroorzaken!
Recent verscheen een artikel in Binnenlandsbestuur met de titel: Te politieke waterschappen hinderen aanpak wateroverlast. Een citaat uit het artikel wil ik de lezer niet onthouden: universitair docent en BDO-adviseur Koen van den Oever: “Vooral bij sterk uiteenlopende belangen groeit de kans op het achterhouden van informatie en redeneren vanuit eigen belang(en) en partijvorming.” Koen van den Oever pleit in zijn proefschrift voor meer rationaliteit binnen de strategische besluitvorming van waterschappen. Meer rationaliteit in het strategische besluitvormingsproces helpt de waterschappen om met innovatieve oplossingen te komen om aan de veranderende omgeving te voldoen, aldus van den Oever.
Met de stelling: een stresstest is hard nodig, omdat gemeenten het probleem onderschatten, was circa 90 % het eens omdat het een gemeente zou helpen draagvlak te krijgen bij colleges en bewoners. Voor draagvlak is wat mij betreft een stresstest niet nodig. Overheden moeten bereid zijn ook zonder draagvlak die maatregelen te nemen die nodig zijn om overstromingen, wateroverlast en vermijdbare sterfgevallen door hittestress te voorkomen. Niet-in-mijn-achtertuin-gedrag mag wat mij betreft nooit in de weg staan van noodzakelijk overheidshandelen.

In de morgen DB vergadering met als agendapunten onder andere: programmering STUW-opgaven (overeenkomst met de provincie inzake uitvoering en financiering van watermaatregelen), strategie slibeindverwerking SNB, projectplan EVZ Laakse Vaart, diverse grondaankopen, ambitie en strategie waterkwaliteit, projectplan waterkwaliteit Kleine Melanen, de overdracht van rioolgemalen tussen Breda en waterschap en herziening leggerboek.
In de middag PHO’s over een waterkering bij uitbreiding van de haven in Raamsdonksveer, over Pukkemuk en ter voorbereiding van het bestuurlijk overleg met de gemeente Gilze en Rijen.
In de avond de werkgroep bestuurlijke vernieuwing met op de agenda onder andere een gesprek met de dijkgraaf over de werkzaamheden van de werkgroep en zijn mogelijke rol daarin en het opstellen van een werkagenda voor 2018.
4 oktober
In het buitengebied van Udenhout een sessie met belangengroepen en wethouders van de gemeenten Loon op Zand en Tilburg over de mogelijke ontwikkelrichtingen van het toekomstige landschapspark Pauwels.
5 oktober
Bestuurlijk overleg met de gemeente Geertruidenberg over de mogelijke uitbreiding van de jachthaven op de oostelijke Dongeoever in relatie met de waterkering.
6 oktober
Het symposium “waterluis in de otterpels” over rekenkamer(commissies) in de waterschapswereld. Ik was te gast bij het waterschap Amstel, Gooi en Vecht. Met diverse sprekers waaronder Jacques Wallage, voorzitter van de Raad voor het Openbaar Bestuur.
