OVER WATER – 111
Ik zou tevreden moeten zijn over de afgelopen week. In bestuurlijk Nederland en in de nationale media was er veel aandacht voor water en klimaatbestendigheid.
Op Prinsjesdag verscheen het eerste Deltaplan Ruimtelijke adaptatie. Dit Deltaplan bevat veel goede aanzetten. Toch verbaas en erger ik mij steeds meer over het absolute woordgebruik. “Als iedereen meedoet, bouwen we klimaatbestendige wijken.” Het woord ‘klimaatbestendig’ wordt vaak gebruikt. Het woord ‘klimaatbestendig’ is net als de woorden ‘veilige dijken’ een in-slaap-wieg-woord. “Gaat u maar rustig slapen” de regering, de overheid, de waterschappen ze waken over ons is de boodschap. Op de voorpagina van het VNG Magazine prijkte de tekst: “Deltaplan maakt Nederland klimaatbestendig”. Voor mij pure lariekoek! Geen enkel plan maakt iets. De uitvoering kan wel een aantal situaties verbeteren en in dit geval klimaatbestendiger maken. Klimaatbestendig is in mijn ogen veel te absoluut gesteld. Ook na uitvoering van het Deltaplan Ruimtelijke adaptatie zal er veel werk blijven, omdat keer op keer zal blijken dat weerextremen veel variaties kennen. Tot nu toe richten we watersystemen in op globaal situaties/gebeurtenissen die modelmatig één keer in de 100 jaar voor zouden komen. Maar de afgelopen jaren is in mijn waterschap zelfs een situatie (regenbui) voorgekomen van één keer in de 2000 Ã 5000 jaar. Met de huidige kennis en budgetten zijn dergelijke situaties niet te voorkomen of zonder ernstige overlast af te wikkelen. Zelfs als budgetten verveelvoudigen gaat dat niet lukken. Daar is het “Gaat u maar rustig slapen” geen oplossing voor. Het praten over klimaatbestendigheid is dan ook, in mijn ogen, fundamenteel fout.
Als waterschapbestuurder loop ik, als het over veilige dijken gaat, tegen dezelfde problemen aan. Dijken bieden nooit absolute veiligheid. In Nederland is de bescherming afhankelijk van de aard van het te beschermen gebied. Meer mensen, meer waarde betekenen een hoger beschermingsgraad. Voor primaire waterkeringen is de beschermingsgraad grof weg tussen één keer per 250 jaar tot één keer per 10.000 jaar. Dat is geen absolute veiligheid. Maar burgers denken bij ‘veilige dijken’ wel beschermd te zijn. Dat gevoel leidt soms tot discussies bij te kiezen varianten voor een dijkverbetering. “Deze variant is toch ook veilig!” Ik zou graag zien dat overheden, beleidsmakers en bestuurders zich onthielden van ‘Gaat u maar rustig slapen’ woordgebruik zoals “veilige dijken’ en “klimaatbestendig”. Dat zou de risico bewustwording bij burgers vergroten en naar ik hoop ook het nemen van de eigen verantwoordelijkheid bij de te nemen maatregelen.
Het Deltaplan Ruimtelijke adaptatie kent zeven uitstekende ambities, te weten:
- Kwetsbaarheid in beeld brengen
- Risicodialoog voeren en strategie opstellen
- Stimuleren en faciliteren
- Handelen bij calamiteiten
- Reguleren en borgen
- Meekoppelkansen benutten en
- Uitvoeringsagenda opstellen.
Nu de waterschappen tot 2050 veel werk hebben met dijkverbeteringen, worden er tal van studies gestart om daar kennis voor te vergaren. Eén studie gaat over het effect van voorlanden middels een Projectoverstijgende Verkenning Voorlanden. Een belangrijk onderdeel van een waterkering is het voorland. Het blijkt dat als voorland wordt meegerekend in de sterkte van een dijk, kosten kunnen worden vermeden en overlast kan worden beperkt.
De afgelopen maanden was er meer goed nieuws. Staatssecretaris Dijksma (I en M) informeerde middels een brief de Tweede Kamer in het kader van klimaatverandering en hittestress over de maatregelen die het kabinet hiertegen wil nemen. Ik vraag al jaren aandacht, middels artikelen op mijn websites https://onswater.com/ en https://bsdboz.nl/, voor de gevolgen van hittestress en de aanpak daarvan met tal van voorbeelden. De brief aan de Tweede Kamer is een mooie aanzet tot actie en laat zien dat de rijksoverheid nu eindelijk het belang hier van inziet en tot actie wil overgaan. Nu de lokale overheden nog.
Tot slot van dit stukje over goed nieuws het gegeven dat het waterschap, waar ik dagelijks bestuurder van mag zijn, behoort tot de drie finalisten voor de verkiezing van de “Beste Overheidsorganisatie van het jaar 2017“; een initiatief van de Vereniging voor OverheidsManagement. Voor mij een teken dat ‘water’ en al degenen die dagelijks werken aan de waterveiligheid en optimalisatie van de waterkwantiteit en de waterkwaliteit van ons oppervlaktewater eindelijk die waardering krijgen die zij verdienen. Waterschappen horen erbij en laten zien dat ze goed werk leveren!

In de middag het drielagen overleg Hart van Brabant met een veldbezoek aan de Kruidenbuurt. De Kruidenbuurt is een buurt in Tilburg waar klimaatadaptatie vorm wordt gegeven.
28 september
Overleg met Rijkswaterstaat over de aanpak van de A27. Besproken onderwerpen waren: de vervanging van de bruggen bij Keizersveer, de bestuursovereenkomst, het proces afrit A59, en de planning.
29 september
Stuurgroep Deltaprogramma Maas met als agendapunten onder andere: de adaptieve uitvoeringsstrategie Maas en BO MIRT 2017.
In de middag de stuurgroep Regionaal Bestuurlijk Overleg Maas en de stuurgroep Deltaplan Hoge Zandgronden met als agendapunten onder andere: governance en uitvoeringsagenda ruimtelijke adaptatie zuid, de voortgang en het versnellen van hoge zandgrond projecten, de toekomstbestendige zoetwatervoorziening op de hoge zandgronden, de nutriëntenproblematiek en de gebiedsgerichte aanpak daarvan.
